FOREWORD
The purpose of this Manual is to provide information, guidance and standard procedures for the origination, distribution and query of NOTAM in (name of the country). This manual and its contents are intended for reference and usage by CAA(name of the country) and (COUNTRY ORGANISATION) personnel.
The attempt has been made to provide appropriate examples for as many situations as possible. When practicable, the format of a given example should be followed. Where unusual circumstances arise, the International NOTAM Office (NOF) should be contacted for assistance to ensure NOTAM criteria are met and all necessary information is obtained.
As a generic, throughout this manual, the term aerodrome shall be used as a point of reference to indicate location. The term airport should be used only when quoting the text of another publication.

AMENDMENTS TO THE MANUAL
Recommendations for amendments coming from other than CAA and (COUNTRY ORGANISATION) shall be submitted, in writing to:

GLOSSARY
Accelerated Stop Distance Available (ASDA)
The length of the take-off run available plus the length of the stopway, provided
Aerodrome
Any area of land, or other supporting surface used, designed, prepared, equipped or set apart for use, either in whole or in part, for the arrival and departure, movement or servicing of aircraft. This includes any building and equipment in connection therewith.
Aeronautical Fixed Service (AFS)
A telecommunication service between specified fixed points provided primarily for the safety of air navigation and for the regular, efficient and economical operations of air services.
Aeronautical Fixed Telecommunications Network (AFTN)
A world-wide system of aeronautical fixed circuits provided, as part of the Aeronautical Fixed Services, for the exchange of messages and/or digital data between aeronautical fixed stations having the same or compatible communication characteristics.
Aeronautical Information Circular (AIC)
A notice that contain information that does not qualify for the origination of a NOTAM or for inclusion in the AIP, but which relates to flight safety, air navigation, technical, administrative or legislative matters.
Aeronautical Information Publication (AIP)
A publication issued by or with the authority of a State and containing aeronautical information of a lasting character essential to air navigation.
Aeronautical Information Services (AIS)
A service established within the defined area of coverage responsible for the provision of aeronautical information/data necessary for the safety, regularity and efficiency of air navigation.
Aeronautical navigation facility
Any facility used, available for use, or designed for use as a NAVAID including landing area, lights, and apparatus or equipment for disseminating weather information, for signaling, for radio-directional finding, or for radio or other electronic communication, and any other structure or mechanism having a similar purpose for guiding or controlling flight in the air or the landing and takeoff of aircraft.
AIP Supplement
Temporary changes to the information contained in the AIP which are published by means of special pages.
Aircraft Movement Surface Condition Report (AMSCR)
The report that details the surface conditions for all aircraft movement areas including runways, taxiways and aprons.
Airport
An aerodrome in respect of which an airport certificate is in force.
Airshow
An aerial display or demonstration before an invited assembly or persons by one or more aircraft.
Airshow Sponsor
The person or agency responsible for the organization and conduct of an airshow
Appropriate Authority
A person or agency that is appropriately accountable for the origination or amendment of information contained in a NOTAM.
ARO
ATS Reporting Office
(name of the country) Runway Friction Index ((NAME OF THE COUNTRY)RFI)
The average of the runway friction as measured by a mechanical or electronic deceleromter.
Clearway
