The National Citizen Service is a youth programme for 16 and 17 year olds, delivered over the summer and autumn months. Participants experience residential activities away from home and team-based skills building sessions, before developing their own Social Action Project (SAP), close to home, designed to benefit their local communities. NCS aims to create a more cohesive, engaged and responsible society.

Job Description

The NCS Staffing Manager is responsible for the implementation and further development of the staff recruitment and selection process for all NCS seasonal staff, design and delivery of a robust NCS staff training programme and the creation and supervision of an effective performance management strategy.

Location

Based in Tamworth, Staffordshire with minimal travel to other areas of the country as and when required

Key Responsibilities:

·  Develop and implement staff recruitment strategies and initiatives aligned with the overall business strategy

·  Nurture a positive working environment for and encourage the ongoing development of the staff recruitment team

·  Manage the staff recruitment and selection process

·  Identify opportunities for the improvement of staff recruitment and development processes and resolve problems

·  Ensure contractual compliance is met throughout the staff recruitment process, including the acquisition of enhanced DBS disclosures for all prospective staff

·  Support the current and future business needs through the development, engagement, motivation and retention of good quality seasonal staff, for both delivery and pre-programme engagement of particiapants

·  Record and monitor expenditure against budgets associated with staff recruitment and training processes or programmes

·  Manage the preparation and communication of regular updates and reports against staff recruitment targets

·  Participate in executive, partnership and management meetings and forums

·  Further develop and manage the maintenance of effective record keeping and data catchment systems and processes

·  Work with the Marketing team to develop and maintain the staff recruitment section of the company website and associated social media platforms

·  Broker and develop relationships with universities and other external partners to advertise and promote staff recruitment opportunities

·  Work with the wider NCS management team to assess the training needs of the seasonal staff team and design a robust and effective staff training programme

·  Participate in, oversee and evaluate the delivery of the staff training programme

·  Lead on the implementation of an effective performance management process that drives high performance in the seasonal NCS staff team

·  Determine and recommend employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation

Essential Skills and Experience:

·  Knowledge and experience of the National Citizen Service programme

·  A minimum of five years of progressive leadership and management experience

·  Knowledge and experience in organisational planning, recruitment, employee relations, safety, employee engagement and employee development

·  Excellent written and spoken communication skills, including extensive experience in delivering presentations

·  Experience in managing change

·  Demonstrated ability to manage, motivate and develop a team

·  Excellent skills in IT, including in-depth knowledge and experience in the use of Excel

·  Ability to multi-task effectively and meet short deadlines in the generation of reports and data

·  Excellent negotiation and mediation skills with experience in conflict management

·  A proven track record in handling sensitive and confidential information in a professional and compliant manner

·  Full UK driving licence with access to own transport and a willingness to occasionally travel

Availability

Interviews will be held on Tuesday 9th and/or Thursday 11th Janaury with a view to starting in post by mid-February at the latest
