Minutes of the Patient Participation Group held on

The meeting started at 4 pm and closed at 5.45

1Welcome & Introductions:

John Townsend-Rose took the chair and opened the meeting.

2Previous Minutes & Matters Arising:

The minutes of the previous meeting held on the 30th January were agreed as a true record of the meeting.

3CQC Report

The Practice is unhappy with the inspection report which gave a grade of “Needs Improvement,” though a couple of areas got “good”. They informed the CQC of this and raised several issues. There are factual inaccuracies, particularly around certification documents of locums and the number of carers. Despite these issues being raised with CQC they remain unwilling to change the grade. The lack of practice manager was explained. It could be raised with the ombudsmen, but it would take a long time to get a result and it may be best to leave it and move on. Scarlett requested PPG members to read the report and feedback whether they wanted to go down the appeal to the ombudsman route or not.

One suggestion from the CQC was that there should be a hearing loop in the reception area. A grant is possible for this. Hard of hearing patients already have special measure in place, but the CQC did not think that was sufficient.

Work has been carried out for legionella prevention and this is due to be done again has it was not felt to be satisfactory.

Safeguarding training, all locums must have their documentation on this. One locum could not find theirs.

The CQC also required the carpets to be replaced in clinical areas and hard flooring put in.

There was insufficient analysis of significant events. This data is recorded but it needs to be analysed for common rends.

4Changes to cleaning services.

A new cleaner has started and improvements have already been noted.

5Plebotomy

The hospital have approached the practice and asked them to provide a clinic on Tuesday morning. This would be funded by the hospital.

6 Ear Syringing

There have also been complaints about the cessation of ear syringing services. The machine is broken and it was felt there was no real need for this. But in fact, patients do want it. An information sheet has been provided by the Local Medical Committee. If needed a nurse will assess the patient and refer them to the hospital. This is now national guidance.

7 Telephone

The telephone recording system will be reinstated, following computer problems.

8 DNAs

There have been an awful lot of DNAs. It is difficult to know what to do about this.

Scarlett has asked the PPG to write to the Gazette following articles and letters about this, to highlight the problem. The numbers using e consult has increased which is helpful.

9 News from the Practice

Dr Sarah Care is going on maternity leave. Cover has been recruited for her Tuesday and Friday sessions, but more is needed. Dr Pratt is leaving so cover is also needed for his four sessions. His patients will be informed.

A grant has been approved for the lift to be upgraded. Unfortunately, the front door has not been approved for a grant.

9Patient Survey

The patient survey will be finalised and then Scarlett will print out 200 copies which can be handed out to patients in the waiting room. PPG members also will hand some out.

10Website update and changes

Scarlett has made some changes to the website so that it is easier to book. The Pocket

Medic videos are now on the website

11AOB

Scarlett wondered if it might be possible for the PPG to do some fundraising. Colin asked what the lease was on the building as a lot of expensive improvements would not be worth if it was short. He asked if there was a five year plan for improvement works.

The Health and Wellbeing Partnership are creating a poster about keeping people

Active. This could go on the notice board when complete. Jess Berry would like to talk to the PPG about GP referrals to the sports centre. These seem to work well.

Report on recent NHCCG PPG meetings

Steady and Strong

Gary Burrow, Community Health Development Manager, from Basingstoke Sports Trust talked about “Steady and Strong”-self-referral activity programme, the aim of which is to help people with balance issues, or that they find other functional activities challenging. All ages are eligible to join and these classes are held at a number of locations around Basingstoke.

S.T.P. Sustainability and Transformation Programme

Zara Hyde-Peters updated us on progress.

From 1st April NHCCG is working in partnership with North East Hants and Farnham CCG, South East Hampshire CCG and Fareham and Gosport CCG. This gives a combined population coverage of ca 855,000.

The partnership are addressing some of the broader challenges which the STP is addressing, growing demand, staff recruitment and retention, people living longer, but with associated health problems; gap between funding and cost of delivering services; too many hospital admissions, with people staying too long in hospital; increase pressure on social care services.

The New Chief Officer of NHCCG, Maggie Maclsaac, is also Chief Officer of North Hants and Farnham CCG, but both CCG’s will be separate but might commission joint services for both areas.

Electronic Repeat Dispensing

Vicki Rowse from Wessex Academic Health Sciences Network explained about this subject.

A pilot is being carried out at Bramley’s Grange Surgery and it is hoped to roll out to other surgeries in the near future. Copy of presentation has been circulated. This will help free up GP and receptionist time but can only be used by patients who are “stable”. Reviews of medication for all patients will be carried out to help with the reduction in wasted medication and money. These can be done at pharmacies or by GP/nurses.

Self-Care for Long Term Conditions

Jess Berry, NHCCG is leading on this. Surgeries will be helping with this project and PPG’s have been asked to help. Jess and her colleague are willing to come along to a future PPG meeting to explain the project.
