It is with great pleasure that I welcome you to the NDS WA Conference 2016 ‘Shaping the Future – Preparing for Change’.

The three conference streams – Quality and Safeguarding, Sustainable Services and Workforce and Employment – are designed to bring together topics of importance and relevance at this time of unprecedented change and major reform within the disability services sector. In particular, the implementation of the National Disability Insurance Scheme (NDIS) represents generational change and paves the way for a service system for people with disability, based on entitlement, choice and control over their lives.

Western Australia has long been a trailblazer in disability services and for many years has lead the way in areas of individualised funding, local area co-ordination and providing bespoke services for people with disability. Our focus on working in partnership, courage to try new things and desire to continuously improve do make a positive difference on the lives of people with disability are all part of Western Australia’s unique approach to providing disability services across this vast State.

The NDS WA Conference 2016 combines contemporary evidence, research and theory with practical information. I am delighted to have attracted an impressive group of local and national speakers – all experts in their field - to share their knowledge and experience and to showcase innovation and best practice. I am sure you will be motivated by what you hear and take this information back to your organisations.

I look forward to continuing the discussion and debate at our Perth Conference on the issues of importance to the disability sector and how we best meet the opportunities and challenges that lay head.

This session describes a new definition of “work” and an alternative way in which all people may have the same access to employment. It will include the journey ofa young adult, once assessed as “unemployable” who successfully holds a job.

Open Workforce: A New Approach to Employment for Job Seekers with Disability

Showcasing a pilot project in which people who are not assessed as able to work for 8 hours each week - hence not eligible for Disability Employment Services - secure paid employment in the open market that matches their interests and skills.

Clarity of values: Unpacking the Role of Values in Recruiting

With an increase demand for supports and services as the NDIS phases in, the risk that a shortfall in the supply of support staff will impact quality has been acknowledged. Learn how an organisation might develop workable values that are demonstrated at all levels of the company, and how these may be applied when recruiting.

Starting Right: The Value of Effective Induction for Staff New to the Disability Sector

A full scheme NDIS is expected to attract many new employees will be new to the sector and may have little or no prior knowledge of people with disability. This presentation outlines the strategies utilised by a remote and a regional organisation to comprehensively induct their new staff.

Cloud Based On-line Learning

This session outlines the experiences of Senses Australia using an online induction system for on-boarding staff and refresher training for existing staff, from which improved flexibility and compliance was observed. The wins in improved efficiencies and reduced costs - both desirable outcomes in an NDIS landscape - will also be described.

Uncharted Waters: Navigating Governance in the Disability Sector

For services to be sustainable and allow continuity of support structures to consumers. Boards and directors need to understand their important role in ensuring the governance of the organisation they steer. Hear the questions that all Boards and directors of disability services should be asking.

Get Smart: Sustainable Technology for the Future Enabling Independence and QoL

The role of emerging technologies in improving QoL and participation in everyday activities will be discussed by specialists from two organisations, with specific examples of technological solutions for the home and work environment - many of which can be purchased at affordable prices and achieved without complex retro-fitting of the home or workplace.

Innovative Funding Solutions

New capital sources that can complement existing philanthropic and government funds in an NDIS environment, and examples of where these have been trialled in other NFP sectors.

NFP Mergers, Collaboration and Consolidations

Funding changes are already showing signs of change in the Australian disability and the aged care sectors including Not for Profit mergers. This presentation discusses proactive exploration of collaboration by not-for-profits and the careful consideration required on a number of levels.

Evolution or Revolution

No organisation is alone in trying to determine its future whilst remaining relevant, competitive and true to its values. This session will outline how organisations can identify areas where building resilience and sustainability will be necessary in a changing market climate.

Sustainable Services

With mounting pressure on often small disability service providers there is a risk of failure and a subsequent loss of service continuity for people living in regional locations. An overview of the key challenges and strategies to be fit and future proof in a new NDIS world will be described in this session.

Quality and Safeguarding - But from whose Perspective?

Quality and safeguarding will be discussed from a perspective the person with disability who play a role in the management of their own arrangement, and the often held assumption that quality cannot be maintained or will be weakened in self and/or share managed arrangements will be challenged.

Key Considerations for Advanced Care Planning

Hear about the strategies used by Identitywa in their shared living arrangements that support people to safely age in place with dignity and in partnership with families and services. Considerations of current legislation will be outlined, using research and practices adopted from the Aged Care sector.

Opening the Doors

This session unpacks the recommendations from the 2015 Behind Closed Doors report. It will address the implementation of these recommendations and discuss the complexities regarding the right of people with disabilityto be safe.

Safeguarding the Health of People with Disability

New resources developed by the WA Disability Health Network which outline a best practice approach for organisations and hospitals in managing the hospital experience of individuals with disability will be described.

An NDIS Readiness Journey: Safeguarding Quality in 24/7 Accommodation Services

Learn through Nulsen’s journey to prepare for change particularly focusing on the service quality, customer service and employee capability initiatives that have been implemented, including the use of a new evaluation tool, which aligns to the National Standards for Disability Services, to measure and continually improve the quality of services.

Targeted and Customised Information to the CaLD Population in the NDIS

If reached effectively, 20% of eligible National Disability Insurance Scheme participants are likely to be of CaLD background who face multiple barriers to access disability support services. This session discusses some of the key considerations in ensuring this group and their carers have the supports and channels needed to thrive within an NDIS.

Toilets, including accessible, are located on this floor behind ballroom 2 and on level 2.

Refreshments & lunch breaks

All refreshment and lunch breaks will be served in the exhibition area.

Buffets will include dietary requirements. If you have any other dietary requests that are not available on the buffets, please notify one of the hotel banquet staff. Some seating will be available at lunch in Ballroom 1.

The conference cocktail function will be held at 5.00pm in the Ballroom 1 foyer. If you have purchased a ticket to the conference your nametag will be marked with a pink sticker. If you would like to purchase a ticket please see staff at the registration desk.

If you are unable to attend the WA Conference Cocktail Function, substitute delegates from the same organisation are welcome. Please ensure you advise the registration desk of these changes. No refunds will be made for cancellations or non-attendance at the Cocktail Function.
