Minutes of the Presidential Committee on Athletics

Big Ten/Iowa Room, Carver-Hawkeye Arena

February 13, 2014

Members Present: Baker, Chung, Cox, Herman, Hines, Hollingworth, Moorhead, Noser, O’Deen, O’Hara, Parkin, Scott, Westefeld, and Zaharis.

Members Absent: Eko, James, Lee, Vlastos, and Weinstein.

Guests Present: Megan Menzel, Head Women’s Golf Coach; Dr. Andrew Peterson, Assistant Professor of Pediatrics; and, Russ Haynes, Athletic Trainer.

Chair Hines brought the meeting to order at 4:18 p.m.

I.  Welcome to Head Women’s Golf Coach Megan Menzel

Barta introduced Menzel to PCA members. She thanked the members for inviting her and for the Committee’s support of student-athletes. Though they are young, she is excited about her team and is certain the James M. Hoak Family Golf Complex has the state-of-the-art equipment necessary to prepare them for next week’s season opener. The facility is working out well by also providing a place where the men’s and women’s golf teams can come together to practice and study. She invited PCA members to tour the facility.

Westefeld took an opportunity to thank Menzel for speaking to his class earlier in the year. She responded by telling how much she enjoyed the opportunity and felt she gained valuable insight from his students through a dialogue on motivation.

Chair Hines welcomed Menzel and thanked her for her report.

II.  Announcements

A.  Chair Hines welcomed Chuck Lynch back to the PCA. Lynch is PresidentMason’s liaison for the Institutional Performance Program (IPP). Lynch will present to the PCA at the next meeting.

B.  The next PCA meeting will be February 27, 2014, at 4:15 p.m.

III.  Approval of Minutes of December 5, 2013, PCA Meeting

O’Hara moved to approve the minutes of December 5, 2013; O’Deen seconded. Unanimous approval was imparted by the PCA.

IV.  Old Business

A.  Academic Achievement Subcommittee - Cox

An agenda from the December 12, 2013, meeting is enclosed.

B.  Executive Committee - Chair Hines

Appended is the February 13, 2014, agenda.

C.  Equity Subcommittee - Hollingworth

The agenda for the February 6, 2014, meeting is attached.

D.  Student Athlete Welfare Subcommittee - Moorhead

Agendas from December 9, 2013, and February 10, 2014, meetings are included.

V.  New Business

A.  Update from Academic Achievement Subcommittee - Cox

Cox asked PCA members to actively recruit colleagues to replace outgoing faculty members of the PCA. Chair Hines echoed his request and praised current members for their work on search committees.

Cox reported Subcommittee members will look at a final draft of the eight-day missed class policy during next week’s meeting. A checklist will be used to aid the determination of when exceptions to the eight-day rule will be granted. These guidelines will help navigate the travel challenges created by the addition of Maryland and Rutgers. Cox will keep the PCA apprised on the guideline’s status.

B.  Presentation: Concussions - Their Prevention, Detection, and Treatment at the Uof I - Dr. Andrew Peterson UIHC

Enclosed are handouts of a PowerPoint presentation given by Dr.AndyPeterson. He highlighted the three components of UI Sports Medicine’s overall approach to concussion management. His presentation touched on concussion identification and treatment, and return to play/classroom protocol.

Dr.Peterson and UI Athletics Trainer Russ Haynes answered questions throughout the presentation covering various topics including the decision-making roles of UI physicians, the effects of multiple concussions, which sports are most prone, and research to prevent injury. Chair Hines thanked Dr.Peterson and Haynes on behalf of PCA members.

Chair Hines distributed the attached documents: a Big Ten Injury and Illness Reporting Acknowledgement Form and the December 2013 Sports-Related Questionnaire sent by the Coalition on Intercollegiate Athletics to the Sports Medicine Clinic and filled out by Dr.Peterson.

VI.  NCAA & Big Ten Legislation and Other Issues - Barta, Meyer, Herman, & Parkin

A.  The NCAA Convention was held mid-January. Barta reported that no action on restructuring was taken. He will report on any updates regarding NCAA governance after the April NCAA Board of Directors’ meeting.

B.  The Big Ten Joint Group meeting takes place February 24-25, 2014.

VII.  Iowa Student Athlete Advisory Committee (ISAAC) Report - Noser

A.  The annual Human Rights Bowling Social took place on Martin Luther King, Jr. Day and was well-attended by student-athletes. Many teams created human rights posters for their annual contest.

B.  Planning is underway for the student-athlete talent show. The event is scheduled for March 30, 2014.

C.  The annual Hawkeye Day of Caring is being targeted for April or early May. Student-athletes will come together and give back to the Iowa City area by performing community service.

D.  Chair Hines asked Noser about the draft grievance policy which was recently sent to ISAAC for review and edits. Noser indicated ISAAC had no concerns with the policy and felt the policy review provided a good reminder to members as to the purpose and need for the policy. Mims confirmed the policy is reviewed at the beginning of the year with all student-athletes and indicated a second review mid-year is being considered. The draft will now be sent to head coaches for review and input.

VIII.  Athletics Director’s Report - Barta

A.  Enclosed are the sports report and schedules for February. Barta summarized the following highlights:

1.  Barta announced that Bond Shymansky was hired as the new head volleyball coach. He will be introduced to the PCA at a later meeting.

2.  The fall sports season recently concluded with signing day. Fall sports post-season play included soccer’s debut in the NCAA Tournament and football’s Outback Bowl appearance.

3.  Wrestling is currently ranked number three in the country. They compete tomorrow at Lehigh.

4.  With the women’s basketball win against Northwestern, Lisa Bluder achieved her 270th win and became the winningest basketball coach in Iowa’s history. The University of Iowa will host the NCAA First and Second Rounds of the Women’s Basketball Tournament in March.

5.  Men’s basketball beat Michigan on February 8, raising its Big Ten record to 7-4. Team members enjoy playing in front of sold-out crowds at Carver-Hawkeye Arena.

6.  Spring sports are beginning while swimming and track are preparing for championships seasons.

B.  The Hawkeye Campus indoor facility and the Football Phase II project are on schedule to be completed this fall. The Hawkeye Campus facility is a partnership with Recreational Services and the Hawkeye Marching Band.

C.  The reseating of Kinnick is in process. Barta praised the Ticket Office staff members on their efforts to guide fans through the process.

D.  On behalf of the coaches and Athletics staff, Barta extended thanks to the PCA for their collaborative effort to refine the eight-day missed class policy.

E.  Chair Hines reminded everyone 205 student-athletes will be honored for their academic achievements during a halftime awards ceremony at the men’s basketball game against Wisconsin on February 22. All were encouraged to attend.
