The Liberal Democrat Group at the Local Government Association is looking to appoint to the following roles:

National Lead Peer – One Post

Number of days by agreement on appointment - £300 a day

Two year appointment

The Liberal Democrat Group at the Local Government Association is looking to recruit a new National Peer to lead its improvement work from a political perspective, working closely with thepolitical Group Office, the Leadership of Liberal Democrat Group, and overseeing the Liberal Democrat Group’s Improvement support and mentoring offer to its Council Groups and Councillors.

Candidates for National Peer must be available for interview on BOTHthe 4th and 5th December 2017 in London at the LGA’s offices (18 Smith Square, London, SW1P 3HZ).

Regional Peer – one or two posts

£300 a day – 30 to 60 days a year to be agreed on appointment

Two year appointment

In addition to the above post the Liberal Democrat Group is looking to recruit up to two regional peers who will support the National Peer in the LGA Liberal Democrat Group’s improvement work across the country. These posts will involve taking responsibility for a (region or number of regions or geographical area or a range of subject/themes TBC). These posts will report to the National Lead Peer

Role Descriptions

There are two types of lead peer – national (is senior and has a national co-ordinating role) and regional (works with the national with agreed geographical responsibilities or subject or types of authorities).

National Lead Member Peer - One Post

The Liberal Democrat Group at the Local Government Association is looking to recruit a new National Peer to lead our improvement work from a political perspective, working closely with the respective political Group Office and overseeing the Liberal Democrat Group’s Improvement support and mentoring offer to its Council Groups and Councillors.

Number of days by agreement on appointment - £300 a day

Accountabilities

  • To work closely with the relevant LGA Group Leader, Group Office, Regional Peer(s) and Principal Advisers to ensure effective management, deployment and development of the peer pool and of individual member peers.
  • To gather intelligence and understand the political and other issues affecting the performance of individual councils.
  • To develop and maintain networks and channels of communication with council leaders, council group leaders, councillors and local government bodies.
  • To identify innovation and best practice that can be shared across the sector.
  • To ensure that the LGA’s improvement programme reflects political priorities.
  • To work with the relevant Group Improvement Board and Principal Advisers to ensure that intelligence and best practice from councils drives improvement across local government.
  • To attend the Improvement Board and other LGA meetings as required.
  • To work directly with those councils perceived to be most at risk in conjunction with the relevant Principal Adviser.
  • To contribute to the development of the LGA's improvement products and services and to help promote them to local authorities.

Regional Lead Member Peers–Up to two posts

30 to 60 days a year depending on number appointed - £300 per day

  • To gather intelligence and understand the political and other issues affecting the performance of individual councils.
  • To develop and maintain networks and channels of communication with council leaders, council group leaders, councillor and local government bodies.
  • To work with the relevant Group Improvement Board and Principal Advisers to ensure that intelligence and best practice from councils drives improvement across local government.
  • To work directly with those councils perceived to be most at risk, in conjunction with the Principal Adviser.
  • To identify innovation and best practice that can be shared across the sector.
  • To contribute to the development of the LGA's products and services and to help promote them to the sector.

General information for both roles:

Successful applicants to the National and Regional Lead Peer roles will be appointed to the positions by the Leader of the LGA Liberal Democrat Group (who also has the authority to amend or withdraw an appointment at any time during the term). The remuneration is a Special Responsibility Allowance and not a salary.

These positions are not an employment by either the Liberal Democrat Group or the Local Government Association and carry with them no employment or pension rights. Agreed travel expenses will be paid. These are claimed through the LGA, using the LGA supplied form.

Successful applicants will be required to sign and observe the contract for members of the LGA Liberal Democrat Group; to demonstrate they are members of the Association of Liberal Democrat Councillors and to maintain that membership throughout their period in office, along with active membership of the Liberal Democrat Party. They will also be expected to play an active role at both national party conferences and other gatherings of Liberal Democrats involved in local government.
