MINUTES OF X MEETING OF THE REGIONAL JCM MEETING HELD ON 10.01.2013

A Meeting of the Regional JCM, Hyderabad Region was held in the Conference Hall KVS, Regional Office, Hyderabad at 11.00 AM on 10.01.2013. The following members were present:

The Member Secretary welcomed the Chairman and other members of Regional JCM. He briefed about the decisions of the last meeting and the action taken thereon. The Minutes of the IX meeting held on 25.11.2005 were confirmed.It was informed that the last RJCM meeting was conducted in 2005 and this is 10th meeting of the RJCM. The staff side thanked DC for convening the RJCM meeting as assured by him.

The Agenda items of the meeting were initiated by the Chairman of the Regional JCM. The discussion and decisions taken as per Agenda items are given below:

  1. ELECTION OF LEADER AND APPOINTMENT OF SECRETARY FROM STAFF SIDE

MEMBERS:

(HR) was unanimously elected as Leader of the staff side of the Regional JCM of

Hyderabad Region for a period of one year.

(HR) was appointed as Secretary, staff side of the Regional JCM of Hyderabad Region

for a period of one year.

  1. AGENDA ITEMS
  1. TRANSFER GUIDELINES:

(a)No taker vacancy should be restored

The Member Secretary informed that the matter has already been discussed at KVS National JCM held on 18.10.2012. Finally, staff side members have requested for restoration of No taker vacancy transfers.

The Chairman informed that as the No taker vacancy and Mutual transfer provisions have been removed from the Transfer Guidelines, no action is required.

(b) Transfer count and displacement count may be intimated at the time of calling Applications for transfers. There should not be any change every year in countingpoints.

The Member Secretary informed that after receiving the applications for transfers from

the staff, the displacement count and Transfer Count are decided by KVS, HQ and conveyed to the staff.

Other members from the official side stated that as the above matters have to be decided at KVS, HQ level being policy decisions, there is no point in discussion on the above matter. They also desired that items that could be decided at Regional level need be discussed. However, the Chairman suggested that the matter may be taken up at KVS (HQ) level by the JCM.

(c) One transfer list may be prepared at the Hqrs. instead of Intra and Inter station Transfers

As decided at 1 (b) above.

(d) Reasons for transferring the teachers under 7(E).

The Chairman informed that the Teaching and non-teaching staffs are liable for transfer under 7 (E) of transfer guidelines in case the stay of a particular employee has become prejudicial to the interest of the organization. In the interest of the Sangathan, transfers of few employees have been effected by KVS, RO by following the procedure prescribed under the above clause.

  1. MACPS: MACPS must be extended to teachers, Principals and Vice-Principals as per

the 6th Pay Commission recommendations.

The Member Secretary informed that the matter has already been discussed in the National JCM of KVS and the matter has been referred to MHRD for a decision in the matter.

  1. OPTION FOR CONVERSION OF CPF TO GPF: One time opportunity may be given to

Teachers who have opted for CPF to convert to GPF.

The Member from the official side informed that the matter has been discussed in the KVS National JCM and it was decided to refer the matter to DoPT for consideration. Therefore, the Chairman informed that a decision has to be taken by KVS,HQ,New Delhi in this regard.

  1. ACADEMICS

:

a. Paper work should be reduced in CCE

The members from the staff side stated that some of the Principals are insisting the teachers to prepare and maintain around 25 records wasting the valuable time during working hours. It was said that most of the records are repetitive in nature and unnecessary. They requested for issuance of clear instructions in the matter.

The Chairman informed that we are bound to follow the Guidelines from CBSE. He also said minimum records need to be maintained. During the Regional Principals’ conference it was decided and recorded in the Minutes of the Conference that only 5 records need to be maintained.

(a)Suggestive comments during the Inspection time.

The Members from the Staff side informed that after the Academic inspection is over, the deficiencies etc. of the individual teachers are being pointed in the staff meeting followed by the Inspection and corrective measures are suggested for improvement. It was said that the above process is having a demoralizing effect on the teachers. Instead, they suggested that the deficiencies of individual teachers may be pointed out in person and corrective measures be suggested for improvement.

The Chairman informed that if specific instances were brought his notice, such issues will be looked into.

(b)Cordial relationship should be developed between Teachers and Principals

The members from the Staff side pointed out that all problems in the Vidyalaya are due to the communication gap and lack of understanding between the Principal and the staff and suggested for remedial action.

