ANNEX I

Guidelines and Expected Outcomes

Outcome of Session 1:

(To be prepared by the rapporteurs of each working group)

TheDraft Consolidated Group Reports will include:

(i)Taking stock of the progress of the Regional MNA Governance study;

(ii)Main themes that cut across the region;

(iii)Comparability of the work (including diverse treatment of same issue in various studies)

(iv)Gaps in knowledge (lack of coverage, lack of data even if covered)

Outcome of Session 2:

Ranking of key governance issues relevant to the MENA region according to their relative importance

Outcome of Session 3:

The Follow-up Report on the Regional Governance Initiative will include:

(i)Additional analysis and data collection required to finalize the studies;

(ii)Agreed outline for the synthesis report;

(iii)Agreed set of studies of successful reforms including possible authors and salient points to cover

(iv)Structure and timetable of future work

ANNEX II

Authors of studies for the MENA Initiative on Governance

Dr. Aziz Al-Azmeh will be contributing a paper on the Comparative Socio-Historical Study of Institutions in the Machreq Region.Dr. Al-Azmeh isthe Sheikh Zayed Bin Sultan Professor of Islamic Studies at the AmericanUniversity of Beirut, Lebanon. Prior to that he has held professorships and fellowships at several universities such as KuwaitUniversity, CambridgeUniversity, the University of Exeter, Georgetown, Columbia, and the University of California, Berkeley. Professor Al-Azmeh has a PhD in Oriental Studies from Oxford. Dr. Al-Azmeh has written numerous articles, periodicals and books and has participated in international conferences, seminars, and workshops and lectured at universities and think tanks. Dr. Al-Azmeh received the Republican Order of Merit, for his services to Arab culture, from the President of Tunisia.

Dr. Mohamed Charfiwill be writing a paper on Governance and Public Sector Reform in Tunisia. Dr. Charfi is a Professor at the University of Social and Political Science in Tunisia. He was the Minister of Education in Tunis in 1989-1994. He held several posts such as the Director of the Department of Private Law, Director of Research Center and Editor of the Tunisian Laws. Professor Charfi is the co-founder of the “Perspectives,” an opposition Democratic political party. He was the President of the Tunisian Human Rights League. Dr. Charfi holds an Aggregate and a PhD in Law from Paris.

Dr. Farideh Farhi is contributing a study on Governance and Public Sector Reform in Iran. Dr. Farhi is presently Adjunct Faculty at the University of Hawaii, where she teaches Political Science, and an Adjunct Scholar at the Middle East Institute in Washington, DC. Previously she was visiting Professor at the TehranUniversity and the ShahidBeheshtiUniversity in Tehran. Dr. Farhi holds a Ph.D. from the University of Colorado in Boulder and has written a number of books and several articles on the politics of reform and governance in Iran.

Dr. Abdou Filali Ansari is writing a Study on Governance and Public Sector Reform in Morocco. Dr. Filali Ansariis thedirector of the Aga Khan University Institute for the Study of Muslim Civilizations (AKU-ISMC) in London. Mr. Filali Ansari was an assistant professor of philosophy in the Faculty of Letters of Rabat. He was also the director of King Abdul-Aziz Foundation for Islamic Studies and Human Sciences in Casablanca. In 1993, he initiated, along with friends from the academic community in Morocco, a bilingual journal (Arabic and French) entitled “Prologues: revue maghrébine du livre.” His work includes translation into French (with an introduction) of the essay of Ali Aderraziq: Islam and the foundations of political power (1994), and essays entitled Is Islam hostile to secularism? (1996 & 1999), In search of clarity (2001), and articles in a academic journals.

Dr. Burhan Ghalioun will be writing a study on Governance and Public Sector Reform in Syria. Dr. Ghalioun is presently the Director of the Centre d’Etudes sur l’Orient Contemporain (CEOC) in Paris and a Professor of Political Sociology at the Universite de Paris III (Sorbonne Nouvelle). He obtained his Ph.D. in Political Science from the Sorbonne. He is the author of several authoritative books, such as ‘Le Malaise Arabe: l’Etat contre la Nation’, ‘Islamet Politique: la Modernite Trahie’, ‘Crise de la Politique: l’Etat et la Religion’ and ‘La Culture Arabe: Entre Modernisme et Traditionalisme’, as well as over a hundred academic articles in various journals on political Islam, Arab political culture and state and society relations in the Arab World.

Mr. Salah Hejailanwill be writing a country Study on Governance and Public Sector Reform in Saudi Arabia. Mr. Hejailan was admitted to the Saudi Arabian Bar in 1962 and the founder and principal of the most prominent Saudi Arabian Law firm, with offices in Riyadh and Jeddah. During Mr. Hejailan’s governmental career, which began with his appointment as a legal advisor to the Council of Ministers of the Kingdom of Saudi Arabia, he participated in the review, drafting and promulgation of numerous governmental regulations and Royal Decrees and served on various governmental committees and commissions including the disciplinary panel of the Board of Grievances from 1963 to 1972. Mr. Hejailan is the author of many articles on international arbitration, Saudi Arabian corporate, banking and commercial law, and on international legal practice.

