2. Project Title: Wetland Expansion Science & Technology Against Runoff (WESTAR)
3. Project Purpose – Problem: Rose Creek’s impairment from both identified and nonpoint
sources of pollution poses a threat to Mission Bay, San Diego’s premier regional city park and
tourist destination. Adverse environmental impact of waterborne contaminates and runoff
pollutants on the watershed’s natural resources and water quality is compounded by the loss of
wetland habitat and fragmented fish and wildlife corridor from flood control engineering:
channel construction, including concrete and riprap hardscape. In support of state mandate to
protect coastal waterbodies and their wetland habitat (Section 303(d) of the Clean Water Act),
WESTAR intends to demonstrate specific methods of increasing wetland ecosystem function and
improve water quality in the lower reach of Rose Creek.
4. Project Goals: WESTAR proposes Management Measures that will enhance Rose Creek’s
hydrology, protect wetland and riparian areas and expand wetland function in the hardscaped
channel. These Measures coincide with goals of both San Diego County and City Stormwater
Pollution Prevention Program, which are described in the ‘Rose Creek Canyon Enhancement
Plan,’ published by The Nature School, Inc.
a.  Short-term Goals: Reduce adverse effects of pollution on water resources; replace weeds
with native wetland species; remove trash and homeless encampments; demonstrate
technology for stabilizing stream banks; protect emergent freshwater marsh; conduct
public watershed and wetland ecology education activities; assess and evaluate Project Site
improvements.
b.  Long-term Goals: Inspiring community stewardship to improve blighted conditions and
reduce pollution in Rose Creek, including runoff contaminants entering Mission Bay; raising awareness of wetland function and the
community awareness of the value in protecting Rose Creek’s saltmarsh, wetland and
riparian habitat; instill the benefit of using the Project Site for children’s field science.

117 deg. By 14 min. West. Mission Bay-Rose Creek Watersheds, Penasquitos Hydrologic Unit,
San Diego. Project Site: Rose Canyon Creek, north of Grand Ave. Bridge, north to
Interstate 5 Overpass.
