There were three members of the public in attendance

Declarations of Interest: Cllr. J.Brickles on any items relating to planning. Cllr.A.Wareing relating to 16/0456 due to neighbouring property to residence. Cllrs. H.Butler and A.Wareing declare an interest to any item relating to Cuadrilla.

MINUTES

The minutes of the Parish Council meetings held 9th June 2016, which had previously been circulated to all councillors, were approved and signed by the Chairman.

POLICE/CRIME AND DISORDER

In the absence of P.C.S.O., no crime report was received. Cllr. J.Brickles to request monthly report be emailed to clerk from Craig Eckersley from July onward

CORRESPONDENCE AND PARISH MATTERS

5.1 Cllr. M.Ellison reported that Peel Road was cleared and was happy with the result. Cllr. J.Brickles reported that only part of the areas of concern regarding litter, have been completed to date. In addition the Preston New Road Action Group have been active in clearing litter. The clerk to maintain monitoring of the effectiveness of FBC litter collection.

5.2 Cllr.M.Ellison thanked Cllr. J.Brickles for her efforts in organising the flower tubs around the parish. There will be a small charge for collection and delivery requested on next agenda – no objections raised from councillors.

5.3 The clerk confirmed purchase of laptop, projector, laminator, printer and sundry supplies – LALC grant utilised.

5.4 Flooding – Councillors expressed their disappointment in correspondences received from parties contacted regarding flooding within the parish. Cllr.J.Whittle explained that she has personally forwarded flooding images to Mr.Mark Menzies M.P. as had Mrs. Angela Laycock. Additionally, a former councillor forwarded images from a drone flight (inc. photography) over the flooded parish within the past two years. The clerk to re-correspond with Mark Menzies expressing these points and request a follow-up report. Cllr.A.Wareing explained that the two main dykes are the issue at hand. It was noted that the E.A. have still not commenced any action at the Lytham estuary. Cllr.J.Whittle noted that Liggard Brook has a proposal to be cleared by hand. Clerk to copy-in LCC on all correspondences.

5.5 Groundwater monitoring – Cllr. J.Brickles noted the insensitivity of Cuadrilla who started their activities on 4th July 2016 – the same day the Secretary of State received reports on the 2 local sites. Residents could be of the thinking that Cuadrilla have the go-ahead because of this. Clerk to correspond with Cuadrilla and cc Secretary of State and Mark Menzies M.P..

MEETING CLOSED AT 19h33 FOR OPEN DISCUSSION WITH MEMBERS OF THE PUBLIC.

Members of the public commented on decisions and attitudes of certain FBC planning officers. Said members of the public commented on the unprofessional approach of the officers in question. This relates to planning application on West Moss Lane. Cllr. J.Whittle was aware of the application in question and was in agreement. Cllr. M.Ellison requested this be placed on the August agenda for further discussion.

Fly-tipping reported on Dickies Lane.

Cllr. M.Ellison gave her apologies for missing Weeton Civic Sunday due to ill health and thanked Cllr. H.Butler for deputising.

PAYMENTS, FINANCE AND STANDING ORDERS

a)  The clerk outlined all payments and requests since last meeting and reported balances on accounts. Appendix 1.

b)  Banking mandates signed by councillors.

HIGHWAYS

Cllr.J.Whittle reported grass and hedges overgrown on Ballam Road – clerk to report to Cllr. P.Hayhurst. Additionally cycle lane on A583 requires repainting.

Fly-tipping on Ballam and Brays Road have been cleared by local farmer.

Cllr. A.Wareing made comment that, as long as FBC insist on charging for various items to be tipped, fly-tipping will continue.

Cllr. A.Wareing requested the clerk correspond with Cllr.P.Hayhurst as to the on-going costs for the bridge repairs previously discussed.

Potholes reported – West Moss Lane and Moss House Road. Clerk to report to Cllr. P .Hayhurst.

Cllr. H.Butler reinforced the ‘litter epidemic’ within the parish and noted that fly-tipping is now on an industrial scale. Cllr.H.Butler has reported fly-tipping at one certain site on four occasions and FBC have not yet responded. Cllr.H.Butler suggested that a relaxation of rules at commercial tipping sites will result in less fly-tipping – clerk to correspond with relevant authorities.

Reported – white lines at Peel corner and also at Ribby Road roundabout require attention.

Cllr. D.Eaves reported excessive speed on Bambers Lane – LCC need to monitor this. Clerk to correspond.

Corka Lane route utilised as diversion for adjacent road closure – noted.
