Minutes of an Extraordinary Parish Council Meeting held on Wednesday 27th January 2016 at 7.30pm in the Peter Gooch Room, the Pavilion, Englefield Road, Theale.

(1) To start numbering pages from the right number:
a) Select “Page Layout” from the View Menu
b) Select “Page Numbers...” from the Insert Menu
c) In that dialogue window, Select Format...
d) Change the “Start At “ page-number, and click on OK (twice)
(2) With the View set to “Header and Footer”, both the Odd Header and the Even Header need to have XXXX changed to the appropriate Month
(3) Also change the XXXXXXXX above to show the actual Meeting Date

To prefix a numbered Point to a Heading, Press ALT + P
This triggers the “point” macro, which inserts a Sequence Field
++++ CHANGING THE STARTING POINT-NUMBER ++++
To start off with the right number, do the following:
a) drag-select a region that includes its grey number.
b) point at it to get the big white arrow
c) without moving the mouse, use the right-button menu to “Toggle Field Codes”
(this will reveal the “recipe” behind the Field)
d) select after the “SEQ Point...MERGEFORMAT “ and type “\Rn” where n is the starting number
(e.g. “\R123” to restart from 123)
e) pointing in the grey region, use the right-button menu to “Update Field”

182/15/16 Defibrillators for Theale

Members discussed the report provided by the Clerk. Dr Ellerton’s Charity is to purchase defibrillators to be positioned at (1) Theale Green School (internal), (2) Volunteer Pub (internal), (3) Charity Shop, High Street (external) and, possibly, (4) Primary School wall in Church car park (external). Bradfield College is to purchase one defibrillator for the Pavilion, Recreation Ground (external).

Members RESOLVED:

Parish Council to grant permission for defibrillator to be installed on external wall of Pavilion and to provide a power supply. Proposed Cllr Richardson; seconded Cllr Bateman.

Parish Council to take ownership of the three external defibrillators listed above, and to insure them appropriately. Proposed Cllr Wood; seconded Cllr Clark. It was agreed that the internal machines should be in the ownership of the hosts.

Parish Council to be responsible for any replacement parts required for each of the five units listed above. Proposed Cllr Fenwick; seconded Cllr Macro.

Parish Council to purchase one further defibrillator for the village should one be required. Proposed Cllr Flint; seconded Cllr Coker.

183/15/16 Precept and Budget 2016-17

Members discussed the financial reports provided by the Clerk. They expressed concern over the possible impact on the parish council of the second round of cuts West Berkshire Council was now debating. These could result in reduced funding to the parish council and/or WBC passing the delivery of more services over to the parish council. WBC plans will not be known for some time and therefore councillors took this uncertainty into account during their deliberations.

Members RESOLVED to increase the 2016-17 precept by 3% to £87,704.50. In real terms this will result in an increase of 66 pence per year for a Band D household (or 5.5 pence per month).

Proposed Cllr Williams; seconded Cllr Bateman. Approved nem con.

There being no further business the meeting closed at 9.20pm.