The Chairman informed that during the Regional Principals’ Conference a power point presentation on this subject was made by the DC wherein it was stressed that principals should be empathetic with all. Some of the Principals have already beencounselled to improve their relations with all the stakeholders. He further, stated that he opened ‘Speak to your DC’ with a view to give an opportunity of hearing to all the stakeholders. He assured that in case of any specific instances shall be brought to his notice for necessary remedial action.

(c)Re-schedule of workload of teachers after introducing 8 periods Time Table.

The Members from the Staff side stated that one of the Assistant Commissioners on their visit to one of the Vidyalayas has asked the teachers that what they are doing up to 4.00 PM. Keeping that in mind Principals of few others Vidyalayas have prepared a proformaand started asking their teachers to submit it.

The members of the official side stated that no such proforma need be given to the staff asking them to fill and submit.

(e) Teachers should be given free hand to do their work between 2.40 and 4.00 PM. In

Some Vidyalayas teaching Time-Table has been allotted to take extra classes

The members from the official side informed that for effective usage of extended time, set of guidelines has been suggested which is flexible. However, specific instructions in the matter are still awaited from KVS, HQ. On receipt of the same, clear cut instructions in the matter will be issued to all the Vidyalayas.

(f) Some Principals are conducting staff meeting starting from 4.00 PM and continuing.

The members from the staff side informed that in some of the Vidyalayas the Principals are holding staff meeting every day after working hours and detaining the staff upto 5.30 in the evening. They also said that in exigencies situation demands they are prepared to stay back.

The Chairman assured that the Principals will be suitably informed to discontinue such practice, if any, in future.

(g) Lunch Break time has not been extended 30 minutes in some Vidyalayas

The Members of the staff side informed that by the time this item was proposed for discussion in the Agenda in the month of June, 2012 few Vidyalayas were following 20 minutes Lunch Break. But the situation changed now. At present all Vidyalayas are following 30 minutes Lunch Break.

(h) Reduction of maintenance of records in CMP.

The staff side stated that nearly 25 records required under CMP are being maintained. Still in some of the Vidyalayas, the subject-wise and teacher-wise records are being insisted.

The Chairman assured that the Principals will be instructed to insist the records specified under CMP/CCE only.

(i)Insisting the teachers to write Daily Plan and Lesson Plans.

The staff side members have stated that in some of the Vidyalayas daily planning and in some other Vidyalayas 15 days planning is being insisted by the Principals. They requested for clear instructions in the matter.

The official side stated that instances have come to their notice that some of the teachers are going to classes without lesson plan. They opined that the lesson plans be prepared for each lesson and should be retained with the teacher and be available for daily scrutiny. The lesson plan should not be stereo type and it should reflect a plan of what is being done. The lesson plan may be submitted once in a fortnight, Daily Plan may be discontinued.

  1. ACCOUNTS & CIRCULARS

(a)Many Circulars are not clear and a copy may be endorsed to Association leaders.

The staff side pointed out that there is no clarity in some of the circulars issued. For example, in case of Uniform Allowance to Officers/teachers under BS & G, it was mentioned as Rs.5000/- per year and bills are being insisted while Log Books are being maintained. They also expressed doubts whether, items of uniform have to be taken on stock of the Vidyalaya and issued to the concerned.

The official side stated that the circulars are very clear. The Uniform Allowance for the years 2012-13 and 2013-14 is Rs.5000/- only. The Chairman informed that the AC (F), KVS has clarified in the Deputy Commissioners Conference that bills of the Uniform are to be insisted. However, desired to seek clarification from KVS, Hq as to whether bills are insisted this year only while it was not in the past.

(b)Clear cut clarification in claiming CEA.

The staff sides pointed out that in some Vidyalayas Committees are being formed to verify the genuineness of the claims. The yardsticks of verification are not applied uniformly to all the staff members and in all the Vidyalayas. They requested for equal treatment for all the teachers without discrimination of any sort.

The official side members have informed that clear cut instructions from KVS are available in the matter. However, admitted that some of the Principals are over- enthusiastic on this issue. However, it was agreed that no discrimination should to shown among the staff. Few Instances have come to notice during the Audit of Vidyalaya records that claims were reimbursed to teachers were objected with Rs.1500 to 2000 per metre of uniform cloth and Rs.1000 to 2000 per pair of Shoe. The Principle of Reasonableness is to be followed in admitting the claims to check misuse of the facility.

(c)Advances are not given in some Vidyalayas even for Annual Sports Days

The Staff side members expressed their difficulty in carrying out their assignments without the advance payment of the money on important occasions like celebration of Vidyalaya Annual Day.

