Effective Date for Implementation of API MPMS Chapter 11.1-2004, Temperature and Pressure Volume Correction Factors for Generalized Crude Oils, Refined Products, and Lubricating Oils

On September 20, 2004, API released a CD-ROM containing the 2004 edition of MPMS Chapter 11.1 Temperature and Pressure Volume Correction Factors for Generalized Crude Oils, Refined Products, and Lubricating Oils (Standard). Included on the CD-ROM are a PDF of the Standard, a stand-alone software program (applet) for calculating correction factors in accordance with the Standard, and a PDF copy of ASTM D1250-2004 Standard Guide for Use of the Petroleum Measurement Tables (API MPMS Chapter 11.1 is an adjunct to ASTM D1250).

In order to provide for an orderly transition, the Committee on Petroleum Measurement developed the following language, which is contained in MPMS Chapter 11.1-2004:

“Implementation Guidelines

This Standard (Revised Standard) is effective upon the date of publication and supersedes the previous edition of the Standard(s) (Previous Standard(s)) referenced in Appendix A of this Revised Standard. However, due to the nature of the changes in this Revised Standard, it is recognized that guidance concerning an implementation period may be needed in order to avoid disruptions within the industry and ensure proper application. As a result, it is recommended that this Revised Standard be utilized on all new applications no later than TWO YEARS after the publication date. An application for this purpose is defined as the point where the calculation is applied. Once the Revised Standard is implemented in a particular application, the Previous Standard will no longer be used in that application.

If an existing application complies with the Previous Standard(s) then it shall be considered in compliance with this Revised Standard. However, the use of API standards remains voluntary and the decision on when to utilize a standard is an issue that is subject to the negotiations between the parties involved in the transaction.”

API is in the process of finalizing 3 products that are additional to the applet product already available for purchase. These are C-code, DLL, and Excel Add-in. “Date of Publication” mentioned above is intended to mean the release date of these additional products. As it is expected that these products will be released by the end of 2004, the compliance date is therefore no later than January 1, 2007.
