Notes from the call on February 18th
- Debit WC Update. Emily Santos reported that the Debit Technical Work Group presented their white paper to the Steering Committee prior to SLC and presented the white paper in SLC to the larger EMF membership. The group will meet in Boston to finalize the document (no major edits are expected).
- Merchant & Issuer Routing Flow. Based on discussions in SLC, it was proposed that the committee address, discuss, or appoint a group to address downgrading transactions (i.e. if a transaction comes through and the network is not certified for EMV, what happens to that transaction, for example). However, Jeff Stroud stated that the Technical Work Group white paper includes a section that briefly discusses the implications of downgrading a transaction. While it was agreed that the Technical Work Group would address the topic in the white paper, there was some discussion as to whether other aspects of the topic needed to be addressed in the larger group, namely, other scenarios and transaction flows (where transactions flow outside an EMV certified network). - Cardholder Selection. Emily asked the group if cardholder selection should reside with the Debit WC or C&E WC, giving as an example whether it is logical to go with “pure EMV” vs. the credit/debit button (formally known as PIN Bypass). Some felt it would be difficult to describe for merchants as it depends on their arrangements with networks. It was also mentioned that some scenarios may involve the ATM (regarding multiple AIDs and equal priorities at the ATM) and suggested querying the ATM WC. Ultimately, it was decided that this topic is more specific to each merchant.
- Store and Forward.Emily asked the group if anyone was interested in Store and Forward – if something goes down along the transaction line, how does it work, does anything change, are there any concerns or is more information needed about this, for example. No other comments were made about the topic.
- Boston Meeting and Webinars.The Debit Technical Work Group will meet again in Boston on March 11 – 12. EMF will also hold two EMV 101 webinars and an EMV 201 session on Issuers Considerations in Boston. Call-in details will be provided for the EMV 201 session in Boston.
