Lunch and Learn: The Chair thanked Mr Keith Comiskey(Cancer Policy Unit, DoH)for his very informative session on The National Cancer Strategy 2017-2026. Ms Clodagh Murphy (Cancer Policy Unit) also attended the session.

Item 6 Subgroup updates

6. (a) Clinical Guideline Methodology subgroup (CGMS)

Ms Dempsey updated the members about the on-going write-up of the guideline developers manual currently underway with the Chair of the Subgroup. The manual will provide both instruction on NCEC processes and guidance on guideline methodology. It was noted that input from HRB-CICER was facilitated as Ms Shelley O'Neill is member of the subgroup. The members were thanked for providing input into the draft and Ms Dempsey welcomed more feedback at any stage.

There was agreement from the members that the audience for this was Irish guideline developers and a balance of both NCEC process and international guideline methodology was deemed important.

Discussion:

D Clancy raised the issue of dissemination of the National Clinical Guidelines. Once a guideline is published the Minister’s letter of endorsement to the system encourages the use and propagation of the NCG across the health sector. Mr Clancy proposed that each Health Insurer should have a named individual to disseminate National Clinical Guidelines and National Clinical Audits when they are published/updated.

Dr.MacLellan said that the Clinical Effectiveness Unit is happy to meet with individual members of the Health Insurance Council to discuss. Mr Nugent advised that the Private Hospital Association (PHA) circulates each NCG directly to the Quality Managers in each memberhospital and it is incorporated into the accreditation requirements.

The Chair noted the very positive comments in relation to the mandated NCGs and the dissemination process and it was agreed to keep working to develop channels and networks. She also asked whether the NCEC was communicating effectively with patient groups.

Action 1: It was agreed to have further discussion on the dissemination of NCEC National Clinical Guidelines to ensure widespread implementation, at the next meeting.

6. (b) Clinical Audit subgroup

Dr Condell spoke to the report onaudit template testing. Additions to the guidance document will be added and signed off by the NCEC clinical audit subgroup. Discussion also took place on how the HSE healthcare audit function feeds into the NCEC process. Requests from the NPSO to conduct healthcare audits such as on EWS and Clinical Handover have been accepted. Another paper is in development by Cora McCaughan and Sarah Condellto inform audit subgroup discussion on advisingthe NCEC in relation to meeting its Terms of Reference No 8[1]specifically in relation to the audits of NCEC National Clinical Guidelines conducted by the HSE QAV Healthcare Audit Function.

The issue of standard setting where there is an absence of recognised evidence-based standards was discussed briefly. It was agreed that this issue will need further development for any guidance that will need to accompany the Health Information and Patient Safety(HIPS) Bill once enacted.

Action 2: Scoping for a paper on international comparisons on standard setting in the absence of recognised standards to form the basis of advice for the HIPSwill beconducted.

6. (c) Education & Training

Dr N O’Rourke provided an update on clinical effectiveness education and training.

  • The Education and training subgroup met on September 14th and October 10th.
  • Training courses carried out included a workshop on implementation readiness on September 27th.
  • Upcoming training includes a workshop on implementation planning on October 19th and a 3 day workshop on Evidence based Practice in November.
  • Training summary for 2017: Total of 9 training courses with 222 places. CPD approval obtained for all courses. Additional 18 videos developed for website (implementation, BIA, PPPGs, patient safety).
  • The Learning Management System is complete and the new modules: Introduction to the National Patient Safety Office, Budget Impact Assessment and Standards for Clinical Practice Guidance (PPPGs) will be hosted alongside existing learning resources.
  • Baseline study on Teaching of Evidence-based Practice in Ireland completed by UCC.
  • Second Clinical Effectiveness Education Forum scheduled for November 9th. All NCEC members invited to participate.
  • Implementation workshop to take place at the NPSO conference

Action 3: Members will be informed by email when the NPSO Learning Zone is available on the NPSO website.

Action 4: Final report on ‘Baseline study on Teaching and Evidence-based Practice in Ireland’ to be circulated.

Item 7– National Clinical Audit

Quality Assurance Report – CA-02 RCPI, Radiology Quality Improvement Programme (circulated prior to meeting).

Decision: The Committee agreed with the Appraisal Team’s recommendation that the clinical audit be endorsed following significant, but not fundamental, amendments approved by the appraisal team.

Action 5:CEU to facilitate a meeting on use of different information technology in the public and private healthcare system and the implications for mandate and practicalities.

Action 6:Letter and report to go to Chair NCA -02 outlining the decision and feedback.

Item 8 National Clinical Guidelines

P Dempsey advised that NCG – 016 Diagnosis, staging and treatment of patients with Lung Cancer will be launched in November 2017.

Item 9– HRB CICER Update

Dr Ryan provided an update on progress.

Discussion:The Chair welcomed the support that HRB-CICER brings to both the NCEC and the NCG and NCA development groups and thanked them for the progress to date.

Item 10NCEC Public Involvement (PI) Framework

Dr. Condell gave a brief resume of the framework which had been previously circulated to members.

Discussion: The Chair thanked Linda Dillon, Brigid Doherty and Collette Tully for their contribution to the DCU Team. This new document has set a high bar for PI and it is acknowledged that groups will need time to develop the practices. It is a dynamic document and as public involvement increases and evolves generally, this experience can be fed into the processes. All agreed that the framework’s principles have relevance across the entire health structure. The factors to be considered to support the implementation of the Framework for PI throughout the entire system require further consideration and discussion

It was noted that the authors of the framework will be conducting a workshop on PI at the NPSO Conference.

Action7: The PI Frameworkwas agreed in principle by NCEC members. Members are to consider the Framework recommendations on implementation, the feasibility of same and discuss at nextmeeting.

Item 11 NCEC events

(a)The 2017 National Patient Safety Office Conference will be held on Wednesday 25th and Thursday 26th October, 2017 in Dublin Castle. The National Standards for the Conduct of Reviews of Patient Safety Incidents and the Irish National Action Plan (iNAP) on Antimicrobial Resistance (AMR) will be launched at the Conference. 70 posters will be on display.

b) The Clinical Effectiveness Education Forum will take place in the DoH on 9th November, 2017 at 2.00 pm. All NCEC members have been invited to participate

c) The HSEPalliative Care Seminar will take place on 13 November 2017 inFarmleigh House. It will focus on NCGs Nos.8 and 9 which consider the pharmacological management of cancer pain and the management of constipation in palliative care.

d) A three day workshop in Evidence Based Practice will take place on November 14th -16th in Dublin Castle. All 80 places have been filled.
