TERMS OF REFERENCE

National Communication and Partnership Consultant to support UNICEF Football Cup

Duration: 4 months (February – May 2017 with possibility of extension)

1.Background of the Contract

In the framework of its Sport for Development programme, UNICEF Ukraine is launching UNICEF Football Cup for schoolchildren aged 10-12 y.o. from 301 schools across Donetsk, Luhansk, Kharkiv, Dnipropetrovsk, and Zaporizhia regions in the east of the country to take part throughout March-May 2017. The Football Cup, organised together with the Committee for Physical Education and Sports of the Ministry of Education and Science, is part of the project “Towards greater social cohesion and integration of IDPs in eastern Ukraine” that is financially supported by German Federal Government through KfW Development Bank. The aim of the Cup is to foster teamwork, solidarity and mutual respect among children, including internally displaced children.

UNICEF Ukraine is inviting an individual consultant with a profound experience in communication, partnership and donor relations to support UNICEF Football Cup in external communication, partnership building, external and donor relations, engagement of opinion-makers and celebrities to support UNICEF Football Cup, public campaigns in support of effective project delivery, and organization of press and public events within the project.

2.Objective and Assignments

Objective

The objective of the contract is to support UNICEF Football Cup in effective project communication, developing partnerships with corporate and unconventional partners; facilitating donor participation and production of communication assets; and conducting public events as per the approved communication plan.

Key Assignments

  • Develop communication strategy for the UNICEF Football Cup with clear KPIs, and facilitate the implementation of it;
  • Develop and support the implementation of partnership and engagement work plan for establishing partnership with corporate and non-governmental sector, supporting resource mobilization, and maintaining relations with partners as assigned;
  • Support preparation of the relevant media materials and branded items
  • Facilitate distribution of the Information Education Communication materials for promoting mutual respect among children in schools in five target oblasts;
  • Engagement of opinion-makers and celebrities in order to generate interest to the project and highlight its benefits for the children of Ukraine;
  • Ensure effective and systematic communication with corporate sector partners aimed at successful project implementation;
  • Organise and facilitate public and press events, engagement of donors, partners, opinion-makers and celebrities, and prepare communication, promotional materials for media and public events;
  • Ensure timely production of partnership products, communication and visibility materials for reporting and resource mobilization purposes to showcase benefits of Sport for Development for children, namely human interest stories, photo essays, presentations, etc;
  • Prepare reports on the communication and partnership results to the Cup’s partners as well as internal UNICEF audience.

Main result:

The incumbent will significantly contribute to successful implementation of the project by strengthening communication and developing partnership relations between UNICEF and private sector companies in the interests of children as well as effectively raising public awareness on children’s agenda among general public through Sport for Development and media interventions.

3.Deliverables based on the work plan

By 28February:

-Communication strategy of the project is finalised;

-Partnership and engagement work plan is finalised;

-Potential celebrities and media for involvement in UNICEF Football Cup are identified and contacted;

-Potential private companies for partnership are identified and contacted;

By 15 April:

-Media materials developed and layouts for branded items are finalised;

-Celebrities and media for involvement in UNICEF Football Cup is secured;

-Partnership with private companies for UNICEF Football cup is secured;

-One press conference on the launch of the Cup is organised;

By 26 May:

-Press briefing on the Final of UNICEF Football Cup is organised;

-Media and outreach established KPIs are achieved as per the strategy;

-At least two corporate partners signed in, and two other unconventional partners supported the Cup and are considering further collaboration;

-At least two human interest stories with the participants of the Football Cup are prepared;

-At least two photo essays about the Cup are prepared;

-A report on the communication and partnership results is prepared;

4.Details of how the work should be delivered

Consultant hasto submit to UNICEF all relevant documents such as concept papers, media materials, and reports in English and/or Ukrainian language in electronic version.

5.Performance indicators for evaluation of results

Evaluation of performance will be based on the following indicators:

●Technical and professional competence (will be measured by quality of work, as well as feedback from UNICEF’s partner organisations);

●Quality of work (timely submission of the relevant documents to UNICEF);

●Quantity of work (completing the assignments as indicated in parts 2, 3, and 4 above);

●In addition such indicators as work relations, responsibility and communication will be taken into account during the evaluation of the consultant’s work;

●KPIs reached as per established strategy and plan.

Such indicators as work relations, responsibility and communication will be also considered during evaluation of the incumbent work.

6.Qualifications/specialised knowledge/experience required to complete the task

The candidate selected for this position should meet the following requirements:

●Advanced education/degree in marketing, communication or related fields, or equivalent professional experience in such areas.

●Three years of progressively responsible work experience in communication, marketing, public relations and/or management activities related to communication and partnerships building;

●Profound knowledge of corporate sector in Ukraine;

●Good knowledge of Ukrainian media market including social media trends and instruments.

●Proven track record of successful partnership projects, including emergency-related ones;

●Outstanding communication and negotiating skills.

●Excellent writing skills in English and Ukrainian.

●Proven track record of similar type of expertise (outstanding organisational skills, strong analytical skills, the ability to synthesize information and conceptualize, as well as liaison with different stakeholders).

●Previous successful experience with UNICEF or other UN agency would be an asset.

7.Definition of supervision arrangements

The Communication and Partnership Consultant will be supervised by UNICEF Ukraine Communication Specialist, coordinate with C4D team, and will work closely with the UNICEF Football Cup project team.

8.Description of official travel involved

The Communication and Partnership Consultant will undertake travel to the regions of Ukraine on as needed basis. No travel shall be undertaken prior to completing the UN Basic and Advanced Security in the Field Courses, and in case of a travel to the Eastern conflict area of Ukraine (government-controlled areas) Mine and Explosive Remnants of War Awareness Training.

9.UNICEF recourse in the case of unsatisfactory performance:

In the event of unsatisfactory performance, UNICEF reserves the right to terminate the Agreement. In case of partially satisfactory performance, such as serious delays causing the negative impact on meeting the programme objectives, low quality or insufficient depth and/or scope of the assignment completion, UNICEF is entitled to decrease the payment by the range from 30% to 50% of the contract value as decided jointly by the Contract Supervisor and Operations Manager.

10.Support provided by UNICEF

Day-to-day support for the assignment will be provided by the UNICEF communication and programme teams and will include relevant information sharing, briefing and de-briefing sessions, and accompanying some of the consultant’s meetings with partners, when necessary.
