1. Minutes

The Minutes of the Area Council meeting held on the 28th January 2008 were confirmed on the proposal of Cllr. M. Lynch, seconded by Cllr. M. Gallagher.

2. Reports

Housing Report

Ms. C. Benson, Area Administrator, submitted the Housing Report to the meeting, copy previously circulated.

The following issues were raised by the members and noted by Ms. C. Benson

·  Phase 3 – Coille Dios, Athboy – potential confusion regarding the numbering of the houses.

Estate are named for the purpose of ESB connections, however, the Manager stated that he would speak to Housing Construction and see if there can be an alternative, as naming of an estate is one of the few reserved functions the councillors have.

·  What is the policy on boarding up of Council Houses?

Insurance cover being the main reason.

·  What power does the Council have regarding Anti Social Behaviour?

Only where there is a court conviction can a Local Authority proceed

Initiate proceedings to recover a dwelling.

·  Is there a policy regarding housing of old age pensioners in large estates?

Roadwork’s Report

Mr. S. Carroll, A/Area Engineer, submitted the Roads Report to the meeting, copy previously circulated.

The following issues were raised by the members and noted by Mr. S. Carroll

·  Letter received from the principal of Gibbstown N.S. regarding traffic calming. A suggestion is to have a footpath from the hall to the school. Parents would be happy to do the walking school bus from here. 50% of the cost could be got from the Gaeltacht Grants Scheme. Could a costing of this be arranged?

·  If the Community are willing under road safety we should look into the matter.

The Manager agreed that it is a way forward and a technical report would be drafted and brought back to the members.

·  Nobber bridge – when is work to commence.

·  Presentation of the Roads Programme – need to draw down Clár funding

·  Is there money for public lighting

·  Private Estates – Contractors are saying the hold is with the ESB – Members requested that the ESB attend the next meeting

The Manager suggested that a report from Infrastructure would be requested detailing progress, then the Councillors can decide if a motion needs to go forward to the April meeting.

·  Will funding cease on completion of the M3 – national roads to become secondary roads.

In relation to this query, the Manager read out the following funding requests that were made by Meath County Council to the NRA as confirmed by Mr Eugene Cummins, Director of Infrastructure.

2005 Submission

¨  National Primary Routes

N3 – John St, Kells – funding sought €150K

¨  National Secondary Routes

N52 – Maudlin St, Kells – funding sought €500K

¨  N52 West of Bective St – funding sought €500k

2006 Submission

¨  National Primary Routes

¨  N3/R163 (Headfort Place) – funding sought €460K

¨  National Secondary Routes

N52 – Maudlin St, Kells – funding sought €542K

2007 Submission

¨  National Primary Routes

¨  N3 Carrick St to Lord Edward St – funding sought €580K

¨  National Secondary Routes

N3 – Maudlin St, Kells – funding sought €1,310,000

The NRA has been asked to attend a joint session between Town and Area Councillors.

Sanitary Report

Mr. S. Carroll, A/Area Engineer, submitted the Sanitary Report to the meeting, copy previously circulated.

3. Bundled Waste Water Schemes

David Keyes, Senior Executive Engineer, Infrastructure, gave a presentation on bundled wastewater Treatment & Collection systems for 8 centres in County Meath.

In summary;

This consists of the provision of new Wastewater treatment Plants and Sewerage Networks for the following 8 villages and towns in County Meath:

Athboy, Rathcairn, Summerhill, Rathmolyon, Duleek, Donore, Moynalty and Kilmainhamwood.

The overall scheme is divided into three contracts:

Contract 1: Bundled Wastewater Treatment systems for 8 centres in County Meath .

This is a design build and operate (dbo) contract and consists of the construction of the Wastewater Treatment Plants and Pumping Stations in all the above centres with some adjoining network construction. It is anticipated that the contract period will be 29 months. Works have commenced in Duleek and Donore areas.

Contract 2: Bundled Wastewater Collection Systems for County Meath Contract A:

This is a traditional contract; it consists of the construction of the sewerage networks in the following centres:

Duleek, Donore, Kilmainhamwood and Moynalty.

Clarke’s Quarries Ltd is the contractor for this contract; they have commenced works in Duleek and Donore. The Contract period is 2 years. Their submitted programme of works indicates that they wish to commence construction in Moynalty in March 2008 and in Kilmainhamwood in July 2008. They are submitting details on the potential implications of postponing commencement in Moynalty until Sept 2008.

Contract 3: Bundled Wastewater Collection Systems for County Meath Contract B:

Again this is a traditional contract consisting of the construction of the sewerage Networks in the following centres Athboy, Rathcairn, Summerhill and Rathmolyon.

Padraic Moneley Ltd is the contractor. The contract period is two years. Works have commenced in all centres. In Athboy works are ongoing at two locations, on the Navan / Kells Rd and on the Oldcastle rd. Works are ongoing at three locations in Rathcairn including on the Dunderry to Athboy rd.

4. Nobber Traffic Management Plan

Nobber Traffic Management Plan was proposed by Cllr. B. Reilly, Seconded by Cllr. E. Cassidy with no modifications as per the consultants proposal.

5. Any other Business

The following issues as raised by Councillors were noted or responded to by Mr. S. Carroll, A/Area Engineer:

·  Amenity Enhancement Scheme – Tidy Towns Committee in Oldcastle, 30 bins needed

·  Traffic Management Plan, Oldcastle

·  St Oliver’s Old Church Site – was not covered under the protected structures

The Manager suggested that a motion be put forward.

·  Traffic Calming at Gardenrath Road

·  Kilbeg Road, Carlanstown – flooding near the school

Cllr. M. Gallagher

·  Dumping at Cross Town Bog – tyres

·  Coillte to cut the hedges

A motion was proposed by Cllr. M. Gallagher, seconded by Cllr. M. Lynch – areas to be covered Drumconrath, Barley Hill, Ross, Mount Nugent.

Cllr. E. Cassidy

·  Amenity Money – 1 bin for Kilmainhamwood

·  College Protein making submission for an incinerator in Nobber – there will be a lot of opposition. Can a letter be sent to Minister of Agriculture & Environment ?

·  Flashing lights on the wrong side at the school in Athboy
