NCSAPPA Coalition Committee Meeting

Present: Annie Hancock, Karen Webb, Deeanna Hale-Holland, Elizabeth Montgomery-Lee, Dawn Wilde, Phil Mooring, Margaret Blackmon, Michael Eisen, Dylan Mulroney-Jones, Ava Troxler, Todd Penn, Beth McKenzie, AndieNasely, Montez Lane, Wanda Boone, and Earl Boone

Welcome and Overview: Ms. Blackmon welcomed everyone to the meeting and asked for introductions and affiliations. Mr. Mooring gave a brief overview of the start up of the North Carolina Substance Abuse Prevention Providers Association and the status of that group. Key tasks of the group are to support Prevention Providers and to develop spokespersons for the field that can educate and advocate for the field with key stakeholders and decision-makers.

Steering Committee Description of Coalition Development Committee: promotes collaboration among Prevention Providers and existing or emerging Coalitions to achieve common goals.

Ms. Blackmon and Mr. Mooring gave an overview of the Coalition Stakeholders Meeting including overlap between the NCSAPPA Coalition Development Meeting. The Stakeholders Meeting was essentially a Focus Group and it was decided that the NCSAPPA Coalition Development Meeting would suffice for the group. The Stakeholders Meeting Notes can serve as recommendations and a framework for future agenda items and activities.

Ms. Hale-Holland discussed the other committees connections to this committee and all committees were listed. For example the Policy and Advocacy Committee will take talking points from this committee and others to promote key priorities and recommendations; the Marketing and Communication Committee will develop tools to assist with communication of these key talking points such as website pages, brochures, fact sheets, etc.

Ms. Blackmon stated that this group has the potential to be both a Task Force to respond to the Institute of Medicine (IOM) Recommendations and also collaborative of Coalitions. Mr. Mooring explained the legislative process with the IOM Recommendations including providing a stamp of approval for the legislature to support funding recommendations and working with the state to develop strategic plans for implementing recommendations and spending funds.

Agenda: Group brainstormed ideas for the mission and purpose of the Coalition Committee. Ideas included: Statewide Networking for Coalitions; Advocacy for Coalitions; Building and Sustaining Coalitions; Strategic Planning for Coalitions.

Potential Agenda Topics: Short Term Goals, Mid Range Goals, and Long Term Goals.

Short Term- Mobilization, Master List of Coalitions, Mission, Key Talking Points, Advocacy for IOM

Master List of Coalitions: Committee members were asked to send contact information for the SA coalitions, collaboratives, or partnerships to Michael Eisen () so that his office can compile a master list.

Recommendations: Committee will send out letter to Coalition representatives recommending each Coalition write a letter in support of the IOM Recommendations. The Committee discussed drafting a template for Coalitions to use in support of the IOM. Mr. Mooring agreed to draft the template and the Coalition Committee will review the draft for approval. Once approved the draft will go to the Steering Committee for final approval and dispersal to the Master List of Coalitions from the NCSAPPA.

Coalition Stakeholders Meeting and Document: Mr. Mooring and Ms. Blackmon reviewed the document sent out from the Stakeholders Meeting and discussed how these notes might be useful.

Institute of Medicine Report and Recommendations:

Priority Recommendations: 4.1 (proposed funding), 4.4 (increased tobacco tax), 4.6 (smoking prohibition in all public buildings), 4.7 (increase excise tax on beer), 4.10 ($1.5 million to expand SBIRT), 4.13 (insurance coverage for treatment of addiction diseases), 4.14 (recovery-oriented system of care), 4.16 (funding for staffing in state agencies to support recommendations). The recommendations can be found on pages 13-19 of the report and appendix.

Key Talking Points: Talking points were discussed for different audiences such as communities and legislature.

Mission and Vision Statements for Committee: Groupdiscussed readiness to develop mission and vision statements. The DRAFT Vision is:

“Mobilizing communities throughout NC to build safe healthy communities by preventing substance abuse”
