MINUTES OF THE PONTARDDULAIS TOWN COUNCIL MEETING HELD ON THE 2ND DECEMBER 2010

Prior to commencement of business the Mayor invited questions from members of the public. There were no questions forthcoming. The Mayor wished everyone a Merry Christmas and a Happy New Year.
93. APOLOGIES FOR ABSENCE:
Apologies for absence were received from Councillors D. C. Richards, W. Vonk and E. Miles.
94. TO RECEIVE DECLARATIONS OF PERSONAL INTEREST FROM MEMBERS IN ACCORDANCE WITH THE COUNCIL’S CODE OF CONDUCT:
There were no declarations of personal interest.
95. TO RECEIVE AND CONSIDER THE MINUTES OF THE COUNCIL MEETING HELD ON THE 4TH NOVEMBER 2010:
The above minutes were accepted as a true record.
(a) Highland Terrace, Pontarddulais (Min No 82(b)):
The Clerk informed Members that he had requested further clarification regarding the closure of the above road and was awaiting a reply from the City and County of Swansea.
(b) The Cenotaph, St Teilo Street, Pontarddulais (Min No 85(f)):
The Clerk reported an e-mail from Elliott Ryder Conservation suggesting they trial a new product which may resolve the staining on the War Memorial. He also reported an e-mail from the War Memorials Trust indicating that due to a large workload their response to the Council’s grant completion report will take longer than anticipated. It was agreed to request Elliott Ryder Conservation to trial the product in question and await their response.
(c) Canolfan y Bont, Pontarddulais (Min No 85(g)):
The Clerk reported an e-mail from the Partnership’s Development Worker thanking the Council for their grant of £2,000 towards the running costs of the premises.
(d) To consider the security of the Cenotaph site (Min No 89):
The Clerk reported a meeting that he and Cllr Beynon had with a representative from the Library Service concerning the provision of CCTV cameras sited on library grounds and overlooking the War Memorial . He provided a quotation received from Baywatch Security and explained that additional lighting would be required to the Cenotaph to allow for enhanced identification. RESOLVED that tenders be sought for two additional lights at the rear of the War Memorial.
(e) To re-approve the Annual Return for the year ended 31st March 2010 (Min No 90):
The Clerk advised Members that the External Auditors had completed the audit and no matters had come to their attention giving cause for concern that relevant legislation and regulatory requirements had not been met.
96. TO RECEIVE REPORTS FROM COUNTY WARD MEMBERS:
Cllr Beynon queried whether there had been any progress concerning the parking problems in James Street. County Councillor Miles explained that parking was not allowed in the rugby club car park due to safety issues. He added that he would look into the Safe Routes to School initiative. The Mayor queried whether there had been any further information on the breakdown of costings following the closure of Highland Terrace. The Mayor also queried whether the petition hearing for Highland Terrace had been heard. Cllr Miles stated that the hearing had been postponed to a future date. Cllr Miles agreed to investigate the matter. Cllr Miles advised Members that he had requested additional grit bins in the town.
97. TO ANSWER QUESTIONS FROM COUNCILLORS (3 CLEAR DAYS NOTICE OF ANY QUESTION HAVING BEEN GIVEN TO THE PERSON TO WHOM IT IS ADDRESSED):
Cllr Harris had tabled the following questions:
(a) Could the recycling bins in the Water Street car park be relocated? She suggested that it may be possible to relocate them to the Tesco site. It was agreed that the Clerk investigates the matter.
(b) Cllr Harris queried when the funding of the Service Level Agreement with the City and County of Swansea would be renegotiated?
