MINUTES OF THE ORDINARY MONTHLY COUNCIL MEETING OF THE MULLEWA SHIRE COUNCIL HELD IN THE COUNCIL CHAMBERS ON WEDNESDAY 16 FEBRUARY 2000, AT 2:03PM.

0002.04  MINUTE NO. 9912.04: GERALDTON-MOUNT MAGNET ROAD – CONDITION OF

The Shire President reported on the visit of the Minister for Transport, Murray Criddle, who attended Council earlier in the day. He advised that he had discussed with the Minister, and subsequently at the meeting in Chambers, the following matters:

·  Geraldton-Mount Magnet Road – Condition of and anticipated program of completion of works.

·  Geraldton-Mount Magnet Road – Poor tracking of some large configuration vehicles.

·  Tenindewa-Binnu Road – Program of upgrading.

·  Industrial Land Development – Mullewa townsite, and

·  Mullewa Land Conservation District Committee – Drainage concerns with the railway line west of Mullewa.

0002.15  MINUTE NO. HB0002.05: BUILDING ALTERATIONS – BOWTELL BUILDING METER BOX

Owing to a clash with an anticipated function that the President and Chief Executive Officer wish to attend Council resolved that the next round of Committee meetings would be held on 9 March, 2000. Prior to the commencement of Committee meetings a meeting will be held at 1:30pm with representatives of MEEDAC on site to determine:

·  What are the impediments to relocation of the meter box and the unwillingness to comply with Council’s original direction, and

·  Is it within the interests of the municipality to consider or implement alternative treatments for the encroaching structure.

0002.17  MINUTE NO. HB0002.07: SINGLE PERSON HOUSING – PROVISION OF

“That

·  no grouped housing construction be undertaken at this time for Council and/or other organisations or individuals unless full cost recovery can be obtained. A reduced rental (ie. less than full cost recovery) will only be considered where it is necessary to establish occupancy,

·  the Government Employees’ Housing Authority be encouraged to take four x two bedroom units,

·  the Council aim to achieve no less than full cost recovery of all outgoings within a period of at least 25 years and in such a manner that the municipality is not financially disadvantaged, and

·  Admiration Homes be advised that it was the lowest price and that it is the preferred tenderer. The Health, Building and Town Planning Committee is authorised to negotiate with the preferred tenderer in order to establish the appropriateness of the construction documentation.”

0002.18  MINUTE NO. HB0002.08: FRONT FENCE – 5 VIEW STREET MULLEWA – APPLICATION TO CONSTRUCT

·  Councillor Steele declared an interest in this matter as the applicant and left the meeting at 2:55pm.

“That approval be given to allow the construction of a 1.2 metre high jarrah Gothic picket front fence at 5 View Street Mullewa, subject to the fence being constructed in accordance with the Council Fencing By-laws.”

0002.19  LATE ITEM:
0002.20  FRONT FENCE – LOT 1 CNR MAIN ROAD & VIEW STREET MULLEWA

An application has been received from the owners of the abovementioned property to construct a 1.1m high timber picket fence across the Main Road and View Street frontages.

Under Council’s Fencing Bylaws an applicant proposing to erect a fence higher than .75m forward of the building line, must apply to Council for approval.

0002.23  MINUTE NO. W0002.02: WORKS SUPERVISION REPORT

That the following be directed to the Works Supervisor for attention:

Drummond Road – It is noted that a section of road just south of Dean Road where Westrail undertook repair action to the road surface following the May 1999 rains, needs to be examined as the surface is starting to settle unevenly. The Chief Executive Officer is to contact the Track Supervisor, Westrail, on this matter.

Erangy Spring Road - The railway line on the east side of the Erangy Spring Road is some 50mm higher than the adjoining road surface. The Chief Executive Officer is to contact the Track Supervisor, Westrail, on this matter.

The Chief Executive Officer advised Council that he had received a letter of resignation from Mr R Maley, Works Supervisor, to take effect from 25 February 2000.

0002.29  MINUTE NO. F0002.06: “WILD WEST BIKE TOUR” – PARTICIPATION IN

That the inaugural “Wild West Bike Tour”, as organised by the Geraldton District Police Office, be supported and that more information be requested before a determination be made as to the level of contribution that this Council will make. The Chief Executive Officer is to forward correspondence to the Mullewa Chamber of Commerce to determine its level of support.

The Chief Executive Officer was requested to refer this item to be discussed at the next Northern Ward CSCA meeting.

·  Councillor Messina, Shire President, declared an interest in this matter as an intended recipient of Council’s request. He advised that it was his intention to donate the Olympic Torch to the community free of any cost. He left the meeting at 3:50pm.
