MINUTES OF THE REGULAR MEETING

OF THE WARROAD CITY COUNCIL

July 10, 2017

CALL TO ORDER:

Mayor Marvin called the Regular Meeting of the Warroad City Council to order at 5:15p.m.on July 10, 2017.

Those Present: Councilors Dick Soderberg, Kevin Thompson, and Michele Vandal.

Absent: Councilor Jeff Parker

Also Present: City Administrator Kathy Lovelace, City Staff – Amy Friesner, Ron Kleinschmit – Utility Superintendent, Jammie Bender – WFD, Joy Bukowiec and Christian Zanc – WRU, Glenda Phillipe – Roseau County, and Jeremy Hahn – Airport Manager.

APPROVE AGENDA:

Councilor Vandal moved to approve the meeting agenda with the deletion of 3a – Northwest Regional Library. The motion was seconded by Councilor Soderberg and carried unanimously.

Fiscal/Administrative Issues:

Approval of June 26, 2017 Council Minutes

Motion made by Councilor Vandal to approve the June 26, 2017 regular Council Minutes as written. The motion was seconded by Councilor Thompson and carried unanimously.

Two Council Members to Review July 24th Bills

Mayor Marvin and Councilor Soderberg agreed to review the bills prior to the July 24, 2017 meeting.

Approval of Checks/NMPA Payment

Motion made by Councilor Vandal to approve the July 2017 checks totaling $882,951.43 (NMPA #20170630 = $329,010.29, Sales Tax #06302017 = $7,737.00, E1715-1723 = $57,984.39, AP #43319-43399 = $429,362.33, PR #6777-6815 = $22,458.54, and PR E-#508230, 508233 = $36,398.88). Motion seconded by Councilor Thompson and carried unanimously.

Revenue/Expense Summary

No action taken.

Public SAFETY ISSUES:

Ambulance – Accept resignation of FT Paramedic M.D.

Motion made by Councilor Thompson to accept the resignation of FT paramedic, Miriam Deboer, and thank her for her years of service. Motion seconded by Councilor Vandal and carried unanimously.

Ambulance – Request to reclassify PT Paramedic B.N. to fill FT Paramedic position

Motion made by Councilor Vandal to move PT paramedic Brittany Nosbusch in the FT paramedic position created by the resignation. Motion seconded by Councilor Soderberg and carried unanimously.

AIRPORT

Airport Project Status Report - KLJ

No action taken.

PLANNING COMMISSION

Private Property on Public ROW or City/Port Authority Property

Through the Planning Commission’s canvass of city properties, it was noted that some people are using city property as storage and/or added land. Council was asked what should be done about this in order to enforce consistent policy. Notifying adjacent property owners by letter to remove anything they own was discussed along with the possibility of impounding anything on city property that would be classified as abandoned.

City Administrator Kathy Lovelace stated that she would discuss the issue with legal counsel and report back with some options.

Utility DEPARTMENT

Authorization to send delinquent Utility Accounts to Collection

Motion made by Councilor Thompson authorizing to send delinquent utility accounts to collection as presented. Motion seconded by Councilor Vandal and carried unanimously.

Application for Exempt Permit- Warroad / NW Angle Ducks Unlimited/ Raffle

Motion made by Councilor Vandal to approve the NW Angle Ducks Unlimited Exempt Permit as presented. Motion seconded by Councilor Thompson and carried unanimously.

Recognition of Senator Mark Johnson and Representative Dan Fabian as LMC Legislators of Dinstinction for 2017

Information only, No action taken.

Adjournment:

There, being no further business, Councilor Vandal moved to adjourn the Regular Meeting of the Warroad City Council of July 10, 2017. The motion was seconded by Councilor Thompson and carried unanimously. The meeting adjourned at 5:40 p.m.
