The minutes of the previous meeting were read, agreed to be a true record of proceedings and duly signed by the Chairman.

Village Defibrillator – John Potter Chair of Walcott Village Hall attended the meeting to answer any questions regarding the purchase of a defibrillator. He started by saying that it would be a valuable rescource to the community to help in the case of anyone having a heart attack. It was recommended to purchase the defibrillator compatible with the East Midlands Ambulance Service equipment at a cost of £1180 including the external wall cabinet. The village hall is prepared to make a donation of £300 with the parish council adding £880 to make up the total. Maintenance costs are £95 or after each use, which replaces the adhesive pads and the change of charging stickers. The running costs would be £30 per annum for electricity. If the purchase is made through the parish council, VAT can be reclaimed. The Clerk was asked to confirm the parish council’s donation towards the new defibrillator to John Potter.
Precept 2016/17 – After the precept staying the same for the last ten years it was felt that a rise was justified for the new financial year. A total figure of £6784.00, an increase of 6% was agreed which would be made up of the precept £6601.52 and direct grant of £182.48 total funding from NKDC.
Public Footpath between Walcott and Billinghay – An email was received by the clerk from a resident of Walcott bringing to their attention the state of the footpath running between Walcott and Billinghay. Encroaching vegetation is making it slippery and uneven and that a wheelchair or pushchair would not be able to be pushed along the path. The Clerk was asked to contact Highways to make them aware of the situation.
A house was flooded on Main Street near the village hall. Workman lowered the drainage pipe on the road outside the property for it to be sited at a lower level for the water to drain away rather than going into the property.
Dog Waste bin heights – A letter was received by the clerk from Nina Camm Environment Manager at NKDC. The dog bin at the entrance to Manor Farm, Pinfold Lane exceeds the opening height of 1000mm and they have asked for it to be lowered. Cllr Pearson is to carry out the work.

The noticeboard in the bus shelter has been secured with an exterior latch and padlock.
Cllr Morris reported that the Catley Abbey footpath has been reopened. A handgate has been put in place and the footpath has been signposted and cleared to run along the outside of the field. This will hopefully be cutduring the summer months to make it passable and Cllr. Grantham asked Cllr. Morris to keep him informed of the situation.
Cllr Grantham asked the clerk to contact LCC to inform them how overgrown the site at Catley Abbey is as they own the site. The Clerk to sort.
Cllr Grantham is to organise a meeting with the Playing Field Committee to get an update how the equipment is being used and their future plans for 2016.
Cllr. Pearson is to attend the Routine Play Area Inspection Training course run by Community Lincs. on 7th March at a cost of £78 inc. VAT.
