Minutes of the meeting held on the 27th November 2014 at Bryn Offa School, Pant.

14/123 APOLOGIES Cllrs Barry Robinson, (ill) Mike Melling, (ill)), these reasons were approved.

14/124 POLICE REPORT. Since September there had been 2 shop lifting incidents one on the 8.11 and the second on the 22.11, the suspect was wearing a blue quilted jacket with the words Sky on the back. 10.11 a chain saw was stolen from Penycoed stables and a Computer Repairs sign had also been stolen from a property. There was the theft of a quad bike from New House Farm, but it was later found. The Beat is back to only one CSO, as Charlie has been moved, so only Kurt remains. The anti speeding campaign in Llanymynech, there had been a parking problem the other night due to an event at the Village Hall. The weight limited bridge use is also being monitored and the Engineers from Shropshire Highways had been inspecting it. The Community speed watch is starting again, so anyone interested would have to apply. The damaged car at Sweeney was mentioned by Councillors, as it has been there for a month and is a distraction, so it was asked if the Police can have it removed. PC Dale agreed to follow this up. He was thanked for his attendance and report.

14/125 PUBLIC SESSION No-one present.

14/126 SHROPSHIRE COUNCIL REPORT. Cllr Walpole said remedial work for the bridge on the B4398 would be very costly, but he would ask if this is going to be repaired. Bronwylfa, Red Lane work has started on the hedge removal, though it appeared to be less work than expected. The grass had been cut on the land at the top of Tregarthen Lane. LJC was mentioned and the next one was planned to be for Parish Councils only on the 6.1.15 and Clerks would be sent information. Youth commissioning information was also given, as well as the road closure on the A483 in January and surfacing work at Crickheath. The SamDev enquiry is currently taking place with matters for Oswestry area being examined on the 16.12.14 in the afternoon, which are open to the public. The Chairman asked about the Public Enquiry regarding a footpath at Llanyblodwel.

14/127 DECLARATIONS OF INTEREST. None.

14/128 MINUTES of the meeting held on the 23.10.14 Proposed by Cllr Pollitt, 2nd by Cllr Brown with all in favour.

14/129 NATIONAL GRID AND PYLONS The Clerk had received documents and plans from NG for the proposed route, she showed the photo montages and distributed 5 USB sticks holding all the documents and information. It was agreed to place the large box of documents at Llanymynech Village Hall for the public to access. There will be 2 public consultation days at the Village Hall on the 4.12.15 and the 17.1.15.

14/130 CORRESPONDENCE The invitation to the LJC meeting was noted.

14/131 PLANNING Letter from Sam Metson at Bidwells concerning the land east of Barley Meadows offering to send plans of the impending planning application. Agreed these could be circulated digitally.

14/132 ROADS AND FOOTWAYS. The matter of the footways being swept and the recent article in the local paper about the difficulty of parents walking to Bryn Offa along the narrow footway with a pram and a young child was referred to. Agreed to highlight this to Owen Paterson MP and to ask if he had made any progress with his meeting with Glyn Davies MEP.

14/133 PLACE PLANS The Place Plan was reviewed together with the Council’s past comments. It was agreed to include the following aspirations

·  Bryn Offa Primary School should reinstate 6 classes with an additional teacher appointed, due to the extra housing now in place and planned for the future, as Carreghofa School was full with no room for expansion, so Llanymynech children were entering Bryn Offa School, as well as the children transferred from the closed Maesbury School.

·  A safe route for a Walking Bus to Bryn Offa Primary School with a suitable crossing of the A483.

·  A Bus Stop with a pull in and shelter between Pant Institute and Station Road for buses travelling south.

·  Improved lighting.

14/134 SECTION 106 PROJECT. Report on the site meeting held on Saturday, the 22.11.14 to view the amenity area at Badgers Green. The site was suitable for small children’s equipment and it was agreed to start the consultation with residents in late January.

14/135 FINANCE Accounts totalling £2,655.46 were Proposed by Cllr Allcock and 2nd by Cllr Roberts with all in favour.

14/136 LIGHTING The Clerk reported on the problem of the light in Rectory Lane, Llanymynech and that Scottish Power had sent photographs of the old pole in situ in the burial ground in 2009. It as agreed that it was a priority to get the light repaired as soon as possible. The Burial Board will discuss getting the pole moved and the Clerk agreed to ask for a quotation from SP for this work.

14/137 VILLAGE MATTERS AND MAINTENANCE The 30mph sign on Station Road, near the Bowling Green is not working. The kissing gate at Pant now had a catch fitted, but it was reported that the gate seems loose. Cllr McConville agreed to investigate this. The inspection at Llanymynech had identified that the entrance gate near the Village Hall needed to be graded back with paving slabs laid to prevent it becoming a muddy slope. The gate at the Bowling Green end had been found to be open and this was locked with the combination padlock. Cllr Hitch agreed to clean the roof and sides of the bus shelter in Pant, for which he was thanked. The Cross Guns, Pant had their plans for a refurbished kitchen put on hold by Marstons. It was agreed to write to the Brewery stating that they should invest in the business as the kitchen is extremely small and the Licensees may become despondent.

Other points to be made were - the present kitchen, despite lacking suitable storage and cooking facilities, has an excellent hygiene rating. The Council support the pub as do the public, it is very popular and they would like to see an extended menu, which is not possible with the present kitchen.
