Three days not adequate…need an extra day to share lessons learned

Need more elaboration on what is cumulatively required to build these things (similar to owens presentation). Need a holistic view of the entire process including transmission. What is required to build the entire project? Still unclear on transmission issues.

Like to hear more examples from BLM people who have been through the projects – method to share lessons learned internally

For upcoming workshops, 1/3 of this should be integrated with BLM expertise so they can speak on relevant policies and issues. Share best practices during relevant workshop topics. Need a Washington ROW specialist attend. (Lucas Lazero)

Have ½ day focus on resource issues and bring in BLM expertise.

Someone to discuss other buildings constructed during wind farms and their impact.

Construction Operation Maintenance Plans. Need more details on monitoring plans.

What happens when the developer goes out of business or there is a turbine failure.

What inspections need to be done and what documents need to be asked for.

Need representation from other facets such as a WWG with community and tribal representation that can share success stories. Involve WWG in relevant states.

How to mitigate issues from a technology perspective? What are the limitations? How will the technology effect siting limitations?

Need to know more about the technology in order to write grant stipulations

Have other Washington people attend who have familiarity with IMs-

Need to know more about DOE’s role and authority, when their funding is part of the project. How involved is DOE? Is there away to effectively work with BLM, NREL and DOE to effectively work through all of the wind applications? Need to explain agency relationships and existing work during the workshop.

Lessons Learned available on the web. Site specific process variable. Process packet that gives general timeline. Eddie, Greggs have a lot of experience and can answer questions. Lucas Lazero available as a speaker. Handbook on how to apply for ROW exists. Ray Brady available for questions. Schematic similar to DOD would be helpful.

An IM has been issued on met towers. Website and brochure available on Wyomings website. Other states also have RECO websites.

Have someone here from DOD for next training session that can illustrate mitigations for airspace issues

Have case studies that show success stories within BLM

Keep training focused on technology, so many issues, easy to get off track, have other forums to discuss non technical issues. Facilitate and parking lot issues that don’t deal with technology.

Need more time to talk about other environmental issues (roads, etc…). But not part of this training. Add a fourth day designated to BLM policy and topics. Would like to tour a wind farm and see an installation as part of technical training. Video of installation would be helpful.

Photo documentation of reclamation/impact. Good if it was in context with oil and gas.

Need an overview of BLM policy and management. What would be appropriate for the next audience? All different levels in the session.

Value of a users group?: Record of questions answered. Listserv or sharepoint site would be a great idea.

Human Health and Safety rating?: diversity of opinion…broader context that human health and safety is important, others because of general public questions concerning shadow flicker, etc…. Will putting wind turbines on public lands effect public use? Need to be conscientious of what people will be doing around the turbines. Coal mines on BLM are fenced in.

Aesthetics?: Lumped aesthetics and property values, but should be independent. Land values aren’t an issue.
