UMPIRE PANEL TERMS OF REFERENCE

Location / Based in Perth – State Netball Centre or various away venues
Position Overview / The High Performance Umpire Panel Member has an important role in coaching, mentoring and providing development opportunities for umpires particularly those invited to participate in the WA Netball League (WANL) Umpire Squad and State Umpire Academy (SUA) Programs.
The High Performance Umpire Panel Member will promote the aims and objectives of Netball WA and Netball Australia within the netball community and the greater Western Australian communities.
The High Performance Umpire Panel Member is responsible for working under the administrative direction of Netball WA, in compliance with all the Netball WA and Netball Australia policies, regulations and rules.
Term and Appointment / The Panel shall be appointed for a term of one year commencing on the 1 Nov;
The Panel will consist of:
- Netball WA (NWA) High Performance staff member to provide administration support;
- Panel Chairperson (appointed by Netball WA CEO);
- Up to 5 Panel Members.
A position may become vacant when the term of appointment expires or when a member resigns.
Qualifications and Experience / Candidates applying must have the following:
- Have an IUA, AA or A Umpire accreditation (Endorsed or Unendorsed);
- Must be current or in the process of updating prior to the commencement of the 2016 WA Netball League:
-Netball Australia Rules in Action x two parts and/or presenter;
-Netball Australia Level II Umpire Course and/or presenter;
-General Coaching Principles – Australian Sports Commission (online course);
-ASADA Level 1 (online course) and higher course as advised by the Netball WA High Performance Department
-Netball Australia’s Presenters Course * dependant on when the course is run.
- Ability to coach umpires at a high performance level and deliver/ present umpire development programs;
- Netball WA affiliated member;
- A Working with Children Check;
- A current C class driver’s license.
Core Responsibilities / Organisational
- Provide leadership and support in relation to high performance umpire development;
- Assist with allocation and identify umpires at Netball WA sanctioned competitions and events (i.e. WA Netball League and Netball WA High Performance Competition and other events if required).
- Promote the importance of umpiring as a vital part of the netball development pathway and Western Australia’s future success at all levels of the sport;
- Articulate the challenges and issues facing umpires and the umpire development system at a High Performance level;
- Liaise with other areas within netball including coaching, event management and technical officials as required.
- Build and maintain a strong and ethical working relationship with the WANL Umpire Squad and SUA;
- Provide hands on coaching/mentoring and presentations to the WANL Umpire Squad and SUA.
- Record, formally report and evaluate selected Umpiresprogress to West Coast Fever High Performance Umpire Coordinator ensuring all performances are identified (utilising ipad technology);
- Assist with providing mid-season and end of season Umpire rankings;
- Provide a mid-season report and post-season report on selected Umpires progress to West Coast Fever & High Performance Umpire Coordinator and General Manager – West Coast Fever & High Performance.
- Attend aminimum of six (6) scheduled meetings annually, or other meetings as required.
Operational Guidelines / The Panel members will:
- Adhere to this High Performance Umpire Panel Terms of Reference, and the roles and KPI’s assigned to eachHigh Performance Umpire Panel Member;
- Attend scheduled commitments (as agreed to);
- Act as an advocate for Netball WA and promote the game of Netball and its values and key messages in the local community;
- Adhere to Netball WA policies, procedures, rules and regulations;
- Wear Netball WA branded clothing as provided to scheduled commitments;
- Maintain confidentiality with regards to all information pertaining to this Panel;
- Delegate the implementation of all operational and management functions to the relevant Netball WA staff member;
- Communicate with the relevant Netball WA staff member as required;
- Conduct, at all times, shall reflect integrity, professionalism, unity, respect and courtesy towards others.

- General Manager – West Coast Fever and High Performance;
- General Manager–Community Netball.
- West Coast Fever and High Performance Umpire Co-ordinator.
Honorarium / Panel members will receive an annual honorarium, payable by June 30 annually. These honorariums vary depending on the role held on the Panel:
- Chairperson$3,500 per annum
- Panel Members$2,500 per annum
Expenses / If Panel members agree to undertake additional commitments with Netball WA Community, which are outside of the agreed Panel commitments (i.e. Regional Visits), payment will be as per the Netball WA Contract/ Casual Staff Payment Policy;
On WANL country fixturedmatches, Netball WA will cover all costs associated with travel should the Panel Member travel (accommodation and meals, if required) as agreed to by General Manager – West Coast Fever and High Performance prior to travel;
Travel allowance will not be administered for WANL metro fixtured matches;
All additional expenses must be approved prior by Netball WA.
