NOTICE INVITING TENDER FOR DISPOSAL OF UNSERVICEABLE ITEMS

Sealed tender on behalf of Director, NISCAIR are invited from the reputed scrap dealers for disposal of computers, printers, printing units, typewriters, cameras, electrical items.

Tender document (non-transferable) can be obtained from NISCAIR Book Shop, National Institute of Science Communication and Information Resources (NISCAIR), Dr K S Krishnan Marg (Near Pusa Gate), New Delhi 110012 on alll working days between 10.00 AM and 4.30 PM by remitting tender cost of Rs.100/- (one hundred only) (non-refundable) by way of Demand Draft/Banker cheque on any scheduled Bank in favour of the Director, NISCAIR payable at Delhi, along with request letter up to 10.12.2004.

Complete Tender Document can also be downloaded from our website www.niscair.res.in and demand draft towards the cost of the tender document may be submitted along with the tender at the time of submission of bid. Bid without tender Document cost will not be entertained.

Director, NISCAIR reserves the right to accept or reject any or all bids in part or full without assigning any reason thereof.

Sirs,

NISCAIR is a constituent unit of Council of Scientific & Industrial Research (CSIR). The R&D programmes being undertaken at NISCAIR are geared towards meeting the information needs of the different segment of the society. Apart from brining out a variety of scientific and technical publications and providing information services and training in science communication. NISCAIR undertake consultancy work in designing, editing and publication of journals, books, reports, etc.

We are interested for disposal of the following items as per detail given below:

PUSA CAMPUS

TERMS & CONDITIONS:

1. The tender should be submitted in sealed cover.

2. The materials offered for disposal is on AS IS WHERE IS BASIS” Ex-NISCAIR, Pusa Campus/S V Marg in unpacked condition. Taxes & duties that may be levied by the Government will be extra as applicable. The material will have to be collected/either from NISCAIR, Pusa Campus or NISCAIR, 14 Satsang Vihar Marg, New Delhi 110067 as per order.

3. The purchaser may inspect the materials on both locations on any working day between 10.00 AM to 1.00 PM up to the date mentioned on Page 1 by prior appointment to satisfy themselves about the quality and condition of the materials offered. No complaint in this regard whatsoever will be entertained after the tenders are submitted before or after the materials are lifted. No request for samples or inspection after submission of the tender will be accepted.

4. Tenderers should clearly quote their rates per Lot-wise in Annexure –A as asked for both in figures and in words exclusive of any taxes and duties. Any overwriting in rates or any change and/or alteration without attestation is liable to culminate in the outright rejection of the tender. In case there is any error between the amount specified in figures and words, the higher of the two will be taken for consideration.

5. Tenders should be valid for a period of 30 (thirty) days from the date of opening of the tenders.

6. Earnest money deposit equal to minimum 10% of the amount quoted is to accompany the bids in the shape of Bankers Cheque/Demand Draft/Cash receipt showing deposit of cash with the NISCAIR. Tenders not accompanied by EMD will be rejected. No interest will accrue on the EMD so deposited.

7. EMD of successful bidders will be kept with us and will be returned after satisfactory completion of work if already on order. In case of non-lifting of material within 10 days from the date of issue of Award Letter and deviation of terms and conditions, the recovery shall be made out of the EMD amount. In case the stores is not lifted within the time specified, ground rent equivalent to Rs. 200/- to Rs. 500/- per lot per day will be charged from the purchaser for a further period of 7 days. The materials not so removed will be treated as abandoned lots and the EMD and other sums paid for the lot will be forfeited without any reference to the purchaser. For such abandoned lots, the NISCAIR Institute reserves the right to re-sell. EMD of unsuccessful parties will be refunded within 45 days of opening of quotations.

8. The materials will be allowed to be lifted between 10.00 AM and 4.00 PM on any working days from any of the above office address as per our award letter. No picking, choosing of sorting will be allowed in the premises for the disposal lots.

9. Mis-description or error in quantity will not invalidate a sale. A proportionate refund will be made to the purchaser when the weight or number delivered is less than that have been specified in the tender.

10. The labour, transport and other arrangements will have to be made by the purchasers at their risk, cost and responsibility.

11. The person authorized by the purchaser will be allowed to take delivery.

12. The Director, NISCAIR reserves the right of withdrawing from the sale of any material or lots at any stage without assigning any reasons thereof.

13. The address given in the tender shall be deemed to be the Purchaser’s address and correspondence sent on the address shall be considered to have been delivered to the purchaser. No claim will be entertained for the reason of forfeiture of the sum deposited in case the correspondence is returned back undelivered.

14. Any loss or damage if occurred to the Institute property during the course of removing the items, will be made good at the cost of concerned purchaser.

15. The tenders duly completed as per the instruction given herein will be received up to the date mentioned on Ist page of Tender Document at NISCAIR Book Shop, National Institute of Science Communication and Information Resources, Dr K S Krishnan Marg (Near Pusa Gate), New Delhi 110012.

16. Tenders so received will be opened in the presence of the bidders, if any on the date and time mentioned on Ist page of this Tender Document.

17. Sealed quotations super scribed with “Disposal of Unserviceable items” mentioning our enquiry number and date, due date on the outer cover of the envelop addressed to the Director, NISCAIR, may be submitted at NISCAIR BOOK SHOP, GROUND FLOOR, DR K S KRISHNAN MARG, NEW DELHI 110012 (Near Pusa Gate).

18. Please contact Shri K C Malhotra, Assistant at NISCAIR, 14 Satsang Vihar Marg, NISCAIR, New Delhi 110067 and Shri Surender Mohan at NISCAIR, Dr K S Krishnan Marg, NISCAIR, New Delhi 110012 or any staff of Stores at both locations for inspection/lifting of material etc.
