Part 1
1. Apologies
Apologies had been received from Cllr L Kilshaw, Cllr S Cawley and
Cllr T Marsland.
2. Community Police
Sgt Buckley introduced Inspector Murray to the Council and explained that he would be the contact at Great Sankey Police Station for all community issues.
UCI – Westbrook
Sgt Buckley explained that there was a long standing problem of anti-social behaviour around the cinema. The police would like a multi-agency meeting about the issue and highlighted the lack of security personnel employed by the complex.
There were six arrests on 8th April because of public order offences. There has also been a problem with vehicles being stolen from the District Centre carpark.
Kinnock Park – Burtonwood
The police held a three week investigation at Kinnock Park because of the reports of anti-social behaviour.
Cllr T Cross asked about the role and involvement of out-reach workers. Sgt Buckley agreed to look into the issue.
Phipps Lane Industrial Estate – Burtonwood
There had been reports of anti-social behaviour on the industrial estate. It was pointed out that the site is very vulnerable and that the owner should be approached for some help in resolving the problem.
Perrins Road – Burtonwood
A meeting has been arranged with residents on 13th April.
HGV Ban
Cllr J Joyce explained that the ban was being broken by a number of companies. Sgt Buckley agreed to ask the traffic police to investigate further.
3. Verbal Report on the Finance Sub-Committee (12.04.2000)
The sub committee recommended the following:
Westbrook Over 50’s Club ~ to be awarded a grant of £50 to help towards running costs.
Burtonwood Community Primary School Band ~ to provide £500 to help purchase new instruments.
Parish Hall, Westbrook – to enter into a service agreement for the fire alarm.
Resolved ~ to accept the recommendations
4. Minutes of the Previous Meeting (3.2000)
The minutes were agreed and signed.
5. Matters Arising
5.1 Item 6.1 Mersey Valley Partnership – Greenways Study
Cllr J Joyce to arrange a meeting with Mr J Thorp, Warrington Borough Council, and Cllr T O’Neill.
5.2 Item 9.2 - Health Promotion
The Clerk to further investigate the matter.
5.3 Item 7.1 - A00/40871 – Land at Winsford Drive
The Clerk to write requesting that the applicant be instructed to provide adequate landscaping to separate the development from the greenbelt and the footpath. To also highlight the lack of security in the surrounding area.
5.4 Item 9.3 Out of Hours Dental & Medical Care
The Clerk to write to both practices in Burtonwood explaining the confusion that patients are experiencing with the out of hours surgery and to ask for clarification about the primary care concept.
5.5 Item 9.5 – Secured Parking
The Clerk advised the Council that she was waiting for further information from various agencies.
6 Council Meetings
The future arrangements for meetings were discussed.
Resolved ~ to continue to meet on the third Wednesday in the month.
7 Correspondence
7.1 Warrington Borough Council – Unitary Development Plan
The letter was an update on the UDP and a request to send a representative to a future Council meeting to discuss the situation.
7.2 Burtonwood Bowling Club
The Clerk had received a letter thanking the Council for a recent grant.
7.3 Road Sweeping Frequencies
Distributed to all Councillors.
7.4 Transfer of Licence
The Council noted a transfer of licence at Asda, Westbrook.
8 Planning
8.1 A00/41056 – Joy Lane
Resolved ~ to object to the application on the grounds of greenbelt.
9 Accounts
The accounts to the end of March were noted.
10 Any Other Business
10.1 Cllr J Joyce – Mercer Street, Jackson Street & Fairclough Street
Cllr J Joyce had received a petition, for the Chief Executive, from the residents of the three roads.
Resolved ~ the clerk to send the petition with a letter of support from the Parish Council.
10.2 Cllr J Joyce – Ward Plans
Cllr J Joyce to progress the matter further.
10.3 Cllr J Joyce – Traffic Calming
Cllr J Joyce explained that stage 2 of the traffic calming measures would be going out to public consultation.
10.4 Cllr T O’Neill – Estate Watch
Cllr T O’Neill informed the Council that a new initiative had been introduced which took housing officers out on the street to look at housing stock
10.5 Cllr T Cross – Litter Problems
The Clerk to invite P Connell to a future meeting to discuss the litter problems in the area.
The meeting closed at 9.00pm

10. Verbal Report on the Finance Sub Committee (12.04.2000)
The sub committee recommended that the salaries for 2000/2001 be accepted:
J Unsworth £1,500.00 per annum
R Gilbert £3,510.00 per annum 15 hours per week
A Wilson £2,340.00 per annum 10 hours per week
A Riley £10,024.00 per annum 20 hours per week
