NCPHA Social Work Section

Present: Ellen Kesler, Dolly Clayton, Yolanda Massey, Tracy Hamilton, Kelly Spangler, Brandy Chrismon, Lois Hinton and Tonya Dennis.

The meeting was called to order by Dolly Clayton, Chair and she welcomed everyone and thanked them for participating on the call. She stated that others are welcome to join in on the call if they would like to.

Minutes from the February 10, 2016 meeting were shared prior to the meeting.

Treasurer’s Report: $1,398.66 in the Michael Clements Public Health Scholarship Fund, $2,242.54 in the Primary Fund and $6,182.74 in the PHSW Conference Account (Checking and Money Market). Total on hand- $9,824.94.

Governing Council- No one was available to attend the last meeting. Sylvia participated in the meeting and the minutes from that meeting are included at the end of these minutes. (Our own Kim McNeal is the new Secretary/Treasurer for NCPHA.) Dolly is planning to attend the 4/29 meeting. May 5th is NCPHA’s spring conference but it is the same day as the state-wide OBCM meeting in Winston-Salem. Note: NCPHA has GO TO MEETING that can be used for section committee meetings.

Program Planning for Fall Conference- Brandy Chrismon reported the results of the survey that was done to determine a topic for the SW section’s session at the conference. Brandy indicated that 7 persons responded to the survey with topics including integration of care, new trends in public health social work and skill building. The topic of mindfulness was chosen for our Thursday, SW session. Ellen shared the name of Angela Cowell with the Forsythe County Schools as a potential speaker. Her phone is 336-727-2816 and her e-mail is . Brandy will follow up with her to see if she is available and her charges. Kelly will also check with NASW to see if they have any speakers they know about who speak on this topic. The Thursday morning session will go from 9:00 AM- 10:00 AM (?), 10:00-10:30-Break, and then again from 10:30-11:30, (11:30 – 12:00 Set up room and silent auction) 12:00-1:30 Lunch/Awards. The NCPHA conference theme is: “Bridging Generation for New Direction in Public Health.” (It was previously discussed that on Thursday afternoon the SW Section members would attend the legal session the nurses are sponsoring with Chris Hoke but Chris can’t be there so Jill Moore will be presenting and the focus will be on nursing regulations. The group did not feel like this would be a good fit for our members.) Kelly will check into a potential film screening of social work produced films for Thursday afternoon with a panel or other type of discussion instead. This will give attendees additional contact hours. Brandy will check with NCPHA to see if contact hours, (a certificate) can be produced for the entire conference. At a minimum we will have a certificate for our SW sessions to distribute. Dolly volunteered to put the certificate together. On Wednesday afternoon there is a session on safety sponsored by the Environmental Health Section which we all agreed would be good for social workers to attend.

Membership Committee – Kelly just got the new membership list and there are 66 members on the roster. On the roster are 32 prospective members (people who have had their membership lapse or attended the conference but never joined the section). Out of the 34 paid members in the section are 5 students, 2 complimentary members and 2 lifetime members. Kelly indicated that she would compare the latest roster with the SW e-list and update it. If folks want to send something out to the full section list they can e-mail it to Kelly and she will send it out. Kelly also indicated it would be good to target an e-mail to the 32 prospect members to encourage them to join or rejoin the section. Kelly has not had any new members contact her saying they recently joined and are to get a free social work kit as promoted in the March SW e-packet that went out in celebration of social work month. Kelly will send out an e-mail to the PHSW listserve reminding people about the t-shirt contest and complimentary memberships to NCPHA through their health department’s organizational memberships.

Social Work Development- Kelly sold one social work kit at the Asheville NASW conference. Yolanda and Brandy agreed to purchase 15 kits between the two of them. Thank You!!! That leaves 22 kits remaining that are being sold for $2 each. We may try to sell the remaining kits at the fall PHSW conference. All of the care management t-shirts have been distributed but two shirts which will be used as door prizes if needed. We have had two submissions for the SW t-shirt contest so far. Kelly needs to pull the development committee together to discuss how to move forward with creating, ordering and purchasing a new round of t-shirts. The goal would be to distribute most of them at the fall conference.

By Laws- No report.

Awards- Lois reported that the Award process will be the same. Members will be invited to assist.