A rectangular area on the ground or water under the control of the appropriate authority, selected or prepared as a suitable area over which an aeroplane may make a portion of its initial climb to a specified height.
Declared distances
The usable runway distances for which instrument approach procedures are published in the AIP or amended by NOTAM, for landings and take-offs.
Displaced threshold
A threshold not located at the end of a runway.
Facility
A physical structure or geographic area can be clearly defined for the purpose of NOTAM information related to it.
Issuing unit
The ARO LATS Reporting officer entering the NOTAM data in the system via AFTN
Landing Distance Available (LDA)
The length of runway which is declared available and suitable for the ground run of an aeroplane landing.
Long term / Long duration
For NOTAM purposes, long term or long duration is a period of three months or longer.
ICARO
The ICARO is a system that receives, stores, and disseminates flight data including weather data, NOTAM and flight plans.
NOTAM
A notice distributed by means of telecommunication containing information concerning the establishment, condition or change in any aeronautical facility, service, procedure or hazard, the timely knowledge of which is essential to personnel concerned with flight operations. In this manual, the term NOTAM used by itself refers to a message distributed by AFTN.
NOTAM originator / Originating unit
The individual or agency responsible for the provision of information contained in a NOTAM.
NOTAM Specialist
A member of the International NOTAM Office personnel responsible for the evaluation, validation and edition of information contained in domestic NOTAM and their timely domestic and international distribution in accordance with (NAME OF THE COUNTRY)CAA procedures and ICAO standards and recommended practices.
Obstacle limitation surface
A surface that establishes the limit to which objects may project into the airspace associated with an aerodrome so that aircraft operations at the aerodrome may be conducted safely. Obstacle limitation surfaces consist of the following:
a) Outer surface. A surface located in a horizontal plane above an aerodrome and its environs.
b) Take-off/Approach surface. An inclined plane beyond the end of a runway and preceding the threshold of a runway.
c) Transitional surface. A complex surface along the side of the strip and part of the side of the approach surface, that slopes upwards and outwards to the outer surface, when provided.
Obstruction / Obstacle
All fixed (whether temporary or permanent) and mobile objects, or parts thereof, that are located in an area intended for the surface movement of aircraft or that extend above a defined surface intended to protect aircraft in flight.
Runway strip
A defined area including the runway and stopway, if provided, intended:
a) to reduce the risk of damage to aircraft running off a runway;
b) to protect aircraft flying over it during take-off or landing operations.
Short term / Short duration
For NOTAM purposes, short term or short duration is a period of less than three months.
Stopway
A rectangular area on the ground at the end of the runway, in the direction of take-off, prepared as a suitable area in which an aeroplane can be stopped in the case of an abandoned take-off and is marked over the entire length with yellow chevrons.
Take-off distance available (TODA)
The length of the take-off run available plus the length of the clearway, where provided. (Maximum clearway length allowed is 1000 feet and the clearway length allowed must lie within the aerodrome boundary).
Take-off run available (TORA)
The length of runway declared available and suitable for the ground run of an aeroplane taking off.
Threshold
The beginning of that portion of the runway usable for landing
Transmissometer
Visibility sensor located near the runway threshold used to measure the runway visual range (RVR).
Voice NOTAM
Information that is made available to an operational ATS unit relay via radio communications, as appropriate, to affected but is not distributed via AFTN or AIP (name of the country) Supplement.

