78 MINUTES
The Minutes of the meeting held on 9th October 2017 were approved and signed.
79 CHRISTMAS TREE
Cllr Bell reported on progress identifying a suitable location for a Christmas tree. Unfortunately the Village Hall was now not an option, although it was agreed that a site nearby, outside the Adlington Hall gates, might be possible for a future year, subject to obtaining the necessary permissions. After discussion it was agreed that a suitable tree at the Church and possibly the large holly bush on Holly Green would be the best option for this year. Another site such as Booth Green could be considered for 2018, subject to logistics and obtaining the required permissions. It was agreed that suitable Christmas tree lights, up to a budget of £300, should be purchased and arrangements made to install and remove the lights before and after Christmas.
80 POYNTON AREA COMMUNITY PARTNERSHIP
The Clerk reported on the recent Partnership meeting. The Chairman of the Partnership had suggested an individual meeting with each of the Partnership Area’s parishes. The Clerk also reminded members that voluntary groups and organisations could also apply for modest grants from the Partnership.
81 FOOTPATH MAINTENANCE AND REPAIRS
Cllr Smith reported that maintenance and repairs on the Hibbertbrow Footpath had now been completed by the Handyman. Cllr Smith suggested that short length of wooden handrail might be helpful on the steepest part of the steps and it was agreed that the likely costs should be investigated with a view to including sufficient funds in the budget for such a project.
Cllr Tennant reported that the poor condition of Footpaths 9, 10 and 50 should be reported to Evan Pedley at Cheshire East Public Rights of Way Department.

83 NOTICEBOARDS
Cllr Smith confirmed that the new noticeboard had now been installed at Holly Green. The old board still needed to be removed. The repaired noticeboard has also been installed on Sugar Lane as a temporary measure until the next new noticeboard is installed.
84 SHARED SPEED INDICATOR DEVICES & SERVICE LEVEL AGREEMENT
The Clerk reported that it was hoped that the issues with the software had now been resolved. A summary of the data collected at each of the three Adlington SID sites had now been circulated. The Clerk would keep all data collected on file for future reference.
85 HIGHWAYS
Cllr Smith reported that the grid on the bend on Mill Lane was deteriorating again. Cllr Smith would contact Cheshire East Highways about this issue and refer to money which had previously been set aside for work on this area.
Following a number of incidents involving cars leaving the road near the Village Hall it was agreed that reflectors should be proposed for that area of Mill Lane.
It was also reported that a chevron sign on Street Lane had gone.
Cllr West reported on a Cheshire East scheme to install traffic lights at the large roundabout near Tesco in Macclesfield. It was agreed that this was not a good scheme and that Cllr West should be delegated to send feedback on behalf of the Parish Council.

Variation of Condition 3 (approved plans) on application 17/0121M. No objections.
17/5656M Swift House, Unit 54, Adlington Park
Erection of a portal framed building and associated works. No objections.
17/5634M Swift House, Unit 54, Adlington Park
Removal of condition 8 (external storage) on application 16/0329M - Change of use to B1 - B8, erection of portal framed building and associated works at the former Quadrophenia centre on land at Adlington Industrial Estate, Poynton. No comment made.
APPLICATION TO VARY A PREMISES LICENCE:LICENSING ACT 2003: Lyme Breeze, Wood Lane East.
Resolved that the Parish Council should make representations regarding concerns that the playing of music outside could cause a public nuisance to residents in nearby properties as well as residents at Adlington Marina.

88 CORRESPONDENCE
Cheshire East Council: Budget 2018-21 Consultation. It was agreed that a response should be considered at the next meeting.
89 CLERK’S ANNUAL APPRAISAL & SALARY REVIEW
Cllr Moss reported on the Clerk’s Annual Appraisal undertaken with the Chairman and himself.
Resolved to approve Cllr Moss and Cllr Eardley’s recommendation that the Clerk’s salary point be moved from SCP 31 to SCP 34 with effect from 1st January 2018.

90 DRAFT BUDGET 2018-19
Members considered a first draft of the budget for 2018-19. It was agreed that the final budget and precept request would be considered at the next meeting.
