P146/1415 Chair’s Remarks

The Chair welcomed everyone to the meeting and explained how the planning consultation exercise was carried out.

P150/1415 Public Participation

No members of the public were present.

P151/1415 Minutes of the Last Meeting

The minutes of the meeting 3rd November 2014 were considered and it was proposed by Cllr

Wild and seconded by Cllr Grimshaw that the minutes were a true and accurate record and accepted accordingly.

The clerk stated any comments would be raised during the meeting.

P153/1415 Consideration of Planning Applications:

(a)  14/04356/FUL– 121 Main Street, Burley In Wharfedale, LS29 7JN

Change of use at first floor to one bed flat and two storey rear extension.

RESOLVED: to recommend for approval subject to policy BH7 being followed.

(b)  14/04728/HOU– 1 West Lodge Cottage, Hag Farm Lane, Burley In Wharfedale Ilkley West Yorkshire LS29 7AF

Demolition of existing conservatory and construction of single storey rear extension and terrace.

RESOLVED: to recommend for approval with the proviso that the patio is constructed of porous material to reduce water seepage down Station Road.

(c)  14/04734/HOU– Scalebor House, Moor Lane, Burley In Wharfedale, West Yorkshire LS29 7AF

Demolition of existing conservatory and three car garage, construction of orangery, four car garage and single storey swimming pool link building.

RESOLVED: to recommend for approval subject to the application meeting the Bradford MDC existing green belt policy.

P154/1415 To consider any recent planning applications not on the agenda

No applications were considered, but the clerk indicated that the application for proposed change of use of Catton Woods from agricultural to use as a paintballing leisure facility would be on the agenda at the next meeting on Monday 15th December 2014.

P155/1415 Decisions by BMDC Planning Department

The clerk tabled details of planning applications agreed by Bradford MDC since 18th August 2014; the report was noted and the committee requested that future reports also included planning applications that were refused.

P156/1415 Update on Neighbourhood Planning

Cllr Bottomley went through the Draft 3 of the Burley Neighbourhood Plan. After discussion it was agreed that members would send comments to the clerk by Monday 8th December ready to review Draft 3 on Monday 15th December 2014.

It was anticipated a draft copy of the Plan could go to Bradford Planning in mid-January 2015 to seek informal comments on progress to date.

P157/1415 Enforcement Issues

The clerk reported that Bradford MDC were not willing from 1st January 2015 to send out enforcement details by e mail unless they were going to a .gov address; the clerk added the Parish Council had only recently signed up to a .co address and to circulate another e mail address so soon may cause confusion. The clerk was requested to regularly communicate with Bradford MDC to ensure enforcement details for Burley were available should members request the information.

P158/1415 Planning appeals to the Secretary of State

No appeals had been reported.

P159/1415 Certificates of Lawfulness

None reported.

P160/1415 Minor items for action by the clerk

The Committee studied opinions to improve road safety on the section of Sun Lane adjacent to Main Street; it was agreed to invite a Bradford Highways Engineer to explore the options and costs.

It was agreed to invite the Head of Planning Development for Bradford Planning to give a presentation on new changes in planning legislation on Monday 5th January 2015.

Cllr Wild asked about the planning rules for Tree House; the clerk to circulate details.