Scholarship- Sylvia submitted information prior to the meeting that she is working with ECU to identify a scholarship applicant for the SW Student Scholarship to attend the conference.

Audit- Not due until September.

Legislative- Kelly will follow up with Kim Dittman regarding these meetings to find out what is going on. She has not been notified of any recent meetings.

Announcements – The 2016 PHSW Conference is scheduled for October 12th in Greensboro. A save the date will be sent out in the next few weeks.

• Suzanne Lea called meeting to order. Welcomed and started introductions. Explained having meeting at American Cancer Society (ACS) as a non-traditional partner.

OLD BUSINESS:

Approval of Minutes: Minutes from last meeting on 11/12/15 were emailed by Kim Dittmann prior to today’s meeting.

Financial Report: Kim McNeal reporting.

Lynette Tolson presented 10 year look back of financials. Lynette reviewed excess revenue over expenses with explanations given of negatives years. Lynette reviewed Fall Educational Conference net income and membership revenue (2006- $24816 to 2015- $65790 for membership revenue and number of members 2008- 470 to today -1277). Suzanne Lea discussed organizational memberships being an asset for revenue and number of members.

Executive Director Report: Lynette Tolson Reporting.

Thanks to Leah Mayo for working APHA stakeholder group related to active modes of transportation. Group is working to make this benchmark report more user-friendly and interactive. Goal is to be on an interactive website as a source for data.

Lynette Tolson is going to SACCHO (State Association of City and County Health Officers) meeting next week in Washington DC.

Banking: Discussed at last Executive Council meeting moving accounts from Well-Fargo to Paragon Bank. This has occurred. They have non-profit banking program with high interest rates and more personal services. Lynnette stated sections should not see any changes except in the name of the bank.

APHA has two letters they have asked NCPHA to sign on. (1) Centers for Disease Control and Prevention Coalition. Suzanne Lea made motion to support. Eric Nickens second. No discussion. Vote was taken and approved unanimously. (2) HRSA just received during meeting. Asking $7.48 billion from Congress funding 2017. Suzanne Lea motioned to support. Julia Land second. No discussion. Vote was taken and passed unanimously.

1277 members as of 2/19/16.

Memberclicks platform change. Website will look the same for users. One change will be when time for membership renewals, members will receive a reminder when registering for FEC so they can receive member versus non-member conference rate. Also will be able to register multiple people at once for conference.

Working with Penny Slade-Sawyer to develop page on website for internships. Currently 14 posted from January 2016. Pilot with UNCW and ECU students. Only 1 was filled. Now looking to open up to other schools. Discussed if this is being advertised. Julia Land stated no at ECU. Kim Dittmann stated representative from UNCW (Randy) stated many were far distances from college. Julia stated she could also send out through graduate student association list-serv. Mostly graduate student opportunities from variety of disciplines. Suzanne Lea discussed opening to other schools and that most are for public health programs. 481 hits on internship page versus 681 on launch page.

GoToMeeting: On 2nd year of subscription. Open to sections for meetings for free. This platform can accommodate high number of participants. Kim Dittmann is contact to schedule use.

Executive Committee Reports:

President: Suzanne Lea reporting.

Introduced Anna Jones, coordinator of state activities American Cancer Society (ACS). Anna discussed ACS initiative for colorectal cancer and presented on national colorectal cancer roundtable. ACS has started state-level colorectal roundtable and Suzanne is representing NCPHA on this roundtable. Anna discussed 80 by 2018. ACS wants 80% of people who are eligible to be screened to have screening by 2018. Over 500 organizations in United States have signed on to this initiate. Anna reviewed tool kit provided by ACS. Also will provide to Suzanne updated information and webinar opportunities. Suzanne Lea motioned for Governing Council to support American Cancer Society’s 80 by 18 initiative by signing pledge and adding NCPHA logo to statewide and national information. Len Gilstrap second. Discussion held. Vote was taken and unanimously passed. Geri Mattson suggested this information be placed in NCPHA newsletter. Suzanne Lea will write article. Kim Dittmann and Lynette Tolson will complete paperwork for NCPHA.