The Staff side informed that the system of Advance payments is being discontinued in KVS. However, they suggested that payments can be made on obtaining the credit bills.

(d) APAR should be written based on the performance of the Teachers not favouring some

Teachers.

The staff sides pointed out that Principal of some of the Vidyalayas are not reflecting proper assessment of actual performance of the staff under them. They quoted example of one of the Vidyalayas where staff have been given overall grading between 3.0 and 5.5.

The official side said that largely they will have to depend on the assessment of the Principals as they only will have the knowledge of actual performance of the staff under them.

The Chairman informed that instructions have been issued to the Principals from time to time on Reporting and Reviewing of APAR. However, he assured that Principals will be oriented on writing of APAR of staff in the Principals’ Conference/Meeting.

(e) Updated Service Records: A Xerox copy may be provided in the month of January every

Year.

The staff side have requested for updating the Duplicate Service Register every year in

the month of January.

The official side informed that as per Rule 257 (3) of GFR the duplicate Service Registers of the staff are to updated and given to them in the month of January every year.

However, the Chairman assured that the necessary instructions will be issued in the matter to all the Vidyalayas.

(f) GPF Statements should be given to all Schools in time.

The official side has informed that Annual Statements of GPF and CPF are being issued regularly in time in the month of April/May of every year.

(g) Teachers bills like medical/LTC etc. may be settled at the earliest.

The staff members pointed out that in some of the Vidyalayas teachers are experiencing difficulties as their claims such as Medical and LTC etc are not being settled in time for want of funds etc.

The official side stated that there is no dearth of funds for clearing Personal claims of the staff. In case of somevidyalayas, the requisition for funds are not received by the 5th of the month in order to project the funds requirement of the Region to the KVS,Hq. Some KVs do not project the requirements properly.

However, the Chairman has requested to bring to his notice the specific cases of delay, if any in settling the personal claims of the staff for needful action.

(h) LTC claims by Air may be given on par with the Flight charges paid by the Employee.

The staff side informed that if the Air travel tickets are issued under LTC 80 Scheme, the entire amount paid by the employee has to be reimbursed to him.

The Official side members have clarified that if the employeeshave not obtained tickets under LTC - 80 schemes and paid more than the amount admissible, then the claim will be restricted to fares under LTC 80 scheme.

6. FACILITIES DURING WORKSHOPS AND INSERVICE COURSES

Staff side proposed as far as possible In-Service Courses may be conducted in the ZIETs, as poor accommodation facilities are provided to teachers by Venue Vidyalayas

The Chairman informed that the Inservice Courses/Refresher courses/Workshops/ etc. are being conducted in Vidyalayas because the ZIETs are not able to accommodate all the Training Programmes planned by the KVS based on the number of teachers required to attend them. Further, he stated that all the care is taken while deciding the Venues of the InserviceCourses as far as the required facilities are concerned. He said if some of the facilities like Cots for the participants are not available in the Vidyalaya, it can be hired and provided to the participants.

(b)Minimum amenities may be provided to teachers in the Staff Rooms

The official side members have informed that staff rooms in the Vidyalayas are having basic amenities like Furniture, Drinking water and toilets. They further said that while on Inspection/visit to the Vidyalayas, they visit the staff rooms without fail and suggest to Principal on deficiencies, if any.

(c)Exemption of In-service Courses for teachers who are at the last verge of retirement

The staff side have pointed out that the teachers on the verge of retirement are being troubled by deputing them for In-service Courses and requested for their exemption from attending such courses.

The Official side informed that normally no such teachers will be deputed. They further informed that attending In- Service Courses before retirement is in the interest of the teachers as they may be considered for grant of Selection Scale after their retirement from service as attending In-service Course during last 6 years on the due date for grant of senior/Selection scale is one of the pre-requisites.

  1. SCOUTS & GUIDES :

(a) Compensatory leave may be granted when the teachers are attending Scouts & Guides training classes/escorting the students during the 2nd Saturdays, Sundays and Holidaysas per KVS Circular.

The Official side members have informed that in case of teaching staff who are required to escort students to Coaching Centres, Regional Meets etc., KVS,Hq. vide letter No.F.110225/62/2008/ KVS (HQ)/Audit dated 18/22-09-2009 have clarified that in the interest of teaching learning process only DA is allowed as admissible and Compensatory Leave/Holiday may not be granted. However, it was agreed to seek clarification from KVS, HQ as to whether the above clarification is applicable in case of B S & Guides also.
