-Headed the IT Division of the Ceylon Electricity Board (CEB), the national electric utility from 1994 to 2012 and led the development and deployment of present customer billing systems, finance and material management system, human resources information system among other systems.

-Also functioned as the Project Director for the National System Control Centre Project under Clean Energy Access Improvement Project funded by ADB engaging in selection of consultants, preparation of specifications and tendering stagesfrom 2009 to 2012. This involved setting up of new load dispatch centre and setting up of an island-wide Fibre Optic network using 1200 kms of OPGW over power transmission lines and STM-1 communications system.

-Worked as the Project Manager for the Digital Microwave Communication Project from 1989 to 1991 engaging in preparation of specifications, tendering and contract award.

As the CIO, responsible for planning, implementation, operation and maintenance of business IT systems of the CEB.

Led the following IT projects/tasks:

  • Development and implementation of customer billing system which handles over 5.4 million electricity customers. This was an in-house development and included invoicing, payment handling (POS & payment channels), meter reading etc, and integration of remote meter reading of bulk customers through mobile network.
  • Procurement and Implementation of finance accounting and material management system. This was later integrated with internally developed service provisioning and job costing system.
  • Procurement and implementation of human resource information system
  • Development of corporate website
  • Development of the call centre and outage management system
  • Preparation of technical specification for procurement of a maintenance management systemfor power plants
  • Planning and setting up of corporate data network (VPN) for CEB with communication links from telco operators and interfacing with OPGW based fibre network.
  • Planning and Setting up of corporate datacentre with disaster recovery site.
  • Development of organization structure and manning of the IT department.

Responsible for the operation and maintenance of the IT infrastructure across the organization including the corporate data centre.

Also functioned as the Project Director for System Control Centre Modernization Project funded by Asian Development Bankduring the period from 2009 to 2012. Responsible for selection of consultants, preparation of specifications and bid documents, tendering and bid evaluation phases of the project as per ADB guidelines.

This included three contracts namely the setting up of new load dispatch centre and SCADA system as a replacement for the existing one, laying of 1,200kms of OPGW on the transmission network and setting up of an island-wide Fibre Optic network using STM-1 communications system as replacement for existing PLC based system.
