Modified Playing Rules for U9 through u12
Part I - The Field (Recommended Sizes)

a U9 & U10 – 20 yards x 10 yards.
b U11 & U12 - 30 yards x 12 yards.
10. Penalty Mark:
a U9 & U10 – Seven (7) yards from the Goal Line.
b U11 & U12 – Eight (8) yards from the Goal Line.
11. Build out Out linesLines, for U9 and & U10, should be approximately 6 fourteen (14) yards from the top of the penalty areaGoal Lines. This line can physically painted on the field (alternate color recommended) or simply marked by a set of cones on each side of the field.

Part II- The Ball
U9 thru U12: Size 4
Part III - Number of Players
1. U9 thru & U10:
2. Maximum of seven players on the field at any one time, one of whom may be the goalkeeper. Maximum number on roster should not exceed twelve.
3. U11 & U12:
4. Maximum of nine players on the field at any one time, one of whom may be the goalkeeper. Maximum number on roster should not exceed fourteen.
Part IV – Game Play
1. Substitution:
There will be unlimited substitutions at any stoppage of play. All substitutions are at the referee’s discretion. All substitutes are to be at the midfield line before the stoppage of play. No subbing from the bench is allowed.
2. Playing time:
Each player shall play a minimum of 50% of total playing time. (GCF mandated rule). As long as the player attends 75% of practices during the season. The coach will be the main person to keep track of this.
3. Mercy Rule: - When an 8 goal differential has been met the game will be concluded. The game must go to halftime. If an 8 goal differential has been met any time after halftime then the game is concluded at that point.
4. Build Out Line (U9 & U10):
a. This Rule is intended for “fair play” and to promote playing out of the back.
b. – There will be no punts or drop kicks made by the goalkeeper in age groups U9 through U10. If the keeper punts or drop kicks the ball, then the referee is to stop play and restart at the spot on the ground where the keeper punted it originally and with the opponents behind the build out line. This rule will be treated like a free kick.
c. The first pass has to be to a teammate inside the build out line. Goalkeepers will only be able to throw the ball, or place it on the ground and kick it. When placed on the ground, the ball cannot be moving.
d. The first pass has to be to a teammate inside the Build Out Line.
e. No drop kicks allowed. Opponents must stay behind the build out line until the 2nd person plays the ball.
f. This is intended for “fair play” and to promote playing out of the back. If the keeper forgets and punts the ball, then the referee is to stop play and restart at the spot on the ground where the keeper punted it originally and with the opponents behind the build out line. This rule will be treated like a free kick. The opponents must get behind the build out line. BUT, lLike a free kick, the goalkeeper has the option of waiting for the opponents to get backbe behind the Build Out Line, or the keeper doesn’t have to wait they can throw the ball out at any time if they so choosetake a quick re-start. There is no consequence to any player if the ball is lost after it is played ina quick re-start is played.
g. This also applies to gGoal kicksKicks are subject to the Build Out Line Rules.
5. No Headers (U9 & U10):–
a. There will no shall be NO headers allowed in any U9 & U10 practice or and under games.
b. There will be no headers allowed in any practice for U10 and under players. There will be “limited” numbers of headers allowed in practice for U11 thru U14 players.
c. When a player deliberately heads the ball in a game, an indirect free kick should be given to the opposing team at the spot of the offense. If a deliberate header occurs inside the goal aPenalty Area, the an indirect free kick should will be taken on the goal line areaPenalty Area Line parallel to the goal line at the point nearest to where the infringement occurred. If a player does not NOT deliberately head the ball, then play should continue. Determination on whether a header was deliberate or not will be in the sole discretion of the Center refereeReferee.
6. Goalkeeper Punts (U11 & U12) –: For age groups U11 and U12, tThe goalkeeper may punt the ball from his/her own area into the oppositions side of the field. But, the ball cannot travel through the air and into the opposition’s penalty area. If this happens then it will be restarted as an indirect free kick, with the ball placed parallel on the mid field line closest to the point in which the ball traveled over the mid field line and into the penalty area. The punt may bounce on the ground, or off of another player, before entering the opposing penalty area and this is ok.

Part V - Players Equipment
1. Footwear to be soft-cleated soccer shoes. No metal cleats.
2. Shinguards are mandatory and must be age appropriate.
Part VI - Referee
1. Registered referee and assistant referee. All rule infractions shall be briefly explained to the offending player.
2. Each team is to give the referee a FYSA roster and player/coach’s passes.
3. The referee’s are to perform a proper check in to see that all players are properly equipped and that all players are on the FYSA roster, and with a legal player pass. All passes will be held by the referee and given back at the end of the game.
4. All passes must be laminated with a current picture.

Part VII - Duration Of Game
b. U9 thru & U10 U10: 2 – 25 minute halves, plus a 5 minute halftime.

Part VIII – Free Kicks
- All opponents must be eight (8) yards back from kick.
b. For U9 & U10, When when a free kick is taken by the goalkeeper because of a build out line infraction, all opponents must be behind the bBuild oOut lineLine.
c. For U9 & U10, When when a free kick is taken by any player in his own boxPenalty Area, the opponents must stay behind the build Build out Out lineLine.
Part XIV – Penalty Kick
- U9 thru & U10 – Kick from the spot is taken eight seven (7) yards from goal.
b. U11 thru U12 – Kick from the spot is taken ten eight (8) yards from goal.

Part XVI – Goal Kick
For U9 & U10, Goal Kicks may be taken from anywhere inside the Penalty Area. The 2nd person playing the ball must be outside the Penalty Area and inside the Build Out Line. The opponents must be behind the Build Out Line.
