CMS was founded in 1997to assist public and private (including non-profit sector) organizations improve internal capabilities and outsource shorter term policy and advocacy needs. CMS’ original founding partners have complimenting backgrounds in human resources and organizational effectiveness, and communications and technical writing respectively. CMS added a third partner in 2007 with a background in public policy and legislative operations to expand governmental affairs capacity for our clients. CMS’ employees have broad experience in human resource management, grant and technical writing, association management (including meeting planning), organizational analysis, and related management functions.

CMS is a Montana-based consulting firm conducting hands-on consulting, technical writing, and executive management in a wide variety of areas. These include grant writing and administration, human resource management, training, communications, governmental affairs, inter-governmental relations, executive recruitment, executive management, organizational assessment and related functions within public, private, and private non-profit organizations. CMS shares the strong commitment of non-profit boards and executive officers and employees to consistently and diligently serve the citizens of Montana
