Minutes of the Standard 762 Task Force conference call on October 17, 2002 at 10:00 AM (EDT)

Discussion and Projects:

  1. Welcome by Andy Ford
  2. Everyone will be asked to provide updated email addresses and contact information
  3. There are some costs associated with using the IEEE teleconferencing. Andy Ford will look into using the PJM teleconferencing facilities for the next meetings in November and December.
  4. The draft of the GADS Proposal #2 – New Event Types was discussed.
  5. It was agreed that the wording on the generating unit boundary should be revised to indicate a preferred order in establishing the generating unit boundary.
  6. Mike Curley will address the External Cause Codes that are in the NERC GADS Data Reporting Instructions indicating which ones will be assumed to be external to the generating unit boundary as defined. This will be discussed during the November conference call.
  7. For some types of units, there is a concern regarding the “lack of fuel” being properly accounted for in the events that the generating unit is accountable for. This will be discussed during the November conference call.
  8. NERC will withdraw GADS Proposal #2 – New Event Types from consideration. It was felt that the proposed event types for external events would be covered with existing and/or new cause codes. The PE and ME event types have also been withdrawn since the SE has become the established event type for extensions of both planned and maintenance outages.
  9. Mike Curley reported that the comparison between UNIPEDE and GADS (IEEE-762) shows that they are estimated to be 90-92% compatible. Could easily go to 95% as a result of further discussions between NERC and UNIPEDE.
  10. Inclusion of Pumping and Synchronous Condensing hours in service hours –
  11. Mike Curley will bring this up during the NERC GADS Workshop in Phoenix (October 21-23, 2002) to get a feel for what might be preferred.
  12. Mike Curley was asked to calculated EFOR and EFORd with and without the pumping and synchronous condensing hours included in the service hours to determine the impact.
  13. While synchronous condensing hours seemed acceptable, including pumping hours in service hours is still an item for further discussion.
  14. In making revisions, it is suggested that we send marked up copies of the electronic copies of the 762 standard to Andy Ford.
  15. In the definition of “Planned Outages” is the sentence: “A planned outage is scheduled well in advance”. It was decided that the standard should continue to use the phrase “well in advance” with the revised expanded definition of the planned outage even though other organizations have defined the criteria to be a specified number of weeks. It was also recommended that the NERC GADS Data Reporting Instructions should include the phrase “well in advance” with the revised expanded definition of the planned outage.
