Minutes of the IEEE 802 RR-TAG Teleconference.


These are the Minutes of the IEEE 802 RR-TAG Teleconference, Thursday, 14 July 2016.

1.  The Vice Chair called the meeting to order at 15:08ET.

2.  The Vice Chair used draft of 802.18-16/0050r0 as meeting plan and agenda. The proposed agenda:

a.  Assign a recording secretary

b.  Review and approve the agenda

c.  Discussion items

i.  Ofcom 5 GHz consultation [July 22nd]

ii. EN 300 328, any updates?

iii.  ETSI BRAN, any updates?

iv.  FCC 5.9 GHz Public Notice, comment feedback?

v. mmWave open commission meeting today

3.  Vice Chair reviews and asks for any agenda changes.

a.  Hearing none, asks if any objections to approve proposed agenda.

b.  Hearing none, draft of 18-16/0050r00 teleconference plan and agenda (slide 2) is approved by unanimous consent.

4.  Vice Chair describes meeting guidelines on slides 3, 4

5.  Vice Chair discusses slide 6 and 7; Report from Ofcom

a.  EC motion went out today, with 5 day early close request.

6.  Vice Chair discusses slide 8; EN 300 328 Update

a.  EN 300 328 has emerged from the ENAP

b.  Approval rate of 64.55% - failing

c.  For the current draft, going to proceed to release without receiver update.

i.  Any comments would have caused failure.

ii. The comments from medical industry were deemed out of order.

iii.  Now going to ECC for approval, with 60 day comment window, then will be published.

d.  There is broad agreement, to start the work on the next version.

i.  This requires BPF with a 19dB improvement. They are costly.

ii. The WFA is working on the levels and the affect to the performance, designs and cost.

iii.  Next TG11 meeting is 26 September, 2016. They will be working on the next version with the improved Rx performance to meet the RED.

7.  Vice Chair discusses slide 9, 10; ETSI BRAN.

a.  Next meeting is Sept. 05th - 09th

b.  Reached agreement on the LBT, and agreed on test procedures.

i.  A new draft of the test procedure is available on line.

c.  Have reviewed 2 of the 3 technical reports on 5 GHz sharing, then they will go to CPG – PTD project team.

i.  Key point - all 3 are far from complete. They are very contested items.

ii. Need to be completed by mid-October, for BRAN meeting in Nov.

i.  Next meeting for them is 20-22 September, 2016 in Rome

8.  Vice Chair discusses slide 11; FCC 5.9 GHz Public Notice

a.  Testing for sharing efficacy in the 5.9 GHz band

b.  FCC 16-68, Reply Comments Deadline July 22, 2016

c.  Comments:

d.  The re-channelized proposal had a fair amount of support,

e.  as did the detect and vacate also had support.

f.  Key summary, neither was leading the other.

g.  Pace of the FCC is much faster than DOT on this, e.g. the FCC is trying for decisions this year.

i.  It will come down to the testing and the data to support any decision.

h.  For IEEE we will monitor and discuss status in San Diego.

9.  Vice Chair discusses slide 12; mmWave open commission meeting toda

a.  WASHINGTON, July 14, 2016 – The FCC today adopted new rules for wireless broadband operations in frequencies above 24 GHz, making the United States the first country in the world to make this spectrum available for next generation wireless services. Building on the successful, flexible approach to spectrum policy that enabled the explosion of 4G (LTE), these rules set a strong foundation for the rapid advancement to next-generation 5G networks and technologies in the United States.

b.  64-71 GHz band: We authorize operations in the 64-71 GHz band under Part 15 of our rules based on the rules we recently adopted for the adjacent 57-64 GHz band. This action will provide more spectrum for unlicensed uses such as Wi-Fi-like “WiGig” operations and short-range devices for interactive motion sensing.

10.  Vice Chair presents slide on Any Other Business.

a.  New one, ITU-R WP5D is working on 5GHz sharing criteria by September.

b.  New one, ITU-R WP1A has sent a liaison dealing with “Increasing Levels of RF Noise in the Environment and Consequent Interference to Radiocommunication Services”. One of the sources of the interference is from LED lighting. The radio services that are impacted include non-radio services such as smart meter(grid), xDSL and sensitive electric/electronic medical equipment.”
