MINUTES OF THE MEETING OF LADOCK PARISH COUNCIL – 12 MARCH 2018

Following the notice, the Meeting of Ladock Parish Council was held on Monday 12 March 2018 at Ladock School following the Parish Meeting.

PRESENT

Cllrs Hartley (Chairman), Barker, Butler, Dodwell, Hoskin, Howes, Jones and Robinson. Also present were CCllr Eathorne-Gibbons and the Clerk.

REPORT

1 CORNWALL COUNCILLOR. Gave updates on review of Health & Social Care and Cormac. Will look in to state of hedge at Top Hill and potholes.

APPROVAL OF MINUTES

2 FULL COUNCIL MEETING OF 12 FEBRUARY 2018. Proposed by Cllr Howes, seconded by Cllr Barker that the Minutes be signed as a true copy. Approved and signed by Chairman.

PLANNING

3 PA18/01955. THE BUNGALOW, HENDRA FARM, MITCHELL, TR8 5AZ. Applicant: Mr T Dawes. Proposal: lower ridge height of approved scheme for 2 storey extension to single storey extension. Proposed by Cllr Howes, seconded by Cllr Barker so support. All in favour. SUPPORT

MATTERS FOR CONSIDERATION

4 UPDATE ON DAMAGED NOTICE BOARD IN GRAMPOUND ROAD. Biffa have replaced notice board that they broke. They were going to deliver keys to Clerk, but not yet received. ONGOING

5 UPDATE ON HIGHWAYS ENGLAND DESIGNATED FUND. HE contacting CC before forwarding to Designated Fund panel. ONGOING

6 PROPOSAL TO AGREE TO PARTICIPATE IN LMP AND REVIEW CUTTING SCHEDULE. Proposed by Cllr Hoskin, seconded by Cllr Barker to participate in LMP. All in favour. It was agreed to amend schedule to paths 10 and 16 being cut 3 times. RESOLVED

7 UPDATE ON WEED CLEARANCE. Grampound Road completed, but lack of volunteers was disappointing. It was agreed to cancel proposed weed clearance for Ladock. RESOLVED

8 CC’S RESOURCES & WASTE STRATEGY CONSULTATION. NOTED

9 UPDATE ON DATA PROTECTION OFFICER SERVICE. Must be appointed by May. Clerk should not be appointed Data Protection Officer. ONGOING

10 UPDATE ON NEW BRIDLEWAY. Contractor, C Genge, appointed and intends commencing work mid March. He is to liaise with Cllr Jones and Morcoms. Hedge has been cut. ONGOING

11 UPDATE ON FUTURE OF FALMOUTH ARMS. Pub has been redecorated and will be going on market. Concern that it will be overpriced and change of use may ensue. NOTED

12 PLANNING INSPECTORATE – FOOTPATHS 1 & 18 (TREWINCE). Path division order being dealt with by Planning Inspectorate. PC to write letter of support. NOTED

13 CC CONSULTATION – LADOCK B3275 SPEED LIMIT EXTENSION.NOTED

15 REVIEW OF ASSET REGISTER. Proposed by Cllr Barker, seconded by Cllr Howes.RESOLVED

16 BANK RECONCILIATION AND UPDATE ON INCOME RECEIVED. Bank account balance will be at acceptable level at year end. Ladock Playing Field to make payment by end March. NOTED

19.1 MR R MINERS – PA17/07067 OPEN SPACE PLAY AREA AT PARCANDOWR. Application gone to appeal. Clerk to respond to Mr Miners.

19.2 MRS F TRUSCOTT – VERGE IN LADOCK VILLAGE. Copy of letter to CC about concerns of state of verge used as layby and impact on flooding. Clerk to write letter of support to CC.
