MATRIX OF NECC ACTIVITIES FOR CY 2017

Legal Basis

  • Section 16, Article II of the 1987 Constitution provides that the State shall protect and advance the right of the Filipino people to a balanced and healthful ecology in accord with the rhythm and harmony of nature;
  • Local Government Code of 1991 provides that LGUs have the duty and authority to protect and co-manage the environment and enhance the right of the people to a balanced ecology;
  • Republic Act No. 3571 prohibit the cutting, destroying or injuring of planted or growing trees, flowering plants and shrubs or plants of scenic value along public roads, in plazas, parks, school premises or in any other public ground

NECC Task and Functions

1)Make an inventory of trees or plants of scenic value along public roads, plazas, parks, school premises or in any public grounds in the municipality;

2)Make sure that no cutting, destroying, or injuring of planted or growing trees, flowering plants and shrubs or plants of scenic value will be allowed. (It would take years for a tree to attain its glory yet only less than an hour to cut it.)

3)Make the necessary recommendations for the cutting or pruning of a tree along public roads, plaza, school premises or in any other public ground when a need arise and supervise such activity;

4)Be on the lookout for people who violate laws related to camping, boating, fishing and other outdoor recreation whose activities are contrary to environmental conservation;

5)Enforce rules related to things such as noise, waste disposal, grassfires or the simple act of open burning to create smoke for trees;

6)Initiate/spearhead planting of trees (mangrove for coastal areas and fig/banyan trees in riverbanks, cliffs and in parks).“Go for a reforested municipality”.

7)Do an active part in IEC on nature conservation and the current issue on climate change. Young and old alike don’t care on issues related to the environment due to ignorance;

8)Be an advocate of the “NO to PLASTIC” campaign in our daily trips to the market by using bayongs, cloth bags, native woven baskets and other recyclable and biodegradable materials.“Do our talk.”;

9)Plan ways to fastrack the implementation on the eradication or regulation on the unnecessary packaging of plastic bags in the marketplace;

10)Devise some ways of educating the people on the effect of buying cooked food inside plastic containers in restaurants/carenderias;

11)Do active IECs to defend our oceans by challenging water pollution and wasteful and destructive fishing;

12)Campaign for sustainable agriculture and emissions reductions and increases in the use of energy-efficient technologies.

13)Conservation of local flora, fauna and natural habitats through offering conservation advice on development proposals, planning strategies and environmental impact assessment, law enforcement, research and implementing biodiversity conservation plans;

14)Conduct regular ecological surveys to take inventory and update the status of biodiversity assets to establish an ecological database of the municipality.

15)Propose and draft ordinances for the promotion of nature conservation for our lawmakers to adopt.

AN ORDER RECONSTITUTING THE NATURE AND ENVIRONMENT CONSERVATION COUNCIL/COMMITTEE (NECC) IN THE MUNICIPALITY OF JAGNA, BOHOL TO ACT AS GUARDIANS OF THE ENVIRONMENT/MOTHER NATURE

WHEREAS,Section 16, Article II of the 1987 Constitution provides that the State shall protect and advance the right of the Filipino people to a balanced and healthful ecology in accord with the rhythm and harmony of nature;

WHEREAS,the Local Government Code of 1991 provides that LGUs have the duty and authority to protect and co-manage the environment and enhance the right of the people to a balanced ecology;

WHEREAS,the environment is affected by the use, development, management, renewal and conservation of the country’s natural resources thus the need to protect and enhance the quality of the country’s environment;

WHEREAS, Republic Act No. 3571 prohibit the cutting, destroying or injuring of planted or growing trees, flowering plants and shrubs or plants of scenic value along public roads, in plazas, parks, school premises or in any other public ground;

WHEREAS, in order to promote and conserve the beauty of objects of scenic and ornamental value along public places and help preserve cool, fresh and healthful climate, it is the policy of the Government to cherish, protect and conserve planted or growing trees, flowering plants and shrubs or plants of ornamental value along public roads, in plazas, parks, school premises or in any public ground;

WHEREAS, to attain this objective, environmental concerns and natural resources concerns should be given equal attention by the LGU;

WHEREAS, for the purpose of carrying out effectively the provisions of R.A. No. 3571, a committee in each and every municipality in the Philippines shall be created for the promulgation of rules and regulations as may be necessary in carrying out the provisions of this Act;

NOW, THEREFORE, I HON. FORTUNATO R. ABRENILLA, Municipal Mayor of Jagna, Bohol by virtue of the authority vested in me by law do hereby order: THE RECONSTITUTION OF THE NATURE AND ENVIRONMENT CONSERVATION COUNCIL/COMMITTEE (NECC) IN THE MUNICIPALITY OF JAGNA, BOHOL TO ACT AS GUARDIANS OF THE ENVIRONMENT/MOTHER NATURE and DEFINING THEIR FUNCTIONS THEREOF.

Functions.
