Terms of ReferenceResources Committee

These terms of reference aim:

  • To support the governing body in fulfilling statutory duties
  • To support the strategic role of the governing body
  • To provide a framework for effective self evaluation, monitoring and evaluation, support and challenge by linking the work of committees to key priorities in the School Development Plan

The terms of reference will be reviewed annually by the Governing Body.

Membership
Not less than fivegovernors (plus the Headteacher or Deputy)

The committee may make recommendations to the governing body for co-option of non-governor members and may invite other members of staff or the external auditors to attend as required.

Quorum

Fourgovernors including the Head or Deputy (the Deputy would be non-voting).

Meetings

The committee will meet at least once a term prior to the main governing body meeting and otherwise as required.

The committee will receive reports from the school in sufficient detail to undertake planning, monitoring and evaluation and thus enable it to fulfil its strategic role.

Terms of reference
  • To draw up and agree/presentto the governing body for approval an annual budget reflecting priorities identified through school self evaluation and set out in School Development Plan.
  • To draw up medium and long term financial plans for the school, reflecting school priorities and projected income including staffing plans and plans relating to the repair, maintenance and development of premises, and to recommend action on these plans to the governing body.
  • To review the Annual Report and Accounts (and any other financial statements that the school is required to prepare) prior to consideration by the governing body.
  • To consider, and make appropriate recommendations to the governing body, as to

i.the appointment or removal of the external auditors;

ii.the performance and suitability of the external auditors;

iii.the level of the audit fee; and

iv.the engagement of the external auditors in respect of any non-audit services.

  • To appoint, remove and review the performance of the Responsible Officer.
  • To ensure that the governing body agrees and operates appropriatefinancial standards, regulations, procedures and controls that clearly define the responsibilities of the governing body, its committees, the head teacher and staff, delineates limits of delegated authority and to monitor implementation in the school.
  • To oversee the banking arrangements used by the school and that they remain appropriate.
  • To ensure the application of Best Value practice when considering school resourcing requirements (eg when considering material contracts, SLAs or outsource agreements).
  • To be responsible for the oversight of systems of internal control including measures for the safeguarding of assets, prevention of financial crime and consideration of the approval of the Statement of Internal Control.
  • To agree an effective procedures for monitoring the budget, including audit, to consider appropriate reports for the purposes of monitoring , to report the outcomes of monitoring together with an evaluation of the use of resources and value for money to the governing body and make any appropriate recommendations
  • To keep under review the school’s Single Equalities Policy, to ensure that the school meets its obligations to under the Equalities Act 2010 (and any other relevant legislation or guidelines) and to ensure that the school promotes equality in all areas of school life. This includes ensuring that the school has in place policies and procedures to avoid discrimination on the basis of gender, ethnicity, disability, religious beliefs/faith tradition, sexual orientation, age or any other protected characteristics in relation to:
  • Staff recruitment, retention and development
  • Admissions.
  • Exclusions.
  • Provision of education.
  • Access to any benefit, facility or service.

To keep under review the general duties under the Sex Discrimination Act 1975 (as amended) and any specific duties and requirements including the gender equality scheme, in particular in relation to staff recruitment, retention and development , to monitor implementation of the scheme, to assess its impact on staff, learners and parents/carers and to report emerging issues to the governing body

To keep under review the general duties under the Disability Discrimination Act 1995 (as amended) and any specific duties and requirements including the disability equality scheme, in particular in relation to staff recruitment, retention and development , to monitor implementation of the scheme, to assess its impact on staff, learners and parents/carers and to report emerging issues to the governing body

  • To prepare and monitor a health and safety policy that complies with legislationand to ensure that appropriate checks and assessments are carried out and prioritised for necessary action
  • To keep under review the procedures for staff recruitment and training for safer recruitment (Bichard requirements), the policies on staff sickness, discipline and grievances and the criteria and procedures for redundancy, and to ensure that staff are consulted and kept informed as appropriate
  • To draw up for governing body approval and keep under review a policy on staff consultation, and to undertake consultation as and when appropriate
  • To draw up a performance management policy and pay policy for approval by the governing body, to keep these policies under review and ensure that all teachers and support staff are appraised including, where relevant, in accordance with statutory requirements
  • To ensure that if childcare is provided by the school, it is registered if required under the Childcare Act 2006 and that registration requirements are met.
  • To consider recommendations from external reviews of the school, for example, audit, Ofsted inspection or YPLA EFA review; to agree the actions needed to address any issues identified through external review; and to monitor and evaluate regularly the implementation of any plan agreed.
  • To consider, monitor and make recommendations to the Governing Body in respect of the relevant school priorities and SEF items for which the Committee is responsible.
