On the basis of ninth paragraph of Article 6 of Plant Protection Products Act (UL RS 83/12) the Minister of Agriculture and the Environment issues
Rules
on expert tasks of evaluation of active substances and plant protection products, and requirements for education of evaluators
Article 1
(Subject)
These rules define expert tasks of evaluation of active substances and plant protection products (hereinafter: PPPs) and requirement which evaluators shall meet concerning the vocational education.
Article 2
(Expert tasks of evaluation)
(1) Expert tasks of evaluation of active substances and PPPs are as follows:
1. Evaluation of identity, physical, chemical and technical properties and analytical methods;
2. Evaluation of intended use, efficacy and further information;
3. Evaluation of toxicological properties and operator exposure;
4. Evaluation of data on residues on or in treated produce, food and feed;
5. Evaluation of fate and behaviour in the environment; and
6. Evaluation of ecotoxicological properties.
(2) Expert tasks as referred to in the previous paragraph comprise also the following:
- Elaboration of reports on evaluation of active substances and PPPs in Slovene and English language;
- Gathering and consideration of comments from Member States of European Union;
- Commenting the evaluations elaborated by other Member States of European Union;
- Participation in meetings and conferences related to evaluation, which are organised by European Commission, EFSA and other Member States of European Union for coordination of expert opinions on evaluations of active substances and PPPs;
- Representation of the Republic of Slovenia at international events related to the evaluations of active substances and PPPs.
Article 3
(Requirements concerning vocational education)
The evaluator of active substances and PPPs shall have at least the education acquired in study programmes of second degree, in accordance with legislation regulating high education; or education corresponding to the level of education acquired in study programmes of second degree, from following fields of study:
1. For evaluation of physical, chemical and technical properties and analytical methods: from the field of chemistry:
2. For evaluation of intended use, efficacy and further information: from the field of agronomy – plant science or biology;
3. For evaluation of toxicological properties and operator exposure: from the field of medicine, pharmacy, chemistry or biology;
4. For evaluation of data on residues on or in treated produce, food and feed: from the field of chemistry, biology, food science and technology or agronomy – plant science;
5. For evaluation of fate and behaviour in the environment: from the field of biology, chemistry or agronomy – plant science;
6. For evaluation of ecotoxicological data: from the field of biology, pharmacy, chemistry or agronomy.
Article 4
(Entry into force)
These rules shall enter into force on fifteenth day following its publication in the Official Journal of the Republic of Slovenia (Uradni list Republike Slovenije).
