NATIONAL FEDERATION FOR COMPANIES PROVIDING
PERMANENT JOBS ADAPTED TO THE INDIVIDUAL
ASVL is a nationwide employers federation representing the interests of companies primarily offering permanent employment to occupationally disabled persons.
These companies mainly comprise production-oriented workshops, employment cooperatives in the public sector and other publicly funded employment programs.
The federation have more than 230 member companies.
The vision of ASVL
The Federation’s members form the core of a many-sided, integrated provision of employment for the occupationally disabled. The Federation’s mission is to be the leading interest and employer federation for the companies offering training and employment to the occupationally disabled.
ASVLs mission
- To give member companies general advice, especially on contracting and employment conditions; to assist the members in negotiating and handling collective pay agreements etc., and to assist them during any dispute with employees and theirunions.
- To contribute to meet the members needs for training and competence-building.
- To championthe members common interests vis-á-vis the authorities and other partners in the society at large.
- To promote the members´ activities directed to the benefit of the occupationally disabled.
Organisation
ASVL has a Board of directors of seven members elected by thebiannual National Meeting.The Board has the overall responsibility for running the national federation. All regions arerepresented on the Board. The Board defines the mandate and appoints the members of the subcommittees. All committees report to the board.
The current Board of ASVL consist of the following persons:

The Board appoint a managing director who leads the secretary.
The current managing director is Dag Sandvik.
The National Federation currently has five regional associations. Each company belongs to a regional association. The regional association perform an advisory function and are the Board’s consultative bodies, as well as a networking tool for the members in their respective regions. They look after their member’ common interests, and arranges training courses for the employees. Each region appoints one member each to the election committee ahead of the Biannual National Meeting.
The members
The members are independent service providers, normally organized as joint-stock enterprises with the local municipality as majority share holder. As an average the companies have 50% of their income as paymentfrom the government/municipalities and 50% from sales of commodities and services on the open marked.
The size of the companies varies from 6 to more than 100 workers and do normally have a staff of managers and instructors on 20 – 25% of the total member employed. The workers are employed according to labour laws, but do maintain the right to receive disability benefits.
The member companies in ASVL do employ a total of approx. 10.000 workers.
