CAROLINA SHORES HOMEOWNERS ASSOCIATION
September 24, 2016
The annual meeting of the Carolina Shores Homeowners Association was held on September 24, 2016 at Grub Brothers Eatery, 156 West Main Street, Washington, NC. Present were John Picariello (Lot 12), Elier and Geizel Hernandez (Lot 13), Ray and John Donohue (Lot 17), Kenneth Lumsden (Lots 36 and 37), Simon and Lindalee Stroud (Lot 54), Marc and Linda Cozzens (Lot 85) and Susan Reid (Lot 88). Proxy votes were received from Barbra Grela (Lots 1 and 70), Yvonne Johnson (Lot 7), The Holy Ground Trust (Lots 3 and 49), Yvonne Farmer (Lot 6), Mary Vitelli (Lot 8), Ben A. Cavin, Jr. (Lot 9), Marion Dean Brown (Lot 14) (to establish quorum only), Dan McTyre (Lot 16), Ray and June Minter (Lot 26), James B. Harris (Lots 27 and 28), Donna Bergin (Lots 31 and 39), Frank Measamer (Lots 32 and 35), Richard Morris (Lot 33), John Taylor (Lot 44), Mike Keating (Lot 48), Stephen Shaw (Lot 50), Stanley Dodson (Lot 58), Byron Fordham (Lot 74), James Barnes (Lot 83), Mary Hitchcock (Lot 84) to establish quorum only, Heinz Stoiser (Lots 86, 87 and 89) and Judith A. Roche (Lot 90).
The meeting was called to order at 12:15 p.m. by John Picariello. John Picariello acted as Chairman of the meeting, and the proceedings were recorded by Susan Reid, who acted as Secretary. A quorum was announced by the President and the meeting proceeded.
Upon motion made, duly seconded and unanimously approved, the Minutes from the 2015 annual meeting were approved as written.
The President reported that not much has gone on during the past year and that he has continued to keep the website updated. The common areas continue to be mowed and that he felt they looked good. This was a particularly rainy year, so the grass has grown quickly. The Secretary also stated that the contractor had sprayed the common areas for weeds in the spring, which helped keep growth down.
The President further reported that the four wheeling problems on the property has pretty much stopped. As previously reported, a letter was sent to the lot owner responsible for the four wheeling, the Sheriff was contacted, and the four wheeling dramatically decreased. There is still four wheeling activity, but it is largely confined to the roadways and private property. Any lot owner who sees unauthorized four wheeling activity is urged to contact the Sheriff’s office.
The President reported that there is a lot of trash on the lots, particularly on Tarpon Pointe. Unfortunately, the trash (washing machines, furniture, etc.) is not being dumped on the common areas; it is on the private lots. Each lot owner who has trash on their lot should contact the Sheriff and make a crime report. The private roads are also being vandalized by someone painting them. The Association will make a complaint with the Sheriff’s department concerning this vandalism. Tarpon Pointe is particularly a problem street, since it is long and no one lives on it. The Vice President and Secretary volunteered to try to get owners together to go out and pick up the trash and dispose of it.
The President further reported that hunting season will be starting soon. As previously discussed, Tarpon Pointe seems to be the prime area for dumping and hunting in the community. If any resident hears shots fired on the common areas or private roadways, they are encouraged to call the Sheriff. Any and all reports of shots fired must be investigated. Discussion ensued concerning the possibility of posting No Hunting/No Trespassing Signs on all the private roads. It was agreed that the Association was post signs at the entrance of all private roads in an attempt to deter the hunters. Discussion also ensued concerning painting around some trees with purple paint, which means no hunting/no trespassing. It was agreed that the Board would look into this issue and proceed as they saw fit. The Vice President advised that he was going to place cameras on his property to see if he could capture license plate numbers of the trespassers.
Additionally, the President brought up the condition of the common area pier. There are boards which need to be replaced, and due to CAMA requirements, power washing can only be done during the colder months in order to preserve the fragile ecosystem existing in Little Ease Creek. Discussion ensued concerning the possibility of replacing the floor of the deck with concrete hog slats. This would decrease the need for maintenance in the long run. It was agreed that the Board would solicit bids to replace the floor of the deck with concrete slats and proceed as they saw fit.
Discussion ensued concerning spraying the edges of the private roads to stop the encroachment of the grass onto the roadway. The Secretary said she would contact the mowing contractor to get a bid for this work. She will attempt to set up a meeting with him at the property and that time will also discuss hiring the company to enhance and maintain the areas around the common area street signs.
Linda Cozzens (Lot 85) brought up the possibility of making the community a private gated community. Discussed ensued and it was stated that there is no possibility of making a gated community since some of the roads are public roads. Yes, the entrances to Sea View Court, Tarpon Pointe and Breakwater Drive could be gated, but this would not an effective solution to keeping trespassers out of the community, as they would just drive around them or tear the gates down.
Susan Reid, acting as Treasurer, reported on the finances of the Homeowners Association. A copy of the budget and balance sheet is attached to these Minutes. Discussion ensued, and upon motion made, duly seconded and unanimously approved, the budget for 2016-2017 was approved.
Susan Reid, as Chairman of the Architectural Control Committee, advised that there was no activity during the fiscal year.
The Chairman then called for election of officers of the Association. John Picariello (Lot 12) was nominated for President; Simon Stroud (Lot 54) was nominated for Vice President; Susan Reid (Lot 88) was nominated for Secretary and Susan Reid (Lot 88) was nominated for Treasurer. Upon motions duly made and seconded voting was opened for the officers of the Association. John Picariello was duly elected President by unanimous vote, Simon Stroud was elected Vice President by unanimous vote, Susan Reid was elected Secretary by unanimous vote and Susan Reid was elected Treasurer by unanimous vote.
The President again urged all homeowners to utilize the Association’s web site: www.cshoa.com. There is a list of contractors for lot clearing/mowing, etc. on the web site as well as links to all government offices and a president’s page with frequently updated community news. All lot owners are also asked to give the Board the name, phone number and address of any contractor they deal with who they feel was responsive and did satisfactory work.
There being no further business to come before the meeting, upon motion duly made, seconded and unanimously approved, the meeting adjourned.