98. TO RECEIVE AND CONSIDER REPORTS FROM THE CLERK:
A. Correspondence:
The following correspondence was received and noted:
(a) Mrs C. Jones 10 Pentre Road, Pontarddulais – request for monthly expenditure for the financial year 2009 – 2010;
(b) Pwyllgor Apel Pontarddulais a’r Cylch (Pontarddulais & District Appeal Committee) – thank you letter following receipt of money raised at the “Night Out Scheme”;
(c) Welsh Local Government Association/One Voice Wales – information on the National Security Strategy and Community Resiliance;
(d) Mid and West Wales Fire and Rescue Authority – Annual Action Plan 2011 – 2012;
(e) City and County of Swansea – request for Council’s precept requirement for 2011/2012;
(f) SSE Renewables – information on the proposed Nant y Moch Wind Farm;
(g) Community Flood Plan:
The Clerk reported correspondence from the Environment Agency regarding the provision of a Community Flood Plan. The Clerk explained that he had been in discussions with them and would be meeting them in the New Year.
(h) The Regulatory Reform (Fire Safety) Order 2005:
The Clerk advised Members that he had accompanied the Fire Officer on an inspection of the Institute and presented a report from the said officer. It was agreed that the Clerk provides information on a new internal noticeboard and new front door to comply with the requirements of the Fire Officer.
(i) Proposed diversion of Public Footpaths 11, 12, and 17 Pontarddulais:
The Clerk reported a letter from the City and County of Swansea requesting comments from the Council regarding proposed alterations to the above footpaths. It was agreed to request that Footpath LC12 should remain open to the point where it reaches the M4 motorway.
(j) SLA with City and County of Swansea:
The Clerk reported e-mail communication with the City and County of Swansea regarding the above SLA. The County would now include unadopted roads in the workmen’s weekly worksheet. The Clerk also explained that the vehicle signs (Council sponsorship and logo etc) were on order and as soon as they arrive they would be fitted to the vehicle.
(k) Canolfan y Bont, Dulais Road, Pontarddulais:
The Clerk reported a letter from Mr R. Hughes, 30 Dulais Road, Pontarddulais bringing the Council’s attention to alleged anti-social behaviour outside the surrounding area of the above premises. A nineteen named petition was attached to the letter. After a thorough discussion of the letter it was agreed that the Clerk writes to the Education Department and the Youth Service with a copy of the letters to the Pontarddulais Partnership.
(l) Request for financial information:
The Clerk reported a letter from a Mr R. Jenkins, 38 Glasfryn Road, Pontarddulais requesting certain financial information. It was agreed that the Clerk forwards the information as requested.
B. WESTERN VALLEYS GRANT APPLICATION UPDATE:
The Clerk informed Members that the Minister had approved the application to convert the second floor of the Institute into a museum/heritage centre with ancillary works and the grant was £150,000 subject to match funding from the RDP and obtaining all necessary permissions. He had received an e-mail from the Welsh Assembly Government’s Strategic Community Regeneration Manager requesting information such as specification of works, tender documents etc. It was agreed that the Clerk be given permission to contact the Surveyor to commence works to obtain the information requested. Cllr Harris thanked the Clerk for the work he had carried out to submit and obtain the above grant.
99. TO RECEIVE AND CONSIDE REPORTS FROM THE MAYOR:
The Mayor reported on his civic duties for November. The Deputy Mayor stated that she had attended the Remembrance Day Service in Llanedi and was not supplied with a wreath. It was agreed that in future two wreath be ordered by the Council.
100. TO RECEIVE AND CONSIDER REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES:
Cllr Harris advised Members that she had attended a Social Services Workshop on Community Development and that they may be seeking to hire a room in the Institute.
101. TO CONSIDER THE SUGGESTION THAT THE COUNCIL SHOULD SET UP A PLANNING GROUP TO DISCUSS VARIOUS DEVELOPMENTS IN PONTARDDULAIS:
Cllr Harris suggested that the group should decide on a theme and get people involved. She added that a possible theme may be Coedbach Park. Cllr Harris agreed to set up a “brainstorming meeting”
102. TO AUTHORISE AND APPROVE THE EXPENDITURE FOR THE MONTH OF NOVEMBER:
The above expenditure was authorised and approved.

103. TO RECEIVE PLANNING APPLICATIONS PREVIOUSLY CONSIDERED BY THE ESTATES AND DEVELOPMENT COMMITTEE:
(i) 42 James Street, Pontarddulais – demolition of existing kitchen/bathroom/utility room. Construction of two storey rear extension.
There were no observations with respect to the above application.
