Minutes of the Traffic & Parking Committee Meeting held

Thursday 20thFebruary2014.

Present:Chris Turner (CT), Alun White (AW),Robin Jones (RJ), Kit Ayres (KA), Jack Baggott (JB), Mike Curtis (MC), Mike Moseley (MM) andSue Green (SG).

Minutes of Last Meeting: The minutes having been circulated CT proposed acceptance, AW seconded, all were in favour.

Matters Arising:

Theclerkwrote to Greene King mentioning the lack of light in the Kings Arms Passage and asked for a response to KA’s letter. Greene King had replied stating Real Fire Pub Company are responsible. As no action has been taken yet, Town Clerk to follow up direct to the Real Fire Pub Company.

Vintage Truck Run:

Mr Ted Gowen informed the committee of a Vintage Truck which is being organising to raise funds for Cystic Fibrosis. It will take place through the towns of Stow-on-the-Wold, Bourton-on-the-Water and Northleach on Easter Sunday (20 April 2014). He requested approval from the committee to be able to have a static display of 3 vintage trucks in the Market Square and the possibility of some trucks transiting through the square throughout the day.

MC asked how long the event would last, if any stewards would be available and how many spaces he would require for the static display. TG advised that the event would run from 10am to 4pm, with vehicles departing the start point 4 at time, with 15 minute intervals between groups. He advised he will have stewards available all day, they would have radio contact with each other and could decide if vehicles were directed to the square dependant on traffic conditions or just continued on the run. He advised 5 spaces would be sufficient as the static display would be smallish vehicles and this would allow space for the public to view them. CT proposed supporting this event, AW Seconded all in agreement.

Road Works at Broadwell junction

No firm date for when these road works would take place other than in the next financial year. The committee discussed if a full closure was necessary, enquired if Tesco’s had been informed. The Town Clerk will contact Bob Skillern (BS) to find out if a date had been decided and if Tesco’s has been informed.

Alley at Church Road

The draft letter to shop owners on Church Alley was discussed it was decided to only send the letter to St Edwards Café, Costcutters and Bonny Webb. Proposed SG, Seconded RJ all in favour. JB questioned whether we should be contacting Environmental health as well, as quite often bins did not have lids in place and were overflowing. The committee decided to write in the first instance, with environmental health approach an option for the future.

Pedestrian Crossing at Evesham Road – Speed Survey

The results of the speed survey carried out by highways, showed that speeds were excessive on this road. With this evidence, the committee felt it was necessary to have a meeting with BS to discuss what options are available to slow traffic.

Speed Survey – Oddington Road

Although the speed survey, did not show excessive average speeds, the committee still felt the speeds and volume of traffic were high for that location. When meeting is arranged with BS, this speed survey would also be discussed.

Draft plan of the pedestrian improvements to Stow Square

The committee decided the plan needed to be discussed with BS, to have the plan explained fully. The view of the committee was any changes should not reduce the number of parking places. The town clerk will request BS provide the results of the Square speed survey which was carried out and request if he had any historical speed survey information from Fosse Way.

Fleece Alley

The photo provided by Simon Clarke cleared showed the drainage problem on Fleece Alley. The Town clerk will forward this evidence to Highways and request they make arrangements to rectify.

Any Other Business:

It was suggested that aperson sensitive light could be fitted in George Alley. AW will contact the proprietor of the travel agent to see if they are willing to install one.
