Minutes of the Parish Council meeting held on 27 January 2016 at 7-30pm in the Reading Room, Netherbury

Apologies were received from Cllr.Mrs Dyke and County Cllr Knox (who arrived later)

Present Mr Bowditch in the Chair, Cllrs , King, Bailey, Huxter, Goodfellow, David, Pearce, Handford & Hawkins, Mann and the Clerk. There were 2 members of the public.

Minutes of the last meeting

The Minutes were agreed and signed.

Matters arising Melplash Church Council thanked the PC for the donation.

The Clerk reported that she had given the numbers of residences to the Chairman. He had passed them to the Cllrs interested in the Neighbourhood Plan, after the last meeting –

Salway Ash, 514; Netherbury, 356; Melplash, 195.

Mr Blair Turner replied to the P.C’s second request for a North Bowood Village sign. He said that his original reply still stands -i.e, no.

BDO, who do the annual audit, say they will be continuing up to and including 2016/17.

Mr Bailey reported that he had received two more bags of grit

The Chairman referred tothe big leak of water near the bridge, it is so strong that it has lifted tarmac. He said the water is clear, and it looks as if it is mains water, but the Water Board say it is not. Mr Bailey mentioned surface water at Ebenezer; he and Mr Dix had looked at drains between there and Watford bridge. The chairman referred to the Potholes just above his entrance at Parnham Park Farm, and they continue down into the village. Below Gollop is bad, also Patley Wood to Silkhay.

The Clerk to write a strong letter to Highways.

Public Discussion; although the matter is not on the agenda, Mr Bowditch invited Mrs Williams from Salway Ash to voice her complaints about the threatened cuts in local bus services. Her particular interest is the 42 Drimpton to Bridportservice. Having had half of the service cut already (the Wednesday bus) Mrs Williams said she feels that local people have already done their share to cutting costs. They should not be faced with 100 % severance. There is no alternative service. Users of the number 42 support local trade and business when they go into Bridport to do essential shopping.

Community transportis not developed in this area - it is piecemeal, run by well-meaning volunteers. Those available are either non existent or inadequate. The Chairman stated that rural buses need to be subsidized. The Clerk to write to county Cllr Mrs Knox and the MP.

Mr Roberts, District Cllr, said that Marshwood people are willing to pay.

Mrs Richardson of Filford Lane wrote an equally strong letter of objection to proposed loss of public transport, and mentioned the loss of the valuable use of bus passes by elderly people.

Highways .The Clerk to write to DCC and to include the far end of North Bowood Lane which was not resurfaced when the rest was done. Many potholes need attention - large one outside Mangerton House. (also as above )

Correspondence From Tessa Charnley re telegraph pole and tree at Four Seasons which block the footpath. The reply to her from Highways was that they are on private land. Note: ask the Parish Council to request it is dealt with as a minor improvement.

It was agreed that the Clerk’s expenses be paid.

There was discussion on the Allen computer invoice on which it was stated that anti- virus work had been carried out in September. This had not been effective as a virus had infected the machine again in November. It was decided to withhold payment, and the Clerk to get in touch with Mr Allen after the meeting

Mrs Clare Handford asked for reimbursement for the £320 she had paid for the copying of NeighbourhoodPlan questionnaires. This was agreed.

Planning Applications:

a)High Cross Cottage, White Cross; retention of existing Camping Coach caravan, and living van for use as holiday accommodation. “No objections.”

b)Highgrove Farm, Mangerton, erect two storey extension. “No objections.”

c)Land on Eastern side of Whithay Lane, Salway Ash,; construction of new footway linking existing footway at Ash Lane with footway north of Whithay Lane, creating a safe route for pedestrians to School and Church. “No objections.”

Result. Marles Farm withdrawn.

When Mrs Knox arrived from a meeting at the School, she said she had good news. Approval has been given for the pavement and work will start on 8 February.

Application for grant, Dorset and Somerset Air Ambulance.

A letter asking for financial support stated that over 10,000 missions have been flown. A new helicopter will be delivered at the end of the year and funding will be needed.MrHuxter proposed £200, seconded by Mrs Mann, and was approved unanimously

Statutory requirements, Risk Assessment, Standing Orders, Code of conduct and Financial Standing Orders were discussed together. The Clerk had provided copies of existing Standing Orders and Code of Conduct, plus Financial Standing Orders to Mr King who had scanned a copy to every Cllr.

There are a few amendments to be made as the template used for the Risk Assessment had come from another P.C. The chairman said he will see to this and bring it to the next meeting for adoption.

Neighbourhood Plan questionnaire:The final decisions will be made as to distribution at a private meeting MrsHandford handed out copies of the questionnaire for delivery. There was a long discussion on who would do which areas, and the collection of completed forms. MrsHandford said she will send out an email listing delivery/collection arrangement.

Mr Bailey said he will attend a Neighbourhood Plan meeting next Friday. There is a long document with impossible questions to be completed to get funding for the use of the Neighbourhood Plan Steering Cttee

Any Other Business.Mrs Mann said that the RoW by the Church needs attention as a matter of urgency. The Clerk has already written, but will do so again emphasizing the urgent need.

Mr Bailey said that the end of the signpost/finial work is in sight. He will need some more money to complete the finials. Mrs Knox suggested he speak to her about funding.Mr Roberts said that if Mr Bailey contacts him asking for a donation, he may be able to help.

Mr Bailey said he needs £600 plus for four more finials. Mr King proposed that the PC allots this; it was seconded by Mrs Mann, and agreed. To appear on next agenda.

MrGoodfellow reported that the visibility splay at Salway Drive is being used for parking. A “KEEP OFF THE GRASS” sign is needed .The Clerk to write to Highways, and to also report that the 30mph sign has been knocked.

The visit to the School had been very successful and Mr Bailey had spoken to the children on behalf of the P.C.

The APM should be held at Salway Ash this year but the Hall was fully booked. It will take place in The Reading Room instead, along with the March P.C.Meeting.

The Clerk had askedMrHuxter to book Salway Ash for March 2017. He said this was not possible unless the P.C. is willing to change the night to a Monday. Cllrs agreed that the APM will be on the fourth Monday in March 2017, at Salway Ash.

Mrs Knox said that DCC are in the course of preparing a detailed map of drains, and their current state. Mr Bailey had done this for the Netherbury Parish some time ago.

The Chairman said that there is an opportunity to nominate people for “New Year Honours.”

Mrs Knox said that DCC are doing detailed costings of running transport and are trying to link journeys. She described it as “lots of joined up thinking.”