1.CHAPTER 1GENERAL
1.1.GENERAL INFORMATION
1.1.1.Definition of NOTAM
A NOTAM is a notice distributed by means of telecommunication containing information concerning the establishment, conditions or change in any aeronautical facility, service, procedure or hazard, the timely knowledge of which is essential to personnel concerned with flight operations.
1.1.2.Purpose of NOTAM Distribution
The provision of information, which may affect, in advance of the event to which it relates, and for unserviceabilities that cannot be foreseen. Thus, to realize its purpose a NOTAM should be received by the addressee in sufficient time for any required action to be taken. The value of a NOTAM lies in its “news content” and its residual value is therefore minimal.
1.1.3.Application
The (name of the country) NOTAM Procedures Manual prescribes the procedures to be used for the determination, organisation, preparation and distribution of NOTAM in (name of the country). The procedures are based on the International Civil Aviation Organization (ICAO) Annex 15 to the Convention on International Civil Aviation, Aeronautical Information Services.
1.1.4.NOF
Under the ICAO, each member state shall designate a NOF. NOF, (name of the country), is located in (name of the city).

1.1.5.Availbality of NOTAM
ATS Reporting Offices (ARO’s) are the point of contact for pilots and users to obtain NOTAM information.
1.1.6.NOTAM Files
The NOTAM files are four-letter indicators under which domestic NOTAM are disseminated, stored and retrieved by electronic means. There are more than 200 NOTAM files used in (name of the country) divided into three categories: National, FIR, and Aerodrome.
1.1.7.ICAO NOTAM
The ICAO NOTAM format is used for international NOTAM exchange.
1.1.8.NOTAM Archive
Records of NOTAM are retained electronically for a 300 day period.
1.1.9.AIP (name of the country) Amendments and Supplements
Permanent changes to the AIP (name of the country) [ICAO] are to be published as AIP(name of the country) [ICAO] Amendments.
Long duration changes, or short duration changes that contain extensive text or graphics, shall be published as AIP Supplements.
If operationally significant permanent changes or temporary changes of long duration are made at short notice, a NOTAM shall be issued. Such NOTAM shall not contain graphics or extensive text.
1.2.UNITS OF MEASUREMENT

Height is expressed in feet
Altitude is expressed in feet or flight level
Distance is expressed in nautical miles, meters.
Weight is expressed in metric tons or KG.
Temperature is expressed in degrees Celsius.
Note 1:Whole numbers are to be used unless otherwise indicated in this manual.
Note 2:Below two nautical miles, distances from aerodromes may be identified with decimals. Distances below one nautical mile may be identified in meter or in nautical mile.
1.2.2.Time System
The time is expressed in UTC (co-ordinated universal time) and indicated to the nearest minute.
The day begins at 0000 hour and ends at 2359 hours.
1.2.3.Date-time Group
The date-time group is composed of ten figures expressed as YYMMDDHHMM. The letters YY represents the last two figures of the year; MM represent the month; DD the day; HH the hours; and MM the minutes.

1.2.4.Geographic Reference
References to aerodromes are expressed in magnetic degrees.
Co-ordinates are expressed in the ICAO format, in degrees, minutes, and, when required, seconds. Decimals, in hundredth of a minute instead of seconds of a degree, if requires, are used only when referring to published information using decimals such as RNAV, GPS and FMS waypoints.

2.CHAPTER 2 - RESPONSIBILITY
2.1.(COUNTRY ORGANISATION)
(COUNTRY ORGANISATION) had responsibility for the provision of aeronautical information services necessary to meet requirements of ICAO Annexes 4 and 15. (COUNTRY ORGANISATION) shall make necessary arrangements to satisfy operational requirements for the issuance and receipt of NOTAM distributed by telecommunication (AFTN).
2.1.1.NOF
The NOF is responsible for:
a)analyzing and assessing NOTAM, determining the validity, clarity and accuracy of the information, and initiating corrective action when required;
b)timely disseminating and storing significant operational information for the safety of air navigation;
c)redistributing selected (name of the country) NOTAM to ICAO member states;
d)compiling summaries of current (name of the country) NOTAM for distribution to other NOF;
e)receiving, storing and redistributing NOTAM from other NOF;
f)reviewing NOTAM received from other NOF, for error or ambiguity, and submitting requests for missing NOTAM, error correction or clarification of content;
g)providing direct guidance and clarification of procedures, standards and recommended practices to (COUNTRY ORGANISATION), CAAand other agencies;
h)providing direction to AFTN users concerning retrieval procedures, data format, and distribution criteria and data verification;
i)issuing daily summaries of current international NOTAM;
j)maintaining records of all NOTAM issued in (name of the country); and
k)controlling the processing of NOTAM performance by the system.
2.1.2.NOF (cont'd)
The National System Control Centre exercises continuous control, twenty-four hours a day, of the (name of the country) AFTN Message Handling System. NOF provides for the real-time reception, storage and delivery of aeronautical data through a world-wide system of aeronautical message switching centres and aeronautical fixed stations. The AFTN allows for the exchange of aeronautical data such as; flight plans, meteorological and navigational air data, Aviation Regulation Bulletins, distress messages, NOTAM, and other approved messages.
2.1.3.ARO’s
ARO’s units are responsible for issuing NOTAM information for air navigation facilities and services within their area of responsibility.
ARO’s units receiving a report from a pilot or any other reliable source concerning a condition or malfunction of an air navigation facility which is not within their jurisdiction are responsible to relay the report to the appropriate issuing unit.
