MINUTES OF THE TOWN OF GREENBUSH

TOWN BOARD MEETING AND PLANNING COMMISSION MEETING

JANUARY 25, 2016

Planning Commission:

Planning Commission member, John Easley, called the Planning Commission Meeting to order at 7:35 p.m. Planning members present were Al Gross, Merlin Miller and Jim Sheets.

To consider the request made by William & Janet Kraemer at N6086 Hillcrest Drive in Section 13 to create a 5.01 acre lot and change the zoning of this lot from C-2 to A-5 and create one 10 acre lot as C-2 and leave the remaining 14.77 acres with the home on it as C-2. A driveway permit has been approved from the Sheboygan County Highway Department for the 10 acre lot which would have a driveway off of CTH-S. Kraemer stated that the property was staked out for a general inspection by both Board and Planning Commission members. Public Hearing at next month’s meeting.

Town Board Meeting:

Supervisor Stemper called the Town Board meeting to order at 8:00p.m. Board members present were Dan Klahn, Paul Eischen and Beth Lagacy. Chairman Limberg came at the very end of the meeting.

Motion Lagacy / Klahn to approve the clerk’s report as presented. Motion carried.

Motion Eischen / Klahn to approve the treasurer’s report as presented. Motion carried.

Supervisor Eischen stated that he was having problems getting the calendar off of the web site. He also stated that he wanted a copy of the town calendar for February. Clerk will get him a copy.

Craig Goeser talked about holding weddings / banquets in the old Country Crafts. The capacity would be 150-175 people. Events would be held 2-3 days a week with hours being from 4:00 pm to 11:30 pm. Premise must be vacated by midnight. They would also need a liquor license. Use the existing parking lot and add lights in the parking lot for security. No cooking being done on site all food would be catered in. Bathrooms need to be modified so they are handicap accessible. No sprinklers needed as they would spray something on the insulation to stop it from burning as fast. Motion Eischen / Klahn to deny the current request for a conditional use permit but let Craig Goeser reapply for a new conditional use permit with the fee being the cost of publication in the paper only. Motion carried.

Steve Dickman, Fire Chief, gave his monthly financial statement for the fire department. The SCBA’s were ordered from MSA December 30, to take advantage of the discount price. Scott Safety was unable to provide a demo model for the fire department to view so they fire department chose between MSA and Inspiron. They felt that MSA is more user friendly and similar to the SCBA’s we are replacing. The delivery date would be no longer than 120 days from the date of order. Pat Zorn, Fire Chief for the Elkhart Lake Fire Department, stated that they would purchase the 8 bottles that have life remaining on them. They would be willing to pay $35 / per year of life for each bottle which would come to a total of $2,500. Will pass the check along to the town when it is received. The Wade House allowed the fire department to use their man lift to wash the top side of the lights, and heating reflectors. Steve stated that he also replaced any burned out light bulbs. Two light fixtures do not light up with replacement bulbs and may have bad ballast. Possible to replace with LED lights. Check on Fixtures.com to see prices. This Friday night , the 3rd annual Soup Supper sponsored by the Spring Valley 4-H and fire department will be held in the fire station. Doors open at 4:30 and will run until 7:30 or as long as the soup lasts. The fire department had no fire calls during the month of January.

Board members discussed brush cutting on Kettle Moraine Drive, Glen Road between Sugarbush and CTH-T and Center Road near Sugarbush Road. Supervisor Eischen also stated that he felt that we should use more of the money for Blacktopping and Seal Coating rather than brush cutting. He also feels that the brush cutting should be done in the summer when the leaves are on the trees to see what is hanging low and in the right of way.

Motion Lagacy / Klahn to approve the 2016 Mobile Home Park License Renewal for Leones Mobile Homes LLC off of Plank Road. They currently have 18 trailers. Two of them are vacant.

Motion Klahn / Eischen to approve the temporary liquor license for the Greenbush Kettle Moraine Trailblazers Corporation (GKMT) for the March 6, 2016 Snowmobile Club Brat Fry Raffle. Motion carried.

Fire Inspector, Bill Lagacy, did a fire inspection of the building and found that the emergency light is out in the meeting room by the kitchen. He stated that he had a battery for the light and asked that Chairman Limberg have it fixed by Febraury 7, 2016 when he does his reinspect.

A letter was received from the Kettle Moraine 4-H club. They were very upset that the clubs Christmas Tree and decorations were shoved into the corner of the storage room. The box that the tree went into was thrown away. They felt very unsupported and hurt by these actions. Board members stated that the new janitor did not realize that it was not the town’s and would like a letter of apology written and sent to the club.

Chairman Limberg reported no building permits issued since last month’s meeting.

Motion Lagacy / Klahn to approve bills for payment. Motion carried.

There being no further business to come before the board, motion Limberg / Klahn to adjourn. Motion carried