Dr. Isam Al-Khafaji is our contributing author for a Study on Institutions in Iraq. Dr. Al-Khafaji is a Professor and a fellow at the Center for International Political Economy at the University of Amsterdam. He was a visiting Professor at New YorkUniversity in 2001. Professor Al-Khafaji is the author of three books in Arabic. He has written several papers and articles on the politics, economics, and society in the Middle East in general and Iraq in particular, in Arabic, English, French, Dutch, and Pharsi. Professor Al-Khafaji is also a contributing editor to the Middle East Report (MEREP).

Mr. Rami Khouriwill be contributing a study on Governance and Public Sector Development in Jordan. Mr. Khouri is a Amman-based internationally syndicated political columnist and author. He is the host of “Encounters”, a weekly current affairs talk show on the Jordanian Television. He is currently spending the 2001-2002 Academic year as a Nieman Fellow at HarvardUniversity. Mr. Khouri is a member of the Brookings Institution Task Force on US Relations with the Islamic World. He was editor-in-chief of the “Jordan Times” for seven years, and wrote for many years from Amman for leading international publications, including the financial Times, the Boston Globe and the Washington Post. Mr. Khouri has an MSc in Political Science and Mass Communications from SyracuseUniversity.

Dr. Ahmed Mahiouis contributing a country study on Governance and Public Sector Reform in Algeria. Dr. Mahiou is currently Director of Research at the Institute for the Study and Research of the Arab and Muslim World of Centre National pour la Recherche Scientifique (CNRS) in France. Proper to that, he has taught in the University of Algiers and he held visiting professorships in several universities in Europe, North Africa and the Middle East. He holds a Ph.D. in Politics from ToulouseUniversity and degree in Law from NancyUniversity, in France. He has contributed many studies to the UNESCO and the UNDP, and is the of a number of books, among which ‘Ou va l’Algerie?’ is prominent, as well as more than sixty articles in journal on international relations, international cooperation and globalization, Human Rights, and international penal law.

Dr. Khaldoun Al-Naqeeb is writing a Comparative Socio-Historical Study of Institutions in the Gulf Region. Dr. Al-Naqeebis Associate Professor of Sociology at KuwaitUniversity. Dr. Al-Naqeeb was the Founder and Editor-in-Chief of the Arab Journal for the Humanities at KuwaitUniversity. He has a PhD in Sociology from the University of Texas. Dr. Al-Naqeeb has several publications, the most recent of which are “State and Society in the Gulf: A Different Perspective”, “Future Prospects of Arab Social Thought” and “The Gulf: Future Directions.

Dr. Abdel Monem Said Aly is contributing a county study on Governance and Public Sector Reform in Egypt. Dr Said Alyis a member of the Board at Al-Ahram Foundation and the Director of Al-Ahram Center for Political and Strategic Studies in Cairo. He obtained his Ph.D. in Political Sciences from Northern Illinois University, USA (1979 and 1982). He has worked at Al-AhramCenter since 1975 as a researcher, senior researcher and head of the international relations research unit. He was a research fellow at the Brookings Institution, Washington, DC in 1987 and a Political Adviser in the Amiri Diwan of the State of Qatar between August 1990 and June 1993. He has published books, articles and chapters, in Arabic and English, on the Middle East regional security, Egypt’s political system, national security and arms control policies, Arab relations with the regional and global orders, European integration and the Arab-Israeli conflict.

Dr. Paul Salem is writing a paper on Governance and Public Sector reform in Lebanon. Dr. Salemis the Director of The Fares Foundation in Lebanon. He is a former Associate Professor of Political Science at the AmericanUniversity of Beirut and the former Director of the LebaneseCenter for Policy Studies. Professor Salem received his Ph.D. from HarvardUniversity in 1987. He is the author of Bitter Legacy: Ideology and Politics in the Arab World, and the editor of Conflict Resolution in the Arab World, and the former editor of the Beirut Review, the Lebanon Report, and a number of other collective works.

Dr. Mohamed Tozy will be writing a study on the Comparative Socio-Historical Study of Institutions in the Maghreb Region. Dr. Tozy now teaches Political Science at the Faculte des Sciences Economiques, Juridiques et Sociales of the HassanIIUniversity in Casablanca. He holds a law degree from the same insitution as well as a Ph.D. from Aix-MarseillesUniversity in France. He is an expert in development sociology and in the traditional institutions’ management of collective resources in Morocco and Saharian Africa and has worked in collaboration with several organizations such as FAO, UNDP, USAID as well as the World Bank on a wide range of legal, social and development studies.
