TITLE: NGO Forum Senior Coordinator

CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The NGO Forum for NGOs operating in Ukraine was established in mid-2014 to facilitate information sharing and coordination activities in order to positively increase the impact of humanitarian activities in Ukraine. The NGO Forum welcomes participation from international and national NGO's providing humanitarian assistance in Ukraine. The NGO Forum for Ukraine works closely with Ukrainian and international NGO's, as well non-traditional humanitarian actors, including agencies, departments and offices of United Nations and Ukrainian government. The NGO Forum is committed to working with existing coordination mechanisms in Ukraine.
The humanitarian community operating in Ukraine is a diverse collection of actors. The NGO Forum acknowledges this richness and is actively encouraging the development of cooperative and collaborative platforms for capacity development and training, information exchange, and cooperation.
The NGO Forum recognizes the likely long-term nature of this crisis and is keen to see an integration of emergency and stabilization activities where appropriate, as well as a greater role for national organizations and civil society groups.
The NGO Forum has an important role to play in minimizing gaps and duplication in humanitarian activities, including support and management functions performed. Ultimately, the most important function of the NGO Forum is to build the capacity of national civil society in view of the eventual exit of international NGOs.

The Senior NGO Forum Coordinator will be responsible for leading humanitarian coordination activities for the NGO Forum for Ukraine.
Under the overall supervision of NGO Forum Steering Committee, the Senior NGO Forum Coordinator will have the following duties, with a particular focus on the collaboration of international NGOs and their sharing of best practices with national NGOs.
The successful candidate will contribute to ensuring appropriate, accountable, and effective humanitarian action in Ukraine by harmonizing NGO collective opinions, by addressing issues not considered by UN-led mechanisms, and by providing consistent and constructive advocacy from within the NGO community.
KEY AREAS OF ACCOUNTABILITY:
·  Solidifies, formalizes, and develops the recently-established NGO Forum in order to improve humanitarian capacity and coordination in Ukraine.
·  Facilitates transparent coordination between the NGO Forum members including regular sharing of information between members, and to external stakeholders.
·  Represents and advocates to external stakeholders in close collaboration with the NGO community, and along with the NGO Steering Committee, represents the NGO Forum at high-level meetings.
·  Provides information, briefings, presentations on the function and structure of the humanitarian NGO community in Ukraine.
·  Develops productive relationships with key individuals in relevant government as required in close collaboration with the NGO Forum Steering Committee, including ministries, civil society, counterpart institutions, the foreign and national NGO community, UN agencies and offices, Government of Ukraine, diplomatic missions, and donors.
·  Schedules NGO Forum meetings and NGO Forum Steering Committee meetings, drafts agendas, invites external speakers and follows up on relevant action points, including the distribution of meeting minutes.
·  Encourages non-NGO Forum Ukrainian NGOs providing humanitarian aid to participate in the NGO Forum and share information of their activities and observed humanitarian needs.
·  Establish mechanisms to provide regular security updates to the NGO Forum including the establishment of relationships with security-oriented organizations, such as UNDSS and INSO.
·  Represents NGOs at HCT, Inter-Sector Coordination Group, and ad hoc coordination groups, meetings and initiatives.
·  Liaises with NGO coordination platforms in neighbouring countries in the region.
·  The Senior NGO Forum Coordinator is responsible for the management of the NGO Forum staff and the support services that are provided through this structure, including day-to-day management of personnel and resources, to meet the needs and priorities of the NGO community.
·  Provides leadership and direction, promote professional working relationships, and encourages staff. Conducts regular performance appraisals identifying capacity building needs and further career objectives for NGO Forum personnel.
·  Seeks additional funding and contributions for NGO Forum support staff, training, and services.
·  Other tasks instructed by the NGO Forum Steering Committee.
·  Comply with all relevant SC policies and procedures with respect to child protection, health and safety, equal opportunities and other relevant policies and procedures.
Except for any supervisory and management responsibilities, the Senior NGO Forum Coordinator will share, allocate, and coordinate these duties with the NGO Forum Coordinator.

QUALIFICATIONS AND EXPERIENCE
Essential
·  At least eight years of international humanitarian experience, of which at least four years were in programs management level;
·  At least two years' experience working on strategic level issues;
·  Significant experience coordinating humanitarian activities within a UN-led cluster system;
·  Experience with HCTs and other coordination mechanisms;
·  Experience working with LNGOs and implementing partners;
·  Experience working in conflict environment; and
·  Fluency in English; and
Desirable
·  Basic working knowledge of Ukrainian or Russian language is a plus.
·  Previous experience in Eurasia/Ukraine context
