MEETING MINUTES

CALL TO ORDER: Meeting called to order by Mayor Keane at 6:30 pm.

APPROVAL OF AGENDA

Motion by Bira, supported by Tabaszewski to approve the agenda as presented.

Unanimously carried.

ELECTION OF NEIGHBORHOOD IMPROVEMENT AUTHORITY CHAIRPERSON

Motion by Tabaszewski, supported by Smith to nominate Cliff Bira as chairperson of the Neighborhood Improvement Authority. Unanimously carried.

MEETING OPEN TO THE PUBLIC

CONSENT AGENDA

1. Expenses Owed to the Flushing General Fund as of January 5, 2017

2. Monthly Expense Report – None

Motion by Palinsky, supported by Tabazewski to approve the consent agenda.

Unanimously carried.

COMMUNICATIONS

1. Neighborhood Improvement Authority 2017 Meeting Schedule

2. Communication (December 5, 2016) from A. Bailey

Motion by Keane, supported by Tabazewski to receive and file communications.

Unanimously carried.

NEW BUSINESS

1.Appointment of the city treasurer as the treasurer of the Neighborhood Improvement Authority (MCL 125.2918 (2))

Motion by Keane, supported by Takazewski to appoint the city treasurer as treasurer of the NIA. Unanimously carried.

2.Appointment of the city manager as the secretary of the Neighborhood Improvement Authority (MCL 125.2918 (3))

Motion by Keane, supported by Smith to appoint the city manager as secretary of the NIA. Unanimously carried.

  1. Appointment of the city manager as the director of the Neighborhood Improvement

Authority (MCL 125.2918 (1))

Motion by Zorn, supported by Palinsky to appoint city manager as director of the NIA. Unanimously carried.

4. Fiscal Year 2017-2018 Neighborhood Improvement Authority Budget (MCL 125.2930)

Motion by Palinsky, supported by Smith to approve the FY 2017-2018 Budget (Revenue $4,942 and Expenses $1,371) and submit to the Flushing City Council.

5.ROWE Professional Services Proposal – Feasibility Study

Discussion was held regarding the cost to complete a feasibility study for the Woodland Ponds Property owned by the City of Flushing. No action was taken.

6. Creating and adopting rules governing the Neighborhood Improvement Authority

procedures and the holding of regular meetings, subject to the approval of the Flushing City Council (MCL 125.2917 (3))

The East Pierson Road Corridor Improvement Authority’s bylaws were presented for discussion and review to assist in the creation of such bylaws for the NIA.

Motion by Zorn, supported by Smith to postpone this item and place on the agenda of the next regular meeting of the NIA. Unanimously carried.

The water tower and Andrew Carl Trail (Woodland Ponds to Waterworks Park) were discussed.
