96.APOLOGIES FOR ABSENCE:

Apologies for absence were received from Councillors P. Downing, D. Beynon and J. Beynon.

97.TO RECEIVE DECLARATIONS OF PERSONAL INTEREST FROM MEMBERS IN ACCORDANCE WITH THE COUNCIL’S CODE OF CONDUCT:

There were no declarations received.

98.TO RECEIVE A PRESENTATION FROM MS SUSAN RODAWAY FROM THE SWANSEA RURAL COMMUNITY VOICE PROJECT:

Ms Rodaway explained that the project started in Pennard and now covered all the rural wards in Swansea. The project involves a digital platform where members of the public can share ideas which can provide the community with a list of priorities. Ms Rodaway agreed to provide Members with a training session and will visit the local produce market to engage with the public.

99.TO RECEIVE AND CONSIDER THE MINUTES OF THE COUNCIL MEETING HELD ON THE 2ND NOVEMBER 2017:

The above minutes were accepted as a true record.

(a)Dragon School of Combat (public questions):

The Clerk advised Members that he had written to the owner of the unit housing the Dragon School of Combat but had not received a reply.

(b)Mynydd y Gwair Wind Farm (Min No 82(a)):

The Clerk reported receipt of the following:

  • draft minutes of the Community Liaison Group meeting held on the 24th October 2017;
  • copy of e-mail regarding the social benefit terms within schedule 6 of the Section 106 planning obligation;
  • report from Mrs P. Waterhouse concerning the access road construction;
  • response from Cllr K. Griffiths concerning Mrs Waterhouse’s report.

The Mayor stated that she would meeting with Mrs Waterhouse and it was agreed that representatives from Innogy be invited to attend the February Council meeting.

(c)To receive reports from representatives on outside bodies (Min No 88):

Cllr G. John informed Members that the Christmas quiz held on the 6th December had been a huge success but expressed disappointment at the number of councillors who had attended the event.

(d)To consider the Independent Remuneration Panel for Wales’ Annual Report (Min No 89):

The Clerk informed Members that to date he had only received one request to forgo payment as prescribed by the above Panel.

100.TO RECEIVE REPORTS FROM COUNTY WARD MEMBERS:

County Councillor K. Griffiths reported on the following:

  • Macmillan Distribution to pay for signage to their depot;
  • Works to be carried out to the corner of Water Street near the fire station;
  • Works to be carried out to the lane in Dantwyn Road;
  • Update report on works being undertaken by Virgin Media;
  • Enforcement action being considered for the Gwyn Hotel;
  • Bowling green, Coedbach Park.

101.TO RECEIVE AND CONSIDER ANY URGENT MATTERS FROM TOWN COUNCILLORS:

Cllr R. Jenkins queried the 106 payment to the comprehensive school and the lack of lighting to Tidal Reach, leading to Tesco stores. He was advised that the 106 payment had been used for the benefit of the school and Tidal Reach had not been adopted by the City & County of Swansea.

There were no questions tabled.

103.TO RECEIVE AND CONSIDER REPORTS FROM THE CLERK:

The following correspondence was received and noted:

(a)Parochial Church Council – letter of thanks following the Council’s sponsorship if the Christmas Tree Festival;

(b)Welsh Government – statement concerning 21st Century Schools and Education Programme;

(c)Mid and West Wales Fire and Rescue Authority – draft corporate plan 2018 – 2013;

(d)City & County of Swansea – Public Service’s Board Well-Being Plan;

(e)NHS Wales Health Collaborative – major trauma network for South and South West Wales and South Powys;

(f)Welsh Government – section 137 expenditure limit for 2018-19;

(g)One Voice Wales – response to revised proposals to change parliamentary constituencies in Wales;

(h)One Voice Wales – response to proposals for a Welsh Language Bill;

(i)Bridgend Coalition of Disabled People – petition to Welsh Government on access certificate;

(j)The Ambulance Service Union – request for financial assistance to support ambulance staff;

(k)City & County of Swansea – notification of precept 2018/2019;

(l)Pontarddulais Festival of Remembrance – Saturday November 10th 2018:

The Clerk reported an e-mail from a representative of the Pontarddulais Town Band proposing a Festival of Remembrance to mark the end of WW1 to be held in Pontarddulais on the 10th November 2018. It was agreed that Cllr C. Harris would report back to the next Council meeting with financial information on the above proposal.

(m)Pontarddulais War Memorial:

The Clerk reminded Members that it had been agreed to seek grant aid to repair and improve the War Memorial. He presented an e-mail from the War Memorials Trust and it was agreed that the Council should, in the first instance, apply for a Professional Advice Grant to investigate the condition of the war memorial by a conservation accredited architect or architectural technologist.

(n)City & County of Swansea – Open Spaces Strategy:

The Clerk reported on the above draft strategy. It was agreed that the matter be placed on the agenda of the January 2018 meeting.

(o)Youth Clubs:

The Clerk reported an e-mail from Whitehead-Ross Education and Consulting requesting a letter of support from the Council for the funding of the youth club in Pontarddulais. Members agreed to decline the request.

(p)Planning Law in Wales – consultation paper:

The Clerk reported a consultation paper from the Law Commission on a review of planning law in Wales. It was agreed that the matter be referred to the Estates, Development and Regeneration Committee.

(q)The Gwyn Hotel and land to the rear:

The Clerk reported an e-mail from Mr Huw Francis concerning the above propertyand traffic issues around the junction of St Teilo Street/Tidal Reach and Station Road. It was agreed to forward the e-mail to the City & County of Swansea and request a site visit to discuss the road markings on and around the junction.

(r)2 St Teilo Street, Pontarddulais:

The Clerk reported a copy of an e-mail from the waste management section of the City & County of Swansea to Cllr K. Griffiths concerning the above premises (Gwyn Hotel).

104.TO RECEIVE AND CONSIDER REPORTS FROM THE MAYOR:

The Mayor reported on her civic duties during the past month.

105.TO RECEIVE AND CONSIDER REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES:

Cllr G. John informed Members that the Children’s pantomime would be held in the Institute on Friday 8th December with the Christmas market on Wednesday 13th December.

106.TO AUTHORISE AND APPROVE THE EXPENDITURE FOR THE MONTH OF NOVEMBER 2017:

The above expenditure was authorised and approved.

107.TO RECEIVE A MONTHLY INCOME REPORT AND BANK RECONCILIATION FO THE MONTH OF NOVEMBER 2017:

The above reports were accepted. See appendices attached.

108.TO RECEIVE PLANNING APPLICATIONS PREVIOUSLY CIRCULATED TO ALL MEMBERS:

(i)Land at rear of Unit 4, Tynybonau Road, Pontarddulais – construction of 1 industrial unit (class B2) to accommodate plant and machinery;

(ii)65 Glynhir Road, Pontarddulais – first floor extension for bedroom/bathroom and extension to ground floor to extend kitchen;

(iii)12 Woodville Street, Pontarddulais – proposed two storey side extension, part two storey & part single storey rear extension, additional hardstanding to front of property for additional off road parking spaces & widening of existing dropped kerb between numbers 10 & 12 Woodville Street;

(iv)102 St Teilo Street, Pontarddulais – proposed change of use of residential one bedroom first floor flat (102A St Teilo Street) back to first floor optometrist clinic/surgery (102 St Teilo Street).

There were no observations concerning the above applications.
