“That ‘Sunshine Bed and Breakfast’ be granted authority to erect a 1.2m by 1.0m acrylic painted sign at a point no less than three metres from the external boundary of the property at 35 Main Road, in such a position as not to obstruct the visibility of vehicles approaching along Main Road and View Street. The applicant is to ensure that the sign is maintained in good condition at all times and the Council retains the right at any time to seek the removal of the sign, with full compliance of the applicant, without having to assign any reasons therefore.”

0008.12 GENERAL BUSINESS:0008.13 EFFLUENT CONTRACTORS – SEALING OF SEPTIC TANKS
Councillor Jenkin expressed concern regarding the practice and responsibility of sealing septic tanks after they have been cleaned by a contractor. The Chief Executive Officer advised that as it is the licensed effluent collector’s responsibility to seal septics, all effluent contractors within the Shire of Mullewa must be licensed.

· A licence be necessary for all contractors who remove sewerage and other wastes in accordance with Clause 10 of the Health Act Series A Model By-Laws;
· Conditions be imposed with the issue of the licence, including the requirement that all septic tanks are to be re-sealed after emptying;
· An annual licence fee is to be charged, and
· No dumping fee will be charged.”

0008.16 ERANGY SPRING ROAD – STATE OFCouncillor Messina advised that Councillor F Newman, in correspondence to the Council, had expressed concern regarding the state of the southern end of the Erangy Spring Road. Council requested that the road be repaired as soon as possible, acknowledging that due to the commitment of work on the Tenindewa-Binnu Road Project, the availability of machinery is limited.
0008.17 HARVEST – MAINTENANCE OF GRAVEL ROADSCouncillor Thomas voiced concern at the likely state of gravel roads during the coming harvest due to the work commitment on the Tenindewa-Binnu Road Project. The Chief Executive Officer is authorised to employ contractors and/or voluntary assistance to maintain the roads during this time.

“That the Plant Mechanic’s report be received and the following noted for his attention:
· Backhoe – Condition Of – Councillor Steele informed the meeting that he had received a complaint from a Council Machinery Operator that the Backhoe is dangerous to drive. The Chief Executive Officer was requested to attend to the matter.
· Water Tanker – Stability Of – Councillor Wainwright advised that she had witnessed the back wheels bouncing on the Water Tanker. The Chief Executive Officer was requested to attend to this matter.”

· Tender 7/00 – that a JCB426BHT be purchased from CFC Equipment at a price, including delivery in Mullewa and in accordance with tender specifications, not to exceed $163,990. In addition the following options are to be purchased:
§ A hydraulic operated Scrub Rake, and
§ A hydraulic operated Road Broom including Side Broom attachment.
· Councillor Messina and the Chief Executive Officer are authorised to purchase the options to the machine ensuring that appropriate enquiries/options were investigated, and
· Tender 8/00 – no tender for the supply of a second hand 4WD Articulated Loader be accepted.”

0008.21 VISITORS:· Superintendent Alan Gronow and Sergeant Rod Boehm entered the meeting at 12:46pm.
Superintendent Alan Gronow addressed Council regarding the “Wild West Bike Tour”. It is a fund raising event and incorporates five towns within the Midwest, including Mullewa. The date for this event is 14 – 15 October 2000, arriving in Mullewa at 12 noon on 14 October 2000, participants will require lunch. It is expected to bring up to 1000 people in to the town.
· Councillor Jenkin entered the meeting at 12:49pm
· Policing in Mullewa – Change To
Superintendent Gronow informed Council that there are going to be changes to policing boundaries in Mullewa. Mullewa’s policing boundaries are to increase to incorporate the pastoralist sector of the region.
· Police Replacements
When questioned by Councillor Wainwright in regards to why Police were not being replaced, Superintendent Gronow informed Council that he is limited in being able to force an Officer to move to Mullewa as they will not perform their duties adequately if they are seconded to a town.
· New Police Station – Progress Of
Councillor Messina enquired about the progress of the new Police Station. Superintendent Gronow is supportive of a new Station and recommended that Council write to the Midwest Safer WA Committee.
· Superintendent Alan Gronow, Sergeant Rod Boehm and the Chief Executive Officer left the meeting at 1:44pm
· The Chief Executive Officer entered the meeting at 1:46pm
