NC Educator Effectiveness System- Summative Evaluation

This guide outlines the steps that Evaluators must complete during the Summary Evaluation process in the NC Educator Effectiveness System (EES).

Training outcomes

  • Review of the North Carolina State Board of Education policy on the Evaluation Process
  • Use the Observation Scoring Summary document to complete the Summary Evaluation Form
  • Assigning an overall rating for each element and an overall rating for each standard
  • For any elements marked Not Demonstrated provide Comments, Actions, and Resources for improvement
  • Review the Summary Evaluation Form with the teacher during the Summary Evaluation Conference
  • Teacher Signature for the Summary Evaluation Conference
  • Teachers may add a Written Response and upload Artifacts
  • Demonstrate the steps to complete the Summary Evaluation Form in the Demo site

Understanding the Process

Each LEA has local policies that dictate the timeline for completing the evaluation cycle. A summary evaluation rating form is required to be entered in the online tool for all teachers. The school administrator will reference the observation data entered in the online tool to assign a rating for each element in the rubric. An overall rating is assigned by the evaluator for all 5 standards in the rubric.

The steps in the evaluation process require completion of various forms. All forms include some similar steps.

EXPLANATION OF STEPS TO COMPLETE FORMS*

The following containers display the number of required activities for each evaluation step:

Summary Evaluation

Click anywhere in the Summary Evaluation container to see all of its activities:

Activity 1: Summary Evaluation Form (Standards I-V)

The ‘Edit’ button on Step 1 will become functional once the required observation processes are fully completed (which vary by evaluation plan type).

  1. In the Summary Evaluation container, clickEditnext to Summary Evaluation Form – Standards I-V.
  2. The Summary Evaluationforthe selected teacher is now displayed.

  1. Select Ratings for each Standard/Elements.
  2. For each Standard, you can add Comments, Recommended Actions for Improvement, and Resources Needed to Complete These Actions by selecting the Edit button under each of these columns. (see arrows above)

Not Demonstrated / Not Looked For

If there is an element that was Not Demonstrated during the previous observations during the school year then it is at the discretion of the principal whether to mark an element “Not Demonstrated” on the Summary Evaluation form and provide a comment(required). Possibly there was an element that was “Not Looked For” during one of the previous three or more observations. That’s not an option in the Summary Evaluation Form.

Another question that has come up is – Can I Finalize and Mark Complete the summary rating form if I forgot to mark an element? The answer is no. So you would need to go back, find the element that did not receive a rating, provide a rating, save, save & Exit, then you would be able to see and click on Finalize. After clicking Finalize the Mark Complete button would appear for you to click.

  1. Click the Save & Exit button.
  2. Click the gray arrow under Menu to access the menu options.
  3. Select Share to share your summary evaluation.
  4. Select Continue to edit the form.
  5. Select Finalize if you no longer need to edit the form.

  1. Review the summary page, and if satisfied, click the Mark Complete button.

  1. The Summary Evaluation Form – Standards I – V status is now set to Complete with the correct date/time stamp.

Activity 2: Summary Evaluation Conference

  1. Enter the Date of Conference by selecting the Calendar icon.
  2. Add comments in the text box.
  3. ClickSave.
  4. Click Acknowledge.
  5. Click Mark Complete.
  6. The Summary Evaluation Conference status is now set to Complete with the correct date/time stamp.

Activity 3: Summary Evaluation Conference – Teacher Signature

  1. Teacher will complete this step.
  2. Information is available for viewing by the Evaluator.

Activity 4: Written Response

  1. This step is optional for the Teacher to complete.
  2. The comments and/or attachments entered here can be viewed by the Evaluator.

Activity 5: Written Response Acknowledgment

  1. If the teacher completes a Written Response, you will be notified by an email that you need to complete the Written Response Acknowledgement.( If the teacher did not write a written response, you can simply click Edit and then Mark Complete.)
  2. Click the Written Response Acknowledgement activity.
  3. Review the text that the teacher entered.
  4. Click the Edit button.
  5. Check the check-box indicating you have received the written response.
  6. Click the Save button.
  7. Click Mark Complete.
  8. The Written Response Acknowledgment status is now set to Complete with the correct date/time stamp.

Activity 6: Standard VI

This step is not editable. This data will be View only and pulled in from EVAAS.

Activity 7: Educator Effectiveness Overview

This step will be available in once the Professional Learning Management System has been implemented.

Record of Teacher Evaluation Activities

Activity 1: Record of Teacher Evaluation Activities

  1. Click to open the Record of Teacher Evaluation Activities activity.
  2. Add comments in the text box.
  1. Click the Save button.
  2. Click Print Template button if you wish to print a record of teacher evaluation activities.
  3. Click theBack button.

Activity 2: Observation Scoring Summary

  1. Right click to open link in new window to see the Observation Scoring Summary.
  1. This displays all Observations completed so far in the year for the teacher. Use the “By”columnfunction, located near the top left, to select the Observations you would like to see ‘tallied’ in the summary form on the right.
  1. You may also choose to see individual observations. Use the down arrow then click “Feedback” to see the desired observation.