Strategic Planning Meeting (1/10-1/12/16 Blowing Rock, NC). Suzanne Lea provided background information on this meeting and how this meeting was structured. Provided a draft meeting notes on what was discussed. (Attached). Goals (1) Infant Mortality (IM)/Healthy Babies, (2) Engagement of Young Professionals and increasing/retaining them as members and leaders NCPHA, (3) Organization of FEC to bring in non-traditional partners, (4) Preserving history of NCPHA and enhancing communication across section, (5) Advocacy focus across membership versus just in advocacy committee. Suzanne Lea motioned from Executive Committee to Governing Council to approve draft NCPHA strategic plan 2016-2020. Plan also includes work groups and timelines for kick off at FEC 2016 New Bern. Discussion held. Priscilla Guild suggested that this is a good initiative to have NCPHA work together versus in silos and discussed education piece. Lynette Tolson reviewed NPCHA goal and discussed flower graph with IM being center and petals being sections. Sections will come in how they can impact IM. Also want to bring in outside partners and want to have summit with NCPHA and non-traditional partners. Once approved can start planning. Geri Mattson provided comments and importance of addressing IM and planning from state level on healthy women/healthy babies. Feels NCPHA plan fits in with state plan. Vote was taken and motion passed unanimously. Suzanne Lea will send out email to workgroup interest.

President-Elect/Professional Development: Kim Dittmann reporting.

Theme for FEC in New Bern will be “Bridging Generations for New Directions in Public Health”. Looking at combining sessions. Discussed having kiosk for answering questions related to theme and Instagram photo booth. Working on sessions. UNC will sponsor Friday breakfast.

Vice President/Public Awareness: Lynette Tolson reporting.

Spring Conference will be 5/5/16 9:30a-3:00p at Double Tree Brownstone Raleigh. Keynote speaker Julia Caplin California Public Health Institute. Secretary Brajer will speak at lunch and state Health Director Randall Williams will also speak. Will have presentations and panel discussion. Will also have ignite sessions with non-traditional partners. Cost will be $30 with lunch included. Lunch presentation on county health rankings. New health director training will be at the same location on 5/4/16. Hope to have some of them stay. To open with paper registrations and then change to online when new Memberclicks platform is running. Have 2 exhibitors confirmed and have room for 10.

Immediate Past President/Organizational Structure: Suzanne Lea reporting

Executive Committee has tasked this group to modify by-laws to include all committee chairs in Executive Committee. Also tasked to develop a policy for funds distribution when a section folds. Last task is by-laws revision for Wellness/PIO merger.

Membership and Outreach: Leah Mayo reporting.

Survey this week to gain information from Young Professional. Have until end of next week to respond. One question addresses recruitment of new members. So far 11 have responded to help on a committee on recruitment. Also interest in Facebook and planning more events. May be able to have respondees help on these interest areas. Leah report that at retreat it was discussed having Young Professionals as a section or caucus but not trying to take away from sections. Would have a conversation for other sections on how this would look like and be structured. Once all surveys back will compile data.

Lynette Tolson suggested Young Professionals networking event around spring conference.

Suzanne Lea brought up retreat discussion of new member orientation at FEC. Leah Mayo agreed that this would be beneficial.

Public Advocacy: Lynette Tolson reporting

3/15/16- 1st advocacy committee meeting (3rd Tuesday at 2). Reminded sections to have a representative present at this meeting.

Michael Case discussed legislation to support needle exchange program in NC but these need to be run through local health departments or under local health department guidance and medical direction. Written information provided to council. Michael reviewed issues surrounding sharing of needles and needle sharing as a public health crisis. Harm Reduction Coalition has asked NCPHA support this legislation. 4 pilot programs in NC started last year. Local health directors’ group approved resolution on 2/18/16 and Executive Committee approved at the morning meeting to bring before Governing Council. Reviewed resolution regarding increase of heroin deaths in NC and that needle exchange participants are 5 times as more likely to enter treatment programs. Bill will be presented to Senate this session. Lynette Tolson stated support would include letters to editors and focusing on key legislators. Harm Reduction Coalition will lead effort. . NCPHA would support. Bill also has law enforcement support. Suzanne Lea made motion for NCPHA to support the Harm Reduction Coalition resolution in support of legalizing syringe exchange programs in NC. Vote was taken and motion carried unanimously.
