National Medical Performers List Applications for GP Trainees

All GPs and GP trainees must be included on theNational MedicalPerformers List (MPL)to be able to work and train in Primary Medical Care.

GP Trainees must apply to join the Medical Performers List before they start their first placement in a practice. This is a professional requirement and trainees who have not submitted their application will not be permitted to start work in the practice and are at risk of notbeing paid during this time. A note regarding professionalism will be added to the Educators’ Notes on the e-portfolio to be available for the ARCP panel.

Once approved onto the Medical PerformersList as working “under training supervision”, GP trainees will continue to remain on the list for the duration of their three year programme.

Application process

STEP 1: Six weeks before start date of the first placement in a GP surgery
Complete the application form for the MPL. The application form is available on the National Performers website. It must be completed electronically – handwritten forms will not be accepted.

Exceptions: If you are at Ringwood or Cornerways Medical Centre, please send your application to Thames Valley PCA.
If you do not submit your application form, you will not be able to start work in your training practice.
STEP 2: ID and Document Checking
After you have submitted your application form, you must book an appointment with Thames Valley or SBS for Identity and Document Checking. You must attend the appropriate Thames Valley or SBS office in person with your original documents.
If a document provided is not in English, you will need to provide a translation that has been issued in the UK and signed by an official translator.

If your name has changed or is different on any of your supporting documentation please provide original supporting documents such as a marriage certificate; change of name by deed poll, divorce documentation etc.

You will be asked to provide two clinical references.
You must confirm with your referees that they are willing to provide a reference at that time and within2 weeks of the request and explain that this is required for your application for the Performers List and is a requirement for your General Practice training.
Your referee will be contacted by Thames Valley or SBS.
Disclosure and Barring Service (DBS)
You must provide a DBS certificate and have registered for the online update service.
When you have an enhanced DBS carried out for your hospital post, we strongly recommend that you register for the online update service at the same time.
You must register for the online update service within 19 days of DBS certificate being issued or you can register at the time of making the DBS applications (you will need the number of your application form.) There is an annual fee of £13 and you can opt for this to be automatically renewed each year.

If you have worked abroad in the last 5 years you will also need to obtain a Home Police Check. This can be requested through the Embassy of the country where you worked.
If you do not have a DBS certificate and registration for the online updates when you apply for the NPL, then you will need to have another DBS check.
This is the most common cause for delay with applications for the MPL and you should start the DBS application process at the earliest opportunity. Trainees in Dorset and Wiltshire can arrange for a DBS check through the SBS. Trainees in Hampshire or Isle of Wight can arrange for it to be done through their practice.

Occupational Health Check
Applicants must provide an occupational health screening ‘fit to practise’ declaration from a Safe Effective Quality Occupational Health Service (SEQOHS) accredited occupational health provider (or one that is seeking accreditation).
A fee will be payable and applicants should contact them in good time to arrange an appointment as the service does get booked up.
If you cannot access a SEQOHS provider, NHSEngland will accept Occupational Health clearance from an NHS Occupational Health provider.

If EPP (Exposure Prone Procedures) clearance is required, there may be an additional fee payable to the Occupational Health Service.
Safeguarding
All GP trainees applying for the MPL must provide a certificate for Level 2 Safeguarding. In many cases this will be covered by your hospital induction and will be included on your induction certificate. If you do not have a certificate for Level 2 Safeguarding there are courses available on line or through the Wessex LMC and Wessex GP Educational Trust.

Safeguarding to Level 3 will be required for the final ARCP leading to the CCT and for full inclusion as an Independent Practitioner on to the MPL.
STEP 3: NHS England, South ( Wessex) approval
Once all of the supporting evidence has been received and checked, including the face to face document validation and ID check, Thames Valley or SBS will forward your application to NHS England, South ( Wessex). Your application will then recommended for inclusion by a Professional Advisor NHS England, South (Wessex) will informThames Valley or SBS of the outcome.
Thames Valley or SBS will formally write to you to confirm your application is approved.
When your application has been approved, your name will be added to the Medical Performers’ List as working or training under the Supervision of an approved GP Trainer. You can check your entry on their website:
There is a three month period of grace from the start date of your GP post for your application to be processed and approved. It is your responsibility to ensure that all of your documents are submitted promptly.
If your application has not been approved by the end of the period of grace, you will only be able to work under the same level of supervision as a medical student.
In some circumstances you may not be permitted to continue in training and are at risk of being placed out of programme without pay until the application for inclusion to, the MPL is completed.
“The trainee may see patients alone, but with a GP on the premises as back up all the time they are doing so. There should be opportunity for a discussion of patients either during or at the end of these surgeries.
The big practical thing for the practices is that the Doctor shouldNOT be signing prescriptions or medical certificates etc. Therefore a GP needs to be available after most consultations to check what has gone on and sign any script.
Some practices may consider sending the doctors out with other members of the healthcare team in the interim, but I realise they may well have surgeries booked for the trainee. The trainee must not make home visits.”
You must keep NHS England, South ( Wessex) informed of any changes in your circumstances, such as working Less than Full Time, change of name, address, contact details etc by completing the correct NPL form available from either TVPCA or SBS
STEP 4: After Completion of GP Training
Once you complete your GP training, your status on the MPL will require updating from that of a GP Registrar to qualified GP. A copy of your CCT Certificate should be sent to either TVPCA or SBS for this change to become effective. You will need to have obtained Level 3 Safeguarding before you complete your training.
