COMMENTS:

High temperatures all over the western region that started on Sunday continued into today with an expected peak of 32,010 MW at 1500 hrs. The peak time is changing due to the fact that it will be an air conditioning driven peak with these temperatures. Very much a summertime type peak.

Generation out of service in the ISO control area (planned and forced) totaled 12,517 MW.

At 0804, a Stage 1 Emergency was declared.

At 1000, a Stage 2 Emergency was declared. Non firm loads were requested curtailed at 1013. Approximately 800 MW of SCE, 60 MW of PG&E, and 3 MW of SDG&E non firm load reduction was realized. New rules regarding the use of UDC interruptible loads include 1 event per day for a 6 hour maximum, 4 days a week.

By 1230 all of the mitigation efforts to stop the declining operating reserves had been used except for Glen Canyon energy and 1 hours worth of 300 MW of pump load. Load was following the forecast and import levels were sufficient and maintaining hour by hour.

By 1630 load was increasing at a rate that could not be sustained. This was mostly due to the fact that the non firm loads had reached their 6 hour max curtailment time and were returning to service. Remaining available pump load was requested curtailed.

1645- Stage 3 Emergency declared. 300 MW total of firm load was requested to be interrupted as follows:

  • PG&E 49.6%
  • SCE 42%
  • SDGE 7.4%
  • PASA (Pasadena) .6%
  • VERN (City of Vernon) .4%

At 1740 the OK was given by the ISO for restoration of all firm load. The Stage 3 Emergency was cancelled at 1800.

The Stage 2 Emergency was cancelled at midnight, along with the Stage 1 Emergency.
